APRIL 1 , 1975
The Planning Board of the Town of Ithaca held a regular meeting
on Tuesday , April 1 , 1975 , in the Town of Ithaca Town Ha11 , . 126 East
Seneca Street , Ithaca , New York , at 7030 p . m .
PRESENT ** Chairwoman Barbara Holcomb , Liese Bronfenbrenner ,
Robert Scannell , Maurice Harris , Richard Black , Daniel Baker ,
Lawrence Fabbroni ( Planning Engineer/Building Inspector ) .
ABSENT and EXCUSED : Sam Slack , Robert Ch. istianson ,
ALSO PRESENT : Rocco P . Lucente , Warren Buck , Robert Sprole
( Therm ) , members of the Press and Radio , several interested citizens
( see attached list ) ,
REPORT OF THE PLANNING ENGINEER/BUILDING INSPECTOR
Mr . Fabbroni reported that he is in the process of preliminary
design for the Williams Glen Road improvement requested by petition
of the residents . The Town will do the work and bill the residents .
Mr . Fabbroni stated that he has had several discussion with Mr .
Howard Stevenson , County Commissioner of Public Works , about the walk
way for the children walking along Mitchell Street . The Town will pro -
vide the materials for the walkway and the County will do the work .
The Town will maintain the walkway and the extended shoulder .
Mr . Fabbroni stated that he has also talked with Mr . Stevenson
about the County ' s project to storm sewer a short section of Judd Falls
Road from just below the jug handle down to McIntyre Place ,
Mr . Fabbroni reported that the Bolton Point transmission line
has been completed from the Lansing line to the Village Community
Corners and from Route 34 up to Triphammer Road , The water treatment
plant is well under construction as is the raw water treatment plant .
Mr . Fabbroni reported that Flood Plain Zoning is being prepared
for next week ' s Town Board meeting (April 7 , 1975 ) as required for the
National Flood Insurance Program for areas that are flood prone .
Mr . Fabbroni reported that the five sewer extensions are also
under discussion and that he has had several calls from residents of
different areas .
Mr . Fabbroni reported that he is also evaluating mass transit
surveys that were made by the East Ithaca Town Association .
Mr . Fabbroni reported that transportation to and from the Ellis
Hollow Elderly Housing project is under discussion and several meetings
have been held .
Mr . Fabbroni reported that he is working on an agreement with a
E local contractor to do the curbing at the East Ithaca Plaza . With
the exception of a few bushes that have been pushed over by a snow
plow everything in the planting strip is taking very well .
Mr . Fabbroni reported that Mr . Wiggins will be appearing at the
next Planning Board meeting to present a proposal for cluster at his

Danby Road property and that a cronic violator of Town zoning on
Ridgecrest Road is being investigated ,
Mrs . Holcomb noted at this time that also scheduled for the
next Planning Board meeting is a presentation by the Cornell Lands -
cape Architecture people on the current Bikeway study .
REPORT OF COUNTY PLANNING BOARD
Mrs . Holcomb referred to the New York State Mining Extraction
Ordinance for persons or firms that extract more than 1 , 000 Tons per
month . She reported that the County Planning Board is interested in
the State regulation in re oil and gas drilling . The legislation on
the books pertaining to oil and gas drilling is very minimal and is
about 10 years old . We may want to develop now stringent regulations
in our proposed extraction ordinance .
Mrs . Holcomb announced that there will be an all -day seminar on
Saturday , April 26th , 1975 , at the Ramada Inn , beginning at 10000 a . m . ,
the topic being " inhere is Tompkins County Going ? ® = In Connection with
land use planning in Developmental Terms " . There is a $ 1000 registram
tion fee and lunch is extra . There will be four possible alternatives
for attentions Frank Liguori , Tompkins County Planner ; a gentleman
from the Department of Environmental Conservation ; a panel chaired by
Stuart Stein , City of Ithaca Planning Boarde and James V . Buyoucos ,

REQUEST FROM THERM ELECTRIC FOR A MINOR ACCESSORY BUILDING ON THEIR
PLANT SITE
Mr . Robert Sprole , President , Therm , Inc . , appeared before the
Planning Board with a proposal for an accessory building to be con
strutted on their property on South Hill . Mrs . Holcomb noted that the
Planning Board is looking at the proposal and may make recommendations ,
but the Town Board has the final authority for approval . Mr . Sprole
stated that the Therm proposal is an extension to their existing ware-
house and he presented a plan dated March 26 , 1975 , and titled
Proposed Addition to Tdarehouse . Mr . Sprole pointed out that the
building will be sided with ribbed steel siding on the North and the
South and will be open on one side . He presented an elevation plan
and an perspective plan indicating the boundaries of the Therm pro-
perty and showing the location of the proposed addition . Mr . Sprole
stated that he could see no problem from an aesthetic point of view
particularly since the proposed addition is on a lower level of their
property and would not restrict any resident ' s view . He pointed out
that the space is desperately needed by Therm for storage . Mr . Sprole
also presented an aerial photo of the Therm lands and buildings .
Mrs . Holcomb asked if there were any questions . Mr . Scannell
stated that he could see no problem at all with the proposal .
MOTION by Mr . Maurice Harris , seconded by Mrs . Liese Bronfen®

RESOLVED , that the Planning Board of the Town of Ithaca recommend
and hereby does recommend to the Town Board of the Town of Ithaca
that approval be granted to Therm , Inc . , for the proposed addition to
their warehouse facility on their lands located in a light industrial

district .
There being no further discussion , the Chair called for a vote .

Nay - None .
The MOTION was declared to be carried unanimously .
CONSIDERATION OF FINAL APPROVAL FOR 21 -LOT SUBDIVISION FOR ROCCO P .
LUCENTE OFF SALEM DRIVE ON ROADS TO BE NAMED SYCAMORE AND PINEWOOD
Mr . Warren Buck presented a copy of the map that was requested
by the Planning Board at their meeting of March 18 , 1975 , titled
" General Plan of Development - - Lands of Rocco P . Lucente " , dated
April 1 , 1965 .
Mr . Buck also presented a plan of Sycamore Drive and Pinewood
Place , as requested , showing drainage for the 21 - lot subdivision ,
titled " Plan and Profile " and dated April 1969 ,
Mr . Black asked about the average height of the lots above the
drainage ditch on the front . Mr . Fabbroni indicated that it would
run from 2 ' to 51 ,
Mr . Lucente noted that there was plenty of height for basements
• should they be constructed or for the split foyer type home built on
a slope . Mr . Lucente also stated that he guarantees a dry basement in
all of his homes for a period of five years .
Mr . Fabbroni referred to the " Review of Proposed Subdivision of
21 lots on Sycamore Drive and Pinewood Place , Rocco P . Lucente Tract "
prepared by Janes Calhoun , USDA Soil Conservation Service in coopera-
tion with the Tompkins County Soil and water Conservation District ,
and pointed out some problems , as seen by Mr . Calhoun , about lots 77
through 80 . He noted that the water table is high .
Mr . Lucente commented that his firm has always found that as
they develop they have less water than before and likened the area to
a sponge . He stated that when you put in a house , the water table is
lowered .
Mrs . Holcomb asked if there were any questions on drainage as
developed .
Mr . Lucente pointed out that the drainage plan has been very
long in developing over the years and the present drainage in the
proposed subdivision has been there for five years . The ditches have
been in there for five years . Mr . Lucente stated that he is always
very careful to have water going in all directions as much as possible
rather than directing it in one course only .
• Mr . Fabbroni stated that he did not think there is any problem
individually here but that there is a problem developing in one place
down by the area of Mr . Lucente ° f Office . Mr . Fabbroni referred again
to the Review prepared by James Calhoun and stated that the question of

drainage will be critical when subdividing the remaining Lucente
lands to the east . Mr . Fabbroni stated again that he felt that there
• really is presently only one problem in the area and that is with the
house and property on Salem directly across from Mr . Lucente ° s Office
where the elevation is one foot between the garage door and the swale .
It wav agreed that the proposed names for roads , i . e . , Birch®
wood Drive , and Sycamore Drive , were acceptable .
Mrs . Holcomb suggested changing Birchwood Drive to Birchwood
Circle because of the circle it forms . Mr . Lucente felt that it would
be difficult since the Post Office gets very upset about roadname
changes . It was also pointed out that there will be a problem in
street numbering in the 21 - lot subdivision which seems unanswerable .
Mrs . Holcomb asked about Assessment Department numbers for the
proposed lots . Mr . Buck presented for the record a list of Tax
Numbers assigned to 21 building lots on Sycamore Drive and the remainm
der of Pinewood Place and also the four lots on the road to be named
Birchwood Drive ( included in 21 lots ) , as well as a tentative Tax
Parcel number ( 8 . 1 ) for the park and recreation area shown on the
" General Development " map dated April 1 , 1965 .
Mrs . Holcomb now turned to the question of the park area for the
undeveloped lands of k1ro Lucente . Mr . Buck presented a list for the
record lands to the east of Salem Drive already developed and inclu ®
ding 21 lots in Sycamore subdivision . This list indicates what has
• been set aside in the existing and presently proposed development with
a square footage breakdown and acreage breakdown . He noted that the
square footage and acreage breakdown does not include roads but
repeated that it • does include the 21mlot subdivision here proposed .
Mr . Buck presented for the record a letter dated March 31 , 1975 ,
signed by Mr . Rocco P . Lucente , and stating his intention to set aside
certain land tc% make it available for playground and other recreation®
al purposes . Mr . Lucente pointed out that his letter refers to the
remainder of his land . lie also pointed out that the " right to change
the location subject to the way the land develops " is there because of
uncertainty of the position of Birchwood Drive as it curves around
the proposed park area ,
Mr . Scannell stated that he thought that the letter is fine for
now and clearly shows the intent .
MOTION by Mr . Robert Scannell , seconded by Mr . Maurice Harris *
WHEREAS , Rocco P . Lucente has applied to the Planning Board of
the Town of Ithaca for final approval of a twenty®one ( 21 ) lot single
family subdivision off Salem Drive on streets to be known as Sycamore
Drive and Pinewood Place , as drawn on the Subdivision Plan by Thomas
G . Miller , dated April 1969 , and
WHEREAS , said Planning Board of the Town of Ithaca , after Public
Hearing duly held March 18 , 1975 , granted preliminary approval to
said 21 ® lot single family subdivision , subject to the following
conditions .*
le That there be submitted a Letter of Intent to set
aside five to six ( 5 6 ) acres of land as open space and/or
Town of Ithaca Planning Board = 5 - April 1 , 1975
parkland in the undeveloped acres of lands of Rocco P .
Lucente east of this proposed subdivision ,
• 2 . That the surface drainage plan for the said
21 - lot subdivision be indicated on the subdivision
map , - and
WHEREAS , such conditions have been met by Rocco P . Lucente , and
WHEREAS , said Planning Board has recognized that the land
designated by Tax Parcel No . 6 - 73 ® 1 - 8 . 1 , roughly 205 acres in area
and labeled " Reserved for Recreation Area " on the map dated April 1 ,
1965 , by Carl Crandall , has been set aside for open space and/or
park development , and , that this 2 . 5 acres meets the Town of Ithaca
Planning Board requirements for open space in the presently proposed
21 - lot single family subdivision and the previously developed submm
divisions in the Salem Drive area , and
WHEREAS , the approval of the Tompkins County Health Department
for water and sewage systems granted in 1969 is still valid ,
NOT^J , THEREFORE , BE IT RESOLVED that conditional final approval
be granted to said 21 - lot single family subdivision on Sycamore Drive
and Pinewood Place , and
BE IT FURTHER RESOLVED , that final approval will be granted
when the following conditions have been mets
1 . The execution of an agreement satisfactory to the
Town of Ithaca Planning Board and approved by the Town of
Ithaca Attorney which will provide that the applicant agrees
to set aside a minimum of five ( 5 ) acres for open space or
park land in the remaining undeveloped portion of lands
presently designated as Tax Parcels No . - 6 - 70 - 10g= 3 . 5 ( 38 . 15
acres ) , 5 - 73 - 1 - 8 ( 27 acres ) , 6 - 73 ® 1 - 7 . 2 ( 4 . ' 04 acres ) , and
substantially bounded as follows
On the Tlest by Pinewood Place ; on the North
by Cornell University land ( Sapsucker Woods ) ;
on the East by the Town of Dryden line ; on the
South by Hanshaw Road .
The said minimum of five acres may be in one or more
parcels , the shape , size and location of which will be deter -
mined and established upon the first application for approval
of any development in the said remaining parcels of the
applicant .
2 . The execution of an agreement satisfactory , to the
Town Board and the Town Attorney of said Town of Ithaca for
the construction of the roads or streets shown on the sub-
division plan and the furnishing of security deemed adequate
by the Town Board of said Town of Ithaca to insure such
construction .
In addition , because of the present soil conditions as out-
lined in the Report of James Calhoun , USDA Soil Conservation Service ,
for this 21 - lot single family subdivision , and for the health ,

protection and welfare of the residents , the approval of this sub-
division is further conditioned upon each dwelling being constructed
• with satisfactory foundation drainage . No building permit will be
issued until the Building Inspector/Zoning Officer has approved the
construction plan for each dwelling for this purpose ,
There was no further discussion and the Chair called for a vote .

Mr . Fabbroni discussed the matter of a bond with Mr . Lucente to
cover the road development . Mr . Lucente stated that he had checked
into the matter of a bond and found that the requirement is that
whatever the value of the bond is , one must deposit a like amount in
a bank and in addition pay the bond fee . He felt that this was a
little silly . Mr . Fabbroni stated that an irrevocable letter of credit
would be acceptable . Mr . Lucente stated that he would procure an
irrevocable letter of credit . Mr , Fabbroni further stated that he
will talk with Mr , James V , Buyoucos and set a meeting date with him
and Mr . Lucente for discussion of terms of a contract between the
Town and Mr . Lucente , Mr . Fabbroni added that this would include
required proof of what Mr . Lucente ° s insurance covers .
OPEN MEETING WITH FOREST HOME IMPROVEMENT ASSOCIATION FOR OPEN DIS -
CUSSION OF THE CONCERNS OF THE FOREST HOME NEIGHBORHOOD
The presentation was made by Mrs . Rosemary Silbey , President ,
Forest Home Improvement Association , of a " Statement of the Forest
Home Improvement Association Before the Town of Ithaca Planning
Board , April 1 , 1975 " .
Roads , traffic , congestion , speeding cars , etc , , were the major
topics of discussion .
It appeared , through discussion , that traffic flow is the crux
of the problem because of the unique area with its sharp curves ,
steep hills , one-way bridges , etc ,
Mrs . Holcomb pointed out that one-way systems have been dis-
ssed and then seemingly set aside . She wondered whatever happened
that suggestion . The citizens present indicated that the sugges -
, . died a natural death . There is an apparent division of those
wiq advocate the one -way approach and those who are against it . How-
ev , it was indicated that many are in agreement that a one-way
sy em should be tried for a fixed period of time to see just how it
r ly would work out . Additionally , there is agreement that the one -
wa system would in no way be viable were it not combined with a speed
l it designation . And , since speed control is impossible , the Town
,not having any police force , the question arose of whether there is
• ny way that the Forest Home people , as a community , could acquire a
oliceman or force , and tax themselves for salary and equipment .
The following items were raised for discussions

1 . Mass transit ,
2 . Traffic data collection .
3 . Cornell Parking Lot Sticker designation - for either " A " or " B "
but not both .
Mr . Fabbroni stated that the apparent interest in transit and
obvious willingness to help on the part of the Forest Home residents
was appreciated and that he would like to have the residents ' help in
a traffic study in the form of a house to house survey which would
cover Origin and Destination data , patterns of traffic , travel patterns
reasons for travel , etc . Mr . Fabbroni also mentioned Professor
Meyburg ' s presently on ®going study of transit in the County . He
noted that the information to be compiled from the Meyburg study will
complement anything the Town itself does .
4 . New connection between Warren Road and Pleasant Grove Road ,
5 . Lengthy discussion of one-way system on a trial basis .
6 . Walking is very hazardous piles of snow . Bicycling is out of
the question in Forest Home ,
7 . Dangerous condition of barrier on North end of Judd Falls Bridge
off bridge - possibility of slipping under barrier .
8 . Could walkways be installed while everything is ripped up for
Bolton Point transmission lines ?
9 . Crosswalk lines painted on roads .
10 . Intelligent use of traffic control signs as devised by Mr .
Fabbroni would help with traffic flow .
11 . Traffic law enforcement .
12 . Contract with Cornell Traffic Patrol for Forest Home coverage .
13 . Is it possible to restrict size and weight of trucks going through
Forest Home ?
Mr . Fabbroni spoke about drainage up from Judd Falls Road to
McIntyre Place ,
14 . Play lot requested . The matter of a play lot is definitely rela-
ted to traffic . The only alternative is the Plantation lands , it
appears , but there might possibly be a hope for an area near the
filtration plant . The play lot would most probably serve medium
aged children , would not be ' very large and would have no equipment .
15 . Warren Road is very dangerous and one cannot walk against the
traffic .
16 . Hertel walkway .
ADJOURNMENT
The citizens of Forest Home expressed their thanks to the
Planning Board for the invitation to attend a Planning Board meeting
and express their concerns . The Planning Board , in turn , expressed
their thanks to those citizens who attended the meeting .
Upon Motion , the meeting was adjourned at 10 ° 20 p . m .

It is my intention by this letter to set aside certain land . The
land is located in the Town of Ithaca and is shown in a map dated
April lat . 1965 , and titled "General Plan of Development - Lands of
Rocco Lucente " . It is more particularly described as follows : The
lots number 1 , 2, 3 and 4, in the northeast portion on said map ; and
portions or all of lots number 5 , 6 , 7 , 8 , 9 , 10 , 11 , 12, 13 , 14, 15
and 16 in the southeast portion on said map , consisting in all of
5 to 6 acres , with the right to change the location subject to the
way the . land develops .
• The purpose of setting aside this land is to make it availa'ale
for playground and other recreational purposed for the benefit of
those who purchase other land in the area of the development , should
the Town of Ithaca agree to maintain and be responsible for said areas
as park and playground areas . The economics of the setting aside of the
said land is to be included as part of the development costs of the
said land to be borne by the purchasers of the other lots in the
development .

Review of Proposed Subdivision
of
21 Lot Subdivision of Sharonwood Drive and Pinewood Place
Rocco P . Lucente
1 . Map Reference
This review is based on a subdivision plan and profile man for
Sharonwood Drive and Pinewood Place by Thomas G . Miller , Engineer and
Surveyor , L. S . No . 23896 . The map is dated April 1969 . The reo_uest for
assistance came from The Ithaca Town Planners ,
2 . Soil on thisparcel is mapped as :
LaB - Langford Chaxnery Silt Loam
ErA - Erie Ellery Channery Silt Loam
Langford soils are deep moderately well drained soils underlain by
a very dense , slowly permeable hardpan 1 1/2 to ,2 feet below the surface .
They have moderate limitations for hcmesites with basements due to season-
al wetness and seepage above the hardpan layer . Langford soils are mapped
in all of the lots east of Pinewood Place .
Erie-Ellery soils are deep , poorly drained soils on flat tonography .
Ellery soils have a hardpan layer 1 to 1 1/2 feet below the surface . These
soils have severe limitations for honesites with basements due to prolonged
wetness and very slow permeability . Erie Ellery soils are mapped in lots
16-18 and lots 77-80 .
3 . Observations and Recaranendations
(A ) Individual Homesite Develoonent
Flat topography and poor internal soil drainage could lead to wet
basements , ponding of water in yards and other problems . Footer and sub-
floor drains should be installed . A grade of at least 6 in esin feet
away from the basement wall is recotmmended . Footer drains should be back-
filled with gravel to promote good drainage , Where possible these drains
should outlet in road ditches or on the surface of the ground. A 10 foot
section of 4 " inside diameter metal pipe with 1-2 bolts through the end to
act as animal guards is recommended . Try to get 1 foot fall off outlet
pipe so it doesn ' t get buried . Basement walls should be waterproofed and
the danger of capillary action through- the basement floor avoided . e-
sites should be ZELded so water flows away from the honesite. at all intss
swales or depressions sho d 5e Ieft between each ome to avoid water from
flowing from one homesite to the next one lower in elevation .
Surface water flowing from higher elevations may be a problem in lots
77-80 . A ditch on the backside of these lots could alleviate this problem .
This could empty into the watercourse on the south side .

The roadbank along the east side of Pinewood Place is quite steep to stabilize
by vegetation . Sloping it- back it-backto a 29. 1 slope would hep alleviate the—
problem .
he problem .
In woodland areas , the advice of the State Forester might be sought on which
trees to leave and practices to follow . The forester for Tompkins County is
Carl Haischer and his phone number is 753-3095 -
( B ) Off Site Situation
Most of the surface water frcan this development will flow south down
Pinewood Place or west down Sharonwood Drive . The water along Pinewood Place
flows under Pinewood Place in an 18" culvert , then flows down the north side
of Maplewood . Each driveway has an 18" culvert installed . The water from
Sharonwood Drive flows down the east side of Salem Drive where it joins the
flow from Maplewood . They both flow through a culvert under Maplewood and
then into a 30" diameter culvert under Salem Drive into an open water course .
The second lot on the east side of Salem Drive is fairly low in elevation
in relation to the open ditch . About 300 ' further on , the water flows into
a 26 " steel storm sewer on Hanshaw Road . This storm sewer is buried on the
north side of Hanshaw Road and outlets just east of the St . Catherine of
Siena Catholic Church . From here the water flows in an open channel until

During construction , all exposed areas should be seeded down immediate)
to avoid siltation which can further reduce pipe and channel capacity down=
stream , Any storm sewer intakes should be ringed with bales of hay or straw
to filter out silt . Site clear should beept o a minimum . if extensive
clearing and land grading is anticipated ,, coni eration be given to
installing temporary debris basins to reduce the possib lity of downstream
silting : foleasures should be taken to ensure that silt and water from lots
raider development does not flow onto adjoining lots that are already developed .
On increased runoff , it is estimated that with this type of soil and good
woodland cover , with a 3 inch rainfall , about 23% of it runs off in surface
flow. If the same land is developed into 1/4 acre building lots , runoff
could increase to 83% during construction if no vegetation is left and once
lots are revegetated would drop to 48% runoff.

HOUSE LOT DRAINAGE
The first step in solving excess water problems on a house lot is
to determine the source of the water .
Sources of Water
Surface runoff from lands above - This water may be intercepted by
the drain , a diversion , or a grassed or paved waterway .
Rain falling on a house lot and collecting inud� dles - This water
may be removed by tile drains , or by filling or grading to a desired slope ,
or by grassed or paved waterways .
Subsurface high water table ) water - The height of the water
table may be lowered by tile drains .
Runoff from roofs - Install gutters and remove water through tile
drains , or grassed or paved waterways .
Diversion
A diversion is a graded channel constructed across the slope with a
supporting ridge on the lower side .

9 . Butt ends of tile carefully . Leave 1/811 between ends of tile . Blend i
and backfill carefully so tile are not displaced . Do not throw stones i
on tile when blinding . Use only sound tile .
10 . Use manufactured IlYs " or 1ITs " for junctions or bends in the tile line for
good con-sections .
ll . If a 'septic leach field does not operate properly in wet seasons
of the year , an underdrain on the uphill side of the leach field may
solve the problem . It would be well to check with the local health
department to determine the depth and lateral distance uphill from
the leach field that the interceptor should be installed .
