HomeMy WebLinkAboutPB Minutes 1974-10-15 I / a ` TOT4N OF ITHACA PLANNING BOARD OCTOBER 151 1974 A regular meeting and a Public Hearing were held by the Planning Board of the Town of Ithaca at the Town Offices , 103 East Green Street , Ithaca , N . Y . , at 7030 p . m . on Tuesday , October 15 , 1974 . PRESENT : Chairwoman Barbara Holcomb , Robert Scannell , Maurice Harris , Daniel Baker , Sam Slack ( arrived at 8 : 15 ) , Lawrence Fabbroni ( Town Engineer , Building Inspector and Zoning Officer ) , Reynolds Metz (Assistant Zoning Officer ) . ABSENT : Arnold Albrecht , Robert Christianson , John Lowe , ALSO PRESENT : Mr . Otto Schoenfeld , reporter from WHCU Radio , and two citizens . The Meeting was called to order by the Chair , without quorum , a � 7 : 50 p . m . PUBLIC HEARING : CONSIDERATION OF PRELIMINARY APPROVAL OF THIRD ALTER- NATE , " C " , FOR DEVELOPMENT OF REMAINING LAND OF OTTO SCHOENFELD NORTH OF BURLEIGH DRIVE . Chairwoman Holcomb declared the Public Hearing in the above matter opened at 7 : 50 p . m . The Clerk ' s Affidavit of Posting and Publication , duly notarized , was presented by the Secretary . Mr . Schoenfeld presented his preliminary site plan , known as Plan " C " outlined on his map dated December 31 , 1971 , Section # 5 , Plan " C " , marked Planning Board October 15 , 1974 , surveyed and mapped under direc - tion of R . L . MacDowell , Jr . , Reg . Land Surveyor NYS Lic , 35421 . Mr. . Schoenfeld said that the proposed roads have been named , as shown , Alma Lane and Cumorah Place . These particular names were chosen because of a letter he received from the Mormon Church requesting that these street names be chosen . It was noted that the lots adjacent to the left branch of Alma Lane are in the Village of Cayuga Heights , Mrs . Holcomb discussed the drainage patterns and noted the dry ditch on one lot on the right side of Cumorah Place . It was determined by Mr . Fabbroni that the dry ditch will not cause any problems with the placement of any house . Mr . Schoenfeld stated that he had been to the Town of Lansing . He felt that 500 of the water that is coming down to Uptown Drive is coming in because New York State in their work on Route 13 has been derelict in their duty in grading and ditching , etc . , particularly near the power line from whence the water runs south . He stated that the water has no business coming down here anyway . He said that he talked to , among others , Howard Stevenson and Noel Desch , Mr . Desch saying that he would talk to Cornell to see if they cannot plug up the drainage way . The water comes under Route 13 right there at the lights at ' Warren Road , then goes on Cornell property to Uptown Road and flows south on Uptown and into the Town of Ithaca and into the Village . Mr . Schoenfeld stated t ` zat he would himself put in a culvert at the end of Uptown Drive which will direct the water , which should not be there anyway , off toward an existing drainage ditch and back to the Route 13 drainage ditch . Mr . Schoenfeld also said that he has agreed with the Village of Cayuga Heights to put in a 34 " culvert over by Cambridge Place . I Tovm of Ithaca Planning Board ® 2 - October 15 , 1974 Mrs . Holcomb asked if the use of 6 " lire for water is okay . All agreed that it is okay , There followed a discussion of a possible water line easement from Burleigh Drive to connect with Talandis at Lansing East Apts , and therefore loop the line back to Sapsucker Woods Road water system , Mr , Schoenfeld stated that there is such an easement in the record , Mrs . Holcomb will look into the matter , Mrs . Holcomb asked that Mr . Schoenfeld ask the Village Fire Chief to look at the hydrant placement and give his approval or recommenia - tions , Mrs . Holcomb asked Mr . Fabbroni what happens to the absorption rate by putting in houses and roads , Mr . Fabbroni said that he did not see any problem at all ; there is plenty of capacity in the planned culvert sizes , Mrs . Holcomb noted that the Planning Board had talked at one point about creating walkways that would easily connect this new subdivision to Sandra Place , Mr , Scannell felt that as far as a walkway is concern, ed he would be opposed to such a move because they would create more problems than would be alleviated . Mr . Schoenfeld felt that walkways are a receptacle for junk and refuse , He thought that a walkway place- ment has to be very carefully determined . He was much more in favor of asidewalk . Mr . Scannell agreed that a walkway or a sidewalk along side of Burleigh Drive would be good , • Mr , Slack arrived at this point , Mrs . Holcomb stated that the Planning Board is looking at a preliminary approval for general layout of a proposed subdivision , We have plans for placement of water lines , surface drainage as well as sanitary sewer . She asked if there were anything else we need to do or ask , The Board agreed that the presentation was sufficient for consideration of preliminary approval , Mrs . Holcomb asked if this plan , " C " , is the preferable plan to " A " or " B " or " C " , Mr , Scannell and all agreed that it was the best yet , Mrs . Holcomb stated that there has been submitted the appropriate affidavit of posting and publication . MOTION by Mr , Maurice Harris , seconded by Mr , Sam Slack . RESOLVED , that the Planning Board of the Town of Ithaca grant and hereby does grant preliminary approval to Plan " C " for the development Of the remaining land of Otto Schoenfeld north of Burleigh Drive ; plan dated December 31 , 1971 , " Williamsburg Park " , Section #k5 Plan " C " , presented to the Planning Board on October 15 , 1974 , There being no further discussion , the Chair called for a vote , Aye o Holcomb , Scannell , Harris , Baker , Slack , Nay o None , The MOTION was declared to be carried unanimously , Town of Ithaca Planning Beard - 3 - October 15 , 1974 Mrs . Holcomb now stated that M.L . Schoenfeld needs to go to the Assessment Department and have tax parcel numbers assigned to all the lots . He has to get Health Department approval for the water and sewer plan . He needs a letter of approval from the Village of Cayuga Heights Fire Chief on the location of the fire hydrants . He should check with the Post Office on the choice of street names . The Planning Board will give him street numbers , Mrs . Holcomb noted that if and when final approval is given , and before the roads can be deeded they have to be checked as to location with the Town Engineer and with the Town Highway Superintendent as to their meeting Town specifications . Until the roads are deeded and accepted by the Town no building permits can be issued . Mr . Schoenfeld was told that he must file the final approval plan with the County Clerk within 30 days after final approval . Mr , Fabbroni asked if the Town required a survey of the subdivi - sion . Mr . Schoenfeld stated that he will have an official survey with the lot lines shown at the time of final approval . Mrs . Holcomb signed the preliminary plan as being approved at this meeting . The Chair declared the Public Hearing to be closed at 9 ° 00 p . m . PROPOSED REZONING OF LANDS OF LEE KNUPPENBERG - PINEVIEW TERRACE AND • HICKORY PLACE - SOUTH HILL Mr . Fabbroni reported that he had received a request from Mr . Lee Knuppenberg who owns five lots on the above -named streets off Juniper Drive on South Hill . He would like to combine two lots here and two lots there and leave one a single and rezone the combined lots from R� 15 to multi - family residence zone so that he can build four- family homes on the sites . MOTION by Mr . Robert Scannell , seconded by Mr . Maurice Harriss RESOLVED , that the Planning Board of the Town of Ithaca hold a Public Hearing on Tuesday , November 5 , 1974 , at 7 : 45 p . m . in the Town of Ithaca Offices , 108 East Green Street , Ithaca , New York , for the purpose of considering the rezoning of lands of Mr . Lee Knuppenberg ; two combined lots on Pineview Terrace , 53 - 1 - 15 , 26 , 53 - 1 - 15 . 27 , and two combined lots on Hickory Place , 53 - 1 - 15 . 7 , 53 - 1 - 15 . 13 , from R- 15 Residential to Multiple Residence District for four- family homes . There was no further discussion and the Chair called for a vote , Aye - Holcomb , Scannell , Harris , Baker , Slack . Nay - None . The MOTION was declared to be carried unanimously . • DISCUSSION OF THE PROPOSED ZONING ORDINANCE Mr . Fabbroni determined that because of the late hour the dis - cussion of the proposed zoning ordinance as shown on the Agenda should be adjourned to another time . The date was set for Monday , November 4 , 1974 , at 7 : 30 p . m . in the Town Office . Mr . Fabbroni again requested Town of Ithaca Planning Board - 4. ® October 15 , 1974 that the Planning Board members bring their copies of the proposed zoning ordinance , ADJOURNMENT The meeting was adjourned by the Chair at 9 : 15 p . m , Respectfully submitted , Nancy M .
