HomeMy WebLinkAboutPB Minutes 1974-03-26 t TOWN OF ITHACA PLANNING BOARD ADJOURNED MEETING MARCH 26 , 1974 • An adjourned Regular Meetingof the Town of Ithaca Planning g Board was held in the Town of Ithaca Offices , 108 East Green Street , Ithaca , New York , at 8 : 30 p . m . , on Tuesday , March 26 , 1974 . PRESENT : Chairwoman Barbara Holcomb , Robert ' Scannell , Maurice Harris , Daniel Baker , Sam Slack , Jack Lowe , Robert Christianson , Peter Francese ( Planning Consultant ) , Kenneth Kroohs ( Planning Engineer ) , Reynolds Metz ( Zoning Officer ) , David ' Cowan (Assistant to the Zoning Officer ) , ABSENT : Arnold Albrecht . ALSO PRESENT : Mr . Piazza and Mr . Olmstead of NCR , Walter Schwan , Town Supervisor , Noel Desch , Councilman , Victor DelRosso , Councilman . The meeting was opened by the Chair at 7 : 30 p . m . At this time there was joint discussion between the Town Board and the Planning Board of the proposed zoning ordinance for the Town of Ithaca . 8 : 30 P . M . FORMAL CALL TO ORDER OF ADJOURNED MEETING OF THE TOTIN OF ITHACA PLANNING BOARD - MEETING ADJOURNED FROM MARCH 191 1974 . • PROPOSED DEVELOPMENT OFF RIDGECREST ROAD BY LAGRAND CHASE . MOTION by Mrs . Barbara Holcomb , seconded by Mr . Robert Christian - son : RESOLVED , that the Planning Board of the Town of Ithaca call a Public Hearing for 7 : 45 p . m . on Tuesday , April 9 , 1974 , for the pur - pose of considering a preliminary site plan for a residential develop- ment proposed by Mr . Lagrand Chase on his property off Ridgecrest Road in the Town of Ithaca . There was no further discussion ( see Minutes of March 19 , 1974 ) and the Chair called for a vote . Aye - Holcomb , Scannell , Harris , Baker , Slack , Lowe , Christianson . Nay - None . The MOTION was declared carried unanimously . PROPOSAL TO EXTEND NCR OFFICE BUILDING ON THEIR PROPERTY ON DANBY ROAD . Mrs . Holcomb stated that on the 19th day of March , 1974 , there had been a presentation by representatives of NCR on their proposed extension to their office building on their Danby Road property . She stated that considerable discussion had taken place at that time and the points that are incorporated in the following Motion were brought out . MOTION by Mrs . Barbara Holcomb , seconded by Mr . Robert Christian AP 1 Town of Ithaca Planning Board - 2 - March 26 , 1974 sone RESOLVED , that the Planning Board of the Town of Ithaca recom- mend and hereby does recommend to the Town Board that the proposed extension to the National Cash Register Offices be approved with the following conditions . 1 . That a portion of the front parking lot as shown on the site plan dated 3 / 19/ 74 by Lorenz , Williams , Lively and Likens be moved to meet the requirement that parking shall not be allowed within the required front yard . 2 . That a more detailed drainage plan be presented with parti � cular attention too a . the contours and drainage between the proposed building and Danby Road ; b . the present drainage pattern on the entire NCR site and the connection of the new drainage system to the existing system . 3 . That a detailed landscaping plan be presented . 4 . That the location of hydrants be clearly shown . 5 . That detailed utility plans be presented . At this point , Mr . Olmstead stated that the letter requested by the Planning Board from Mr . Shaffer of NCR to the Town Board re phasing on shifts has been mailed to the Town Board for their meeting on the 8th of April , 1974 . • There was no further discussion and the Chair called for a vote . Aye - Holcomb , Scannell , Harris , Baker , Slack , Lowe , Christianson . Nay - None . The MOTION was declared carried unanimously . PROPOSED CONVENIENCE FOOD STORE BY MR . AND MRS . THOMAS BELL ON ELMIRA ROAD . Mrs . Holcomb stated that the Planning Board had received a presentation of the proposed site plan for the above -noted grocery store on the 19th of March , 1974 , Mrs . Holcomb stated that a revised site plan has just been presented this day by the Bells . The building has been turned 900 . It will be necessary for the Planning Board to look at the proposal over again . She noted that the contours have been shown . The lot line problem has been taken care of . The drainage is shown . There followed a brief discussion of the drainage . It was noted that there is a vacant lot area between this proposed lot and the drainage ditch . There is more than enough parking area . MOTION by Mrs . Barbara Holcomb , seconded by Mr . Robert Scannell . WHEREAS , it is the consensus of the Planning Board of the Town of Ithaca that a retail grocery store placed on the land owned by Mr . and Mrs . Thomas Bell on Elmira Rci d adjacent to the Millbrook Bread site is a reasonable use of the land , NOW , THEREFORE , BE IT RESOLVED , that the Planning Board recommend and hereby does recommend to the Town Board that they call a Public Hearing to conside. ` Town of Ithaca Planning Board - 3 - March 26 , 1974 final site plan approval on Monday , April 8 , 1974 . The Planning Board recommends the acceptance of the site plan with the following conditions : 1 . The proposed landscaping be spelled out as to types and numbers of plants and that a planting schedule be stated . 2 . The service road and parking area shall be surfaced with a dust - free material . 3 . The proposed entrance from Elmira Road be allowed only until such time as the service road is extended to the property or properties to the South , at which time the proposed entrance onto the Elmira Road will be closed off . 4 . Approval is received from the Health Department for water and sewer service . 5 . No sign approval is included . 6 . Percentage of grade on the parking area be reduced to a maximum of 4 % . There being no further discussion , the Chair called for a vote . Aye - Holcomb , Scannell , Harris , Baker , Slack , Lowe ® Christianson . Nay - None . The MOTION was declared carried unanimously . Mrs . Holcomb read a letter from the Tompkins County Department of Health from Mr . Carl Burgess dated March 26 , 1974 , to Mrs . Bell . ( See copy of letter attached to the official Minutes of this meeting . ) ADJOURNMENT OF THIS REGULAR MEETING OF THE PLANNING BOARD WHICH WAS AN ADJOURNED MEETING OF THE PLANNING BOARD FROM MARCH 19 , 1974 . The Chairwoman officiallf adjourned this Meeting at 8s50 p . m . ADJOURNED MEETING OF THE TOWN BOARD OF THE TOWN OF ITHACA . At 8 : 50 p . m . Walter J . Schwan , Town Supervisor , called to order an adjourned meeting of the Town Board . ( See Minutes of Town Board of this date . ) BOLTON POINT PROJECT . Mr . Schwan outlined the present status of the Bolton Point Water Supply and Distribution Project for the members of the Planning Board . ADJOURNMENT . The joint meeting of the Planning Board and the Town Board for further discussion of the proposed zoning ordinance was adjourned by the Chair at 9 : 30 p . m . • Respectfully submitted , Nancy M .
