HomeMy WebLinkAboutPB Minutes 1974-01-22 Z TOWN OF ITHACA PLANNING BOARD JANUARY 22 , 1974 A regular meeting of the Town of Ithaca Planning Board was held in the Town of Ithaca Office , 108 East Green Street , Ithaca , New York , at 7 : 30 P . M . on the 22nd day of January , 1974 , PRESENT : Chairwoman Barbara Holcomb , Robert Scannell , Daniel Baker , Robert Christianson , Maurice Harris , Samuel Slack , Peter Francese ( Planning Consultant ) , and Kenneth Kroohs ( Planning Engineer ) . ABSENT % Arnold Albrecht , John Lowe , ALSO PRESENT : Mr . Norbert Schickel . The meeting was called to order at 7 : 30 P . M . by the Chair . SIGN FOR EASTWOOD COMMONS - SCHICKEL DEVELOPMENT ON HONNESS LANE . Mr . Schickel presented the Development Plan for his complex on Honness Lane showing tie proposed sign arrangement . Mr . Schickel stated that the Town of Ithaca Sign Ordinance is a little difficult to apply to his development . He stated that there will be a road sign at Wildflower Drive , which appears to be acceptable . The proposed development designation sign is 2 ° 6 " high by 18 ° . long and will be 3 ° up from the ground . It will be brown with white letters . He would like to place the sign back 3001 or so in order that one could see it from Honness Lane , Mrs . Holcomb read Section 6 , 2 ( b ) of the Town of Ithaca Sign Ordinance as follows . " Signs advertising real estate developments or subdivisions , during the period of _development not to exceed 1 year from the date of permit are permitted in a district zoned residential . These signs shall not exceed _50_ square feet in area and shall advertise only the name of the architect , contractor , owner , or developer and such signs shall not be illuminated in any manner or exceed two in number , The permit may be renewed for two additional periods one year each for good cause shown . " Mr . Schickel asked if the Marine Midland Bank and the Savings Bank of Tompkins County could be added to his sign . He proposed that this additional wording should be considered by the Planning Board as a possible amendment to the Sign Ordinance . Mr . Schickel also stated that he had a problem of how to inform people how to get to his site . Mrs . Holcomb read Section 9 of the above -named Ordinance , as follows : " Sign Set - backs . Every sign , except those permitted pursuant to Section 6 ( d ) , shall be set back at least 25 feet from any side boundary line and at least 15 feet from any street or highway right of way line unless it is attached to a building used and occupied on the A Town of Ithaca Planning Board - 2 - January 22 , 1974 effective date of this law . All such signs shall face towards a street . or _,highway . However , the Town Board , in industrial and business districts , may require that signs shall be set back a greater distance than that set forth in this section . " After discussion , it was MOVED by Mr . Robert Scannell * RESOLVED , that the Planning Board of the Town of Ithaca approve Mr . Norbert Schickel ' s Sign which is 2 ' 7 -1/ 2 " by 18 ' long , to be placed at the interior 'entr_ance of the Development known as Eastwood Commons , on the East side ok Wildflower Drive at the bend in the road . This is in conformity with Sections 6 - 2 ( b ) and 6 - ( d ) of the Town of Ithaca Sign Ordinance , The MOTION was seconded by Mr . Robert Christianson . There was no further discussion , and the Chair called for a vote . J-1, Aye - Holcomb , Scannell , Baker , Christianson , Harris , Slack . Nay - None . The MOTION carried unanimously . APPROVAL OF MINUTES . MOTION by Mr . Robert Christianson , seconded by Mr . Robert Scannell * RESOLVED , that all Minutes of the Planning Board for the year 1973 not heretofore approved and including the dates January 16 , March 20 , May 22 , May 30 , June 5 , June 19 , July 10 , August 14 , August , 28 , September 4 , September 11 , September 25 , October 30 and November 6 , be approved as presented . There was no further discussion , and the Chair called for a vote . Aye - Holcomb , Scannell , Baker , Christianson , Harris , Slack . Nay - None . The MOTION carried unanimously . Mr . Scannell noted that in the Minutes of November 20 , 1973 , it should be stated that on the Motion to appoint Mr . Scannell to a new term on the Planning Board , Mr . Scannell abstained from voting . MOTION by Mrs . Barbara Holcomb , seconded by Mr . Daniel Baker : RESOLVED , that the Minutes of the Planning Board Meeting of November 20 , 1973 , be approved as amended to read that Mr . Scannell abstained from voting on the Motion regarding his re - appointment to the Planning Board . 1 Town of Ithaca Planning Board - 3 - January 22 , 1974 There was no further discussion and the Chair called for a vote . Aye - Holcomb , Scannell , Baker , Christianson , Harris , Slack . Nay - None . The MOTION carried unanimously . PROPOSED AMENDMENT TO PRESENT ZONING ORDINANCE IN RE TWO-FAMILY DWELLINGS , Mrs . Holcomb referred to the proposed amendment to the present Zoning Ordinance as refers to two - family dwellings . She stated that that proposal developed by the Planning Board in their meeting of November 20 , 1973 , and recommended to the Town Board had been tabled by the Town Board after lengthy discussion . She stated that a possible new prop6sal - has emerged as a result of a meeting with Mr . Schwan , Mr . auyouc , s , Mr . Cowan , Mr . Kroohs , and herself . She noted further that the okigiha } presentation by the Planning Board recommended that a 20 , 000 sq . ft . lot be required for a two - family dwelling . Apparently this proposal has posed some problems for the Town Board members . The Supervisor had suggested that this proposal excluded people on an existing 15 , 000 sq . ft . lot from having an apartment put in their home at any time as their circumstances changed . Mrs . Holcomb suggested placing a size limitation on the apart • ment itself . She suggested 600 sq . ft . Mr . Scannell felt that this was too large . Mr . Francese felt that on a large lot , say over 30 , 000 sq . ft . , one could have a structure of any size desired by the owner provided , of course , the side and front and rear yard requirements are met . He suggested limiting the size of the second dwelling unit on a sliding scale relative to the size of the lot in question . For example , on a 20 , 000 sq . ft , lot , or larger , a two- family dwelling may be construc- ted provided that one of the units may be no larger than 1 , 40 sq . ft . On a 15 , 000 sq . ft , lot , an apartment may be no larger than 600 sq . ft . Following this suggestion , there was a lengthy discussion about apartment sizes , possible wording , minimum vs . maximum sizes . Since no acceptable conclusion could be reached , it was agreed that the Planning Board would hold a Public Informational Hearing on . the 5th of February , 1974 , in order that the Planning Board could present the various alternatives to the Public and receive Public input on the matter of apartments . DESIGNATION OF TOWN ROADS AS PRIMARY , SECONDARY AND TERTIARY . Mr . Kroohs had prepared a large map showing all the roads in the Town of Ithaca . The discussion was led by Mr . Francese with Mr . Kroohs marking on said map the road designations . as they were agreed upon by the Planning Board . It was decided that this would be a temporary designation and that a further look would be given to this matter at a later meeting . The final copy of the proposed Highway Map will eventually go to the f Town of Ithaca Planning Board � 4 - January 22 , 1974 Town Board for final approval . ADJOURNMENT .
