OCTOBER 23 , 1973
® A regular meeting of the Town of Ithaca Planning Board was
held on Tuesday , October 23 , 1973 , in the Town Offices at 108 East
Green Street , Ithaca , New Yorke
PRESENT : Chairwoman Barbara Holcomb ( arrived late ) ' Arnold
Albrecht , Robert Scannell , Robert Christianson , Jack Lowe , Danel
Baker , Sam Slack ( arrived late ) , Peter Francese ( Planning Consultant) ,
Kenneth Kroohs ( Planning Engineer) , Reynolds Metz (Assistant Zoning
Officer) ,
ABSENT : Maurice Harris4
ALSO PRESENT : Members of the Press and Radio ..
In the absence of Mrs : Holcomb Vice � Chairman Robert
Christianson opened the meeting at 7 : i0 p4m .
ROUTINE BUSINESS
There was no routine business to be discussed .
PRELIMINARY DISCUSSION OF MONKEMEYER MULTIPLE RESIDENCE ON EAST KING
ROAD
The Chair noted that Mr . Monkemeyer was not present . (See
below in these Minutes . )
VINCENT FRANCLAMONE REQUEST FOR REZONING OF PROPERTY AT 108 RIDGECREST
ROAD FROM Rs30 TO MULTIPLE RESIDENCE DISTRICT
The Vice- Chairman presented a letter from Vincent Franciamone
which had been hand delivered to the Planning Board for this meeting
by Mr . Franciamone . Mr. Christianson stated that this letter repre-
sents a request by Mr . Franciamone for the rezoning of his land conte
taining 29 , 725 sq . ft . from R- 30 to Multiple Residence District . A
map of the property showing proposed additions to existing buildings
was attached to the letter and presented to the Board along with the
letter by Mr . Christianson .
Chairwoman Holcomb arrived at this time and read the letter
from Mr. Franciamone in its entirety to the Planning Board. A copy
of said letter is attached to the Official Minutes of the Planning
Board and kept in the Town Clerk ' s Office .
A brief discussion followed concerning the lot size and the
minimum requirements of the Town of Ithaca Zoning Ordinance . The
minimum requirement for a Multiple Residence District is one acre .
The following Motion was presented by Mr . Robert Christianson:
That the Planning Board seek the advice of our legal counsel on the
application of Mr . Franciamone for a change in zoning of the land in
question .
The Motion was seconded by Mr . Robert Scannell .,

The Chair asked if there were any further discussion .
• Mrs . Holcomb requested that the Motion be amended to add that
in the opinion of the Planning Board since the property is less than
one acre the parcel does not qualify for rezoning .
Mr , Christianson agreed that the Motion should be so amended .
MOTION by Mr . Robert Christianson , seconded by Mr . Robert
Scannell ,
RESOLVED , that the Planning Board of the Town of Ithaca seek
the advice of our legal counsel on the application of Mr . Vincent
Franciamone for a change in zoning from R- 30 to Multiple Residence
District of the property at 103 Ridgecrest Road , Ithaca , New York ,
since it is less than one acre thereby not being qualified for
rezoning to multiple residence district .
The Chair asked if there were any further discussion . There
was none and a -vote was called for .
Aye - Holcomb , Albrecht ] Scannell , Christianson , Lowe , Baker .
Nay - None .
Abstain - Slack ( arrived late - m did not take part in discussion) .
Carried .
• It was agreed by the members of the Planning Board that Chr-
woman Holcomb would contact James V . Buyoucos , the Town Attorney , ' to
discuss this matter and thereupon write a letter to Mr . Vincent
Franciamone informing him of the decision of the Planning Board in
re his request for rezoning .
DISCUSSION OF MONREMEYER MULTIPLE RESIDENCE ON EAST KING ROAD
Mrs . Holcomb informed the members of the Planning Board that
Mr . Evan Monkemeyer had come into the Office about ten days ago with
a new site plan for his rezoned property on East King Road . Mr .
Monkemeyer has changed architects . The new plan represents a sub®
stantial change in the site plan from that presented to this Board
and approved by the Town Board at the time of the rezoning of Mr .
Monkemeyer ' s land from R. 30 to Multiple Residence on December 13
1971 . Therefore , it is the opinion of the Planning Board that Mr .
Monkemeyer must go through the entire procedure of having the new
site plan approved . This will involve a public hearing at the
Planning Board level before recommendation to the Town Board then a
public hearing before the Town Board prior to final approval .
DISCUSSION OF PROPOSED ZONING ORDINANCE .
At 9 : 00 P . M. the Planning Board turned to further discussion of
. the proposed zoning ordinance .

Although the Zoning Ordinance indicates the requirement
of a minimum tract of one acre ' for development of a
Multiple Residence District , I contend that in the 1970
proposed. zoning ordinathce for the Town of Ithaca in Article 5 ,
$ action 9 , page 10 ander Multiple Residence Districts a
gross lot of 3 , 600 square feet is specified fort each
dwelling unit to he constructed , Therefore , the apartments
would be permitted by implication , M lot of 29 , 725 square
feet should be able to contain eight (8 ) units at this rate ®
Attached are plans for three buildings for a total
of six units ;
In :the present Zoning Ordinance , Article 9 , Section 468
page 19 it 2s sta. ted that after this general eight plan,
for a Multiple Residence , is submitted to the Planning
Board , and before a resolution is recommended by the
Planning ' Board , a public hearing shall be heard by the
Planning Board within thirty ( 30 ) days 'of this filing oLr
