MAY 22 , 1973
A regular meeting of the Town of Ithaca Planning Board was held
on Tuesday , May 22 , 1973 , in the Town Offices at 108 East Green Street ,
Ithaca , New York , at 7030 p . m .
PRESENT : Chairwoman Barbara Holcomb , Robert Christianson Arnold
Albrecht , Robert Scannell , Maurice Harris , Daniel Baker , Jack Lowe,
Sam Slack , Peter Francese ( Planning Consultant) , Kenneth Kxoohs
( Planning Engineer) , David Cowan ( Zoning Officer) , and Mr . Reynolds
Metz (Assistant. Zoning Officer) .
ABSENT : None .
Mrs . Holcomb opened the meeting at 7 : 40 p . m . and declared that
this entire meeting will be devoted to , the proposed Zoning Ordinance
as presented at: this meeting by Mr . Francese . The Zoning Ordinance
has now been typed and includes the Preface ' Articles I through IX
and Article XII , '
PROPOSED ZONING= ORDINANCE FOR THE TOWN OF ITHACA,
Mr . Francese outlined the premise of the entire Zoning Ordinance ,
He then described the framework which in general is as follows::

Mr . Francese stated that he had looked at many other ordinances
before writing anything . He noted while doing this research that
there was a consistent pattern of confusion throughout most ordinances ,
for a potential applicant , because the regulations were not always in
the part that pertained to any one particular section .
Mr . Francese outlined the issuance of building permits .
There was a lengthy discussion of Planned Residential Develop-
ment and Mr . Scannell suggested that they should also have to comply
with the per cent density approach being used in this ordinance .
Mr . Francese went through the R- 1 section , R- 1 Cluster , R- 2
(Multiple ) , and R- 3 section (Mobile Homes ) . It was decided to add in
to the Intent on Page 5 ( 3 / 20 / 73 ) Mobile Home Park " District ° o .
There was considerable discussion in re the Mobile Home Park
District .. It was agreed that the minimum size must be 10 acres .
At this point , the members of the Planning Board began going
over the proposed Zoning Ordinance word by word and p y page e b page .
At the end of this evenings discussion of the proposed Zoning
Ordinance , Mrs . Holcomb discussed with the members of the Planning
Board a procedure for reading and making changes on the draft from
this meeting on ., Mr . Slack suggested that perhaps each member should

go over his own copy and send them into Mr . Francese with any changes ,
or suggestions . This was not agreed upon. Mr . Lowe suggested going
going at this job for prolonged periods of time on a weekly or bi-
weekly basis until it is done . Mrs . Holcomb pointed out that the
meeting of June 5th has already grown to include Groff , Dutch Prince
Walter Wiggins , Fred Rolfe and the proposed apartment registration . ?
It was decided that the Planning Board would meet on the 29th of May
in the Town Oi: fice , and on the 30th of May in the Marine Midland Bank
Offices at the East Ithaca Plaza , for the purposes of discussion of
the zoning ordinance only . It was also decided that if there were time
the zoning ordinance would be discussed at the June 5th meeting and
on June 19th and 20th .
The meeting was adjourned at lle 15 p . m .

Gentlemen :
Beacon Hills Village of Ithaca , Inc . , hereby , gives
assurance to the Town of Ithaca that it will coordinate
its plans for roadway lighting and electrical
distribution for the Beacon Hills development with
New York State Electric and Gas Corporation . The
purpose of this coordination will be to satisfy
requirements of New York State Electric and Gas
for any future lighting district that may be created
for the development .
