A regular meeting of the Town of Ithaca Planning Board was
held on Tuesday , April 24 , 1973 , in the Town Offices at 108 East
Green Street , Ithaca , New York , at 7030 p . m .

Mrs . Holcomb opened the meeting at 7040 p . m. She stated that
this meeting will be devoted to the proposed zoning ordinance , but
that there arc: a couple of things she would like to bring to the
attention of the members of the Planning Board .
BEACON HILLS .. PROPOSED DEVELOPMENT ON SOUTH HILL BY ERDMAN et al .
Mrs . Holcomb stated that the Beacon Hills developers have
informed the Planning Board that they are ready to go now, However ;
. both Mrs . Holcomb and Mr . Kroohs have informed the developers that
they have brought nothing in the way of final site plans , drainage
plans , etc . , to the Planning Board formally . . She stated that after
a lengthy meeting with the representatives of Beacon Hills they have
been put on the Planning Board Agenda for Tuesday , May 1st , 1973 ,
along with the Groff Associates Public Hearing and the presentation
by Cornell University of their proposed Chilled Water Plant . Further ...the second meeting in May , 1973 , i . e . , May 15 , will be reserved for � `
the zoning ordinance . The members of the Planning Board agreed with
this timetable .
Mrs . Holcomb outlined the possibility of hiring an engineer
expert in water retention or other aspects of drainage from time to
time to be of assistance to Mr . Kroohs . For example , Mr. Kroohs does '
not feel that the can handle the unique problems of the man-made pond
to be used as a water retention pond as well as decoration in the
Beacon Hills . project . The Planning Board agreed that this was in
order and the iaame of Mr . Richard Black was considered as such an
aide .
KENILWORTH PLA]VTINGS .
Mrs . Ho ; comb also spoke briefly about the plantings for the
Kenilworth pro=ject (East Hill Plaza ) on Judd Falls Road. She has
spoken to Mr . Edward King , attorney , about going ahead now with the
plantings as per the contract with White Nurseries and having pay-
ment taken out of the escrow account set up for that purpose . Mr .
King has informed Mrs . Holcomb that said contract refers specifically
to 1972 . Mr . IUng has requested an up - dated contract from �. Mr .
Squilla . The Planning Board wishes to wait a reasonable time and if
a contract is riot forthcoming , they will request that White Nurseries
go ahead with the plantings and the Town Board will pay them directly
out of the escrow fund .

PROPOSED ZONING ORDINANCE .
An . incisive . discussion of the proposed zoning ordinance for
the Town of Ithaca , which has now been put into a first draft stage
by Mr . Francese was held . with Mr. : Francese leading the discussion .
Using . a blackboard , Mr .. Francese outlined in detail the
framework of the new ordinance , i . e . , encompassing 13 Articles under
which in a particular manner repeated throughout the ordinance the
several Sections are to be found . The framework , as described by
Mr . Francese , 'keeps the ordinance consistent .
Mr . Francese stated that at one point he had the entire
ordinance written , but as he read it over , he became aware of the
fact that it resembled the existing ordinance in form and wording
and indeed , most ordinances in the State of New York . So , he tore
that up and sat down and re "wrote ' the whole thing page by page , from
start to finish .
Lengthy discussion was held concerning the dramework of the
ordinance and how the whole thing ties in together . Discussion
centered mainly on the concepts of the zoning ordinance and how they
may be compatible with their application . Considerable time was
spent discussing the R- 11 R- 2 and R- 3 Districts , with particular
emphasis being on mobile homes . A possible location for a mobile
• home park was discussed at length with Mark Beathan ' s land emerging
as a possibility and . also the present mobile home park whichexists
as a nonconfoi.ming use on Seven Mile Drive .
After further discussion , the members of the Planning Board
decided that they would rather not go over the wording of the
Articles presented at this meeting without having studied the mater-
ial . Mr . Francese agreed and will mail copies of the complete text
as presented , i. . e . , through the Ba. 2 district to each . member of the
Planning Board and Mr . Cowan .
SAM PETER - REQUEST TO ADD A SEMI-DETACHED STORAGE BUILDING TO HIS
PREMISES ON DANBY ROAD , 1
Mr . Cocaan .. presented a more detailed plan which he had
received .from Mr . Peter as part of his request to erect a storage
building next to his presently existing TV and Appliance store on
Danby Road and :King Road . The Planning Board had previously reques-
ted that a plan showing ' lot lines and distances be presented to them
before they would be willing to make any recommendations , Mr . Peter
has a lot 259 ' plus in a commercial zone , bound. d by State lands and
the two King Roads . Mr . Peter wants to put in a prefabricated
building for storage and a ramp through to his other building . It
would essentially be an extension of the existing building . .
Mr . Cowan noted that the proposed plan meets the requirements
for side yard and front yard .
The Zoning Ordinance requires that the Planning Board submit
their recommendation to the Town Board on this type of proposed
extension .

The Planning Bord gave their general approval of the
proposed builidiAg extension in a commercial zone .
The meeting was adjourned at 9 : 30 p . m . by the Chair .
