The regular neeting of the Tot-in of Ithaca Planninc Board
was 'meld on Tuesday , Septeriber 19 , 1972 in the Totrn of Ithaca
Offices , 103 E . ' green Street , Ithaca , " ew York at 7 . 00 p . rt .
NESEHT : Chairivian barbara Holcomb , van baker , i aurice

Peter Francese ( Planninc Consultant ) , and '.; avid Cowan ( Zoning
Officer ) .
. i toren resident stated ,lis concern for ti!, e need to lower
the speed limit along Coddineton , u . past tluniner tonere tide
present speed 11r" it is 55 c, ph and there children have to gait
for school buses , irs . Holcomb reported that the Town Joard
or Plannini sward cannot change the speed limit . This is the
responsibility of the tete York State Departr! ent of Transoortation
and only that Uepartraent can change speed li4 , 1

are opposed to the proposed multiple residence °level on, Aent
of tile Beacon Hills proposal , rs , iiolcorcl~ reported that
approval Had not been given to this part of the Proposal , anti
that a public clearing will be ,geld by tine Totjn Soard on this
development at tihich the . concerned residents may -- take knot ? n
their objections .

board should stake to the Zoning board of .'appeals regarding the
court order for Coy glen . The follotrinr specifications fere

excavation operationshall ' be conducted before 7 : J0 a . m . or
after i . 00 n . m . or at, anis tirsle on Sunday or national holidays .

shall apply to any signs in connection r% ith this operation .
( 7 ) Any gravel in transit spilled on public roads shall
be removed on that same working day .
( 8 ) At the conclusion of any excavation of sand or gravel
the area in and around the operation must be returned to as
natural a state as possible . Tire ground riust be free frog
mounds of earth , debris , ei.iipty structures , or unused equipment ,
and must be rehabilitated , graded to a slope not to exceed 3 feet
horizontal to 1 foot vertical , and seeded to nerni t the grot?�tth
of vegetation .
( 9 ) A performance bond in the amount of 5� shall be
required .

facilities and also present rulings on gas service extension .
Suggestions r! ere asked for , and i; obert Scannell proposed a
presentation on ,torr to develop subdivisions considering the
environment , pie volunteered to check into this , and report
to Airs . Holcomb .

Cowan asked the Board to consider changing the Ordinance in

reconmended this be changed from no nonconforrii nr building or
land use siall be extended except as authorized by the board
of Appeals to no nonconforming land use small be extencied .
