TOWN OF ITHACA PLANNING BOARD
July 25 , 1972
The regular meeting of the Town of Ithaca Planning Board
was held on Tuesday , July 25 , 1972 , at 7 . 30 p . m . in the Town of
Ithaca Offices , 108 E . Green Street , Ithaca , New York ,
PRESENT ;: Chairman Barbara Holcomb , Robert Scannell ,
ArnoldAlbrec% ht , Robert Christianson , !1.1aurice Harris , and Peter
Francese ( Planning Consultant ) .
Robert Scannell made a motion , seconded by Arnold Albrecht ,
to approve the minutes of the May 23 , 1972 r� eeting of the Planning
Board . The motion was unanimously passed .
A motion was made by Robert Christianson to approve the
minutes of the June 6 , 1972 meeting of the , Planning Board . The
motion was seconded by Maurice Harris , and unanimously approved .
A motion was made by Robert Scannell and seconded by Robert
. Christianson •to approve the minutes of the June 20 , 1972 meeting
of the Planning Board . The motion was unanimously passed .
The minutes of the special July 6 , 1972 meeting of the
Planning Board vaere corrected to read as follows °
�. Page 5 , paragraph 9 , change from County Engineer Frank
Liguori to County Planner Frank Liguori .
A motion was mads: by iviaurice Harris , seconded by Robert
Christianson , to approve the minutes of the July 6 meeting as
corrected , Th ;=W motion was unanimously approved .
There was no report from the Park Council ,
Robert Scannell made a motion that the Planning Board
recommend to the Town Board that money be made available for the
Planning Board Chairman to attend Stat planning meetings . Maurice
Harris seconded the motion , . and it was unanimously passed .
Barbara Holcomb made a motion that the Planning Board give
approval to the Bicycle Path Committee to spend up to 4" 15 . 00 for
having copies made of the proposed bicycle path network for use
as working papers . The motion was seconded by Robert Scannell ,
and unanimously passed .
Reynolds Metz , Assistant Zoning Officer , presented a request
to the Board from ;'Ars . Jackson to put a mobile home on a foundation
on Sheffield Rd .
Peter Francese reported that a mobile home is still considered
* a mobile home even if it is on a foundation if it is less than

18 ' wide , and therefore will not be permitted unless in a mobile
home park . It was recommended that Mrs . Jackson present her
request to the Zoning Board of Appeals .
A question was raised concerningthe legality f
g y o converting
a work shed into a guest house on a piece of property on the lake .
The lot is a nonconforming lot 50 ' x 50 ' x 150 ' . It was recommended
to advise this person to connect the two buildings in order to
legally do this .
PROPOSAL FOR LABORATORY OF PLASh1A STUDIES - CORNELL : Mr .
John � crf iannis of 5"rnell University presented pans for locating
a large oil tank behind the present building of the Laboratory
of Plasma Studies on f1itchelI Street . The tank would be enclosed
in a sheet structure to cover it and provide complete enclosure .
The purpose its to serve experimental work in the main building .
The structure will be 72 ' long by 18 ' wide , and there will be a
shed covering the oil tank . It is prefabricated sheet metal
painted to conform with the rest of the building , probably neutral
gray .
The Board has no objections to this proposal since it meets
side yard requirements , is of a good architectural structure , and
will not be visable from the road .
Robert Scannell made a motion that the Planning Board approve
the addition Ito the Laboratory of Plasma Studies ( high voltage lab )
and have no serious objections . Arnold Albrecht seconded the motion ,
and it was unanimously approved .
The Planning Board would like to express our appreciation to
Cornell University for making this presentation and keeping us
informed of their plans .
PUBLIC HEARING ON BEACON HILLS : A public hearing on the
proposaV y Bacon Hilis to construct a planned unit development
of approximately 800 units was called to order at 8 : 10 p . m . A
slide presentation and discussion of the proposal was made by
Mr . Richard Handler ,
Mrs . Holcomb read the notice of the public hearing that
appeared in the Ithaca Journal and was posted in the Town Offices .
The proposal cells for the rezoning of 6 parcels of land ; one
from Ra30 to R - 15 cluster ; one to Business A for a country storey
one to Business C for an inn and restaurant ; and three for multiple
residence .
Mir . David Guersh , Attorney for Beacon Hills , reported that
the plans have been modified to reflect concerns and suggestions
made by the Planning Board in previous meetings .
A slide presentation and discussion was held . It was
reported that the phasing proposal would be in three stages
as follows : .

Phase I would include 20 clusters , the pond , one hole of the
golf course , a putting green , the country club and facilities , and
a portion ( approximately half ) of the country store .
Phase II would include 17 clusters , and 3 more holes of the
golf course .
Phase III would complete the internal road , and include the
remainder of the clusters , and the multiple residence areas .
Since the main roads in question concerning the traffic
flow are all county roads ( King Rd . , Troy Rd . , and Coddington Rd . ) ,
the Town does not have any jurisdiction over these roads . Mr .
Frank Ligouri , County Planner , reported that if it becomes
evident that these roads need upgrading , the county will take
whatever steps are necessary . The right - of - way is available , if
the roads should require widening.
A question was raised by firs . Elizabeth Whicher , Coddington
Rd . , as to the use of the country club and facilities . It was
reported that these facilities are intended primarily for the
Beacon Hills community members . However , use of the general
facilities would be made available to the community at large on
a membership basis , not on a daily basis .
Charles Devorac of Troy Rd . stated his concern over South
Hill school being overtaxed . and unable to meet the additional
burden which would be placed upon it by children of families
;• of the Beacon Hills community , Mrs . Holcomb reported that she
had discussed this problem with School Board members , and they
reported they saw no . need for a new school at this time . Rather
they would suggest that special areas : be built within the develop -
ment for school bus pick - ups of children .
A question was raised for the availability of water for this
development . Mrs . Holcomb reported that Beacon Hills developers
have been made aware of the water shortage problem . At present ,
the City of Ithaca has given the Town of Ithaca , Dryden , and
Cayuga Heights permission to have 400 water taps . 0f these ,
250 taps have already been allocated . It is probable that the
Board would give Beacon Hills 40 or 50 taps at the most .
A question was raised about the rental costs for Beacon
Hills . It was reported that units will be rented and sold at
a rate that is comparable to moderate to upper middle incomes .
Mr . Robert Cotts , Northview Rd . , stated his objections to
this proposal . He stated he opposed the plan because there
were too many people for the amount of spacing , and the free
open space that was made available by the clustering was not to
be used for general community purposes , but rather only for
individuals of Beacon Hills .
• The public hearing was closed at 10 : 15 p . m .
The Planning Board will hold a special meeting on Tuesday ,
August 1 , to consider our recommendation to the Town Board con -
cerning Beacon Hills . It was reported that the Board cannot
make a recommendation on the rezoning for multiple residence
without a detailed proposal of the layout . It was decided that
the Board could make a recommendation at this time , but have
it be contingent upon approval of the final plans . ; rs . Holcomb
will
check with Jim Buyoucos to have him draw up a resolution .
The meeting was adjourned at 10 : 45 p . m .
