June G . 1972
The regular meeting of the Town of Ithaca Planning Board
was held on Tuesday , June G . 1972 , at 7 : 30 p . m . in th .e Town -of
Ithaca Offices , 108 E . Green Street , Ithaca , New York ,
PRESEMT : Chairman Barbara Holcomb , i'vlauri. ce Harris , Dan
Baker ,, fio ert Christianson , Robert Scannell , Sam Slack ,
Peter Francese ( Planning Consultant ) , and David Cowan ( Zoning
Officer ) .
i-irs . Holcomb reported that there will be a special joint
meeting of the Planning Board and Town Board on flonday , June
19 , to discuss the various proposed changes in the Zoning
Ordinance ,
Robert Scannell reported on a meeting he had attended
with David Powers , Chairman of the Zoning Board of Appeals ,
and Mrs . Constance Cook concerning the court decision in the
Coy Glen case . Hrs . Cool; reported that the judge had ruled that
in order for operation to continue in Coy Glen , a permit must
be obtained stating conditions under which they can operate .
Mrs . Cook made suggestions concerning what sp : cifications should
be included in this permit , and asked that the Board elaborate
on these . Robert Scannell read the suggestions ?vlrs . Cook h. ad
submitted to the Board . Mrs . Holcomb reported that John Barney
and Jim Buyoucos suggested that we write a gravel pit operating
ordinance for the Town instead of issuing individual permits such
as this . It was reported that under the present Zoning Ordinance
gravel nit operations are permitted only with permission of the
Zoning Board of Appeals .
lvirs . Holcomb will talk to Barney and Buyoucos and take them
the suggestions for what might be included in this specific
permit . At our next meeting , she will report on their suggestions ,
and a specific permit can be discussed at that tire .
A suggestion was also made that the Coy Glen area may be
included in the lands which the Town would like to buy as park
lands . This will be discussed at the next meeting , alonq with
a specific ordinance for gravel pits . It was suggested ►sae consult
Donald Belcher to determine where other gravel pit areas are
located in the Town .
David Cowan presented a proposal for a sign for the
Hilker development . Discussion was held , and Robert Scannell
made a motion that we approve Hilker ' s proposal for a
4 ' x 8 ' sign for " Hilke; r Construction South Hill Estates " as
proposed in his application dated 6 / 5 / 72 . The motion was
seconded by Dan Baker , and unanimously approved .

ZONING ORDINANCE . Discussion was held concerning proposed
changes in theZcning Ordinance which will be presented to the
Town Board at a special joint meeting on t-Alonday , June 19 .
A question was raised concerning in what zones storage
would be allowed , It was decided that storage of such things
as camping equipment , boats , snowmobiles , etc . , would be allowed
by special permit . Upon approval by the Planning Board , the
Zoning Officer may issue a special permit whereby any structure
may be used for internal storage in any district .
A suggestion was made by David Cowan that the Zoning Map
have property boundary lines on it . The Town Planner will put
property line boundaries on official property tax raps showing
the exact legal boundaries of the zon ;: s .
Discussion was held concerning fast food and carry out
service operations . It was decided that restaurants with carry
out service would be allowed by special permit only after approval
by the Planning Board .
A question was raised concerning a zone for the location
of . campgrounds . At present , they are prohibited in the Zoning
Ordinance . It was decided that this would be a " floating " zone
and that campgrounds may be located in suitable meas anywhere
in an R - 15 or Agricultural zone by special permit . The Board
shall determine appropriate specifications for such permits
from guidelines from appropriate national organizations .
The Zoning Ordinance calls for special permits to be
issued by thu Town Board , Hrs . Holcomb suggested that this be
changed to the Planning Board . Peter Francese will chock to see
if this is passible .
