A Public Hearing by the Planning Board of the Town of Ithaca
was held on Tuesday , April 4 , 1972 , at 7 : 30 p . m . in the Town of Ithaca
� S Offices , and the City of Ithaca Counci
Ithaca , New York . l Chambers , 108 East Green St . ,,
PRESENT : Chairman Barbara Holcomb , Robert Christianson ,
Arnold Albrecht , Maurice Harris , Robert Scannell , Peter Francese
( Planning Consultant ) .
ABSENT : Daniel Baker , Frederick Scott , Sam Slack .
The meeting was brought to order by Mrs . Holcomb at 7 : 40 p . m ,
There were - 85 people present in the audience ;
Since this was a Special Meeting and a Public Hearing , no
Minutes were read .
DREW PARK SUBDIVISION ,
Mr . Otis Drew is requesting approval for several changes in
his subdivision plan , e , g . , lot size , roads , etc . Mrs , Holcomb stated
that the map being presented to the Planning Board is already filed
with the County Clerk of the County of Tompkins. However , there has
been no approval from the Planning Board of the Town of Ithaca . She
also indicated that apparently one map was missing from the office
file collection ; It was noted that there have been previous changes ,
the last one being in May of 1970 ; The Planning Board discussed some
of the changes , such as one road coming out and another being straigh -
tened and named Drew Road . The plans were revised January 10 , 1972 .
A MOTION was made by Robert Scannell .' ' I move that the plan
of Drew Park 8ulbdivision ; Stage III , be approved as shown on the revised
plan of January 10 , 1972 : Maurice Harris seconded the Motion and it
passed unanimously .
Mrs . Holcomb requested an Addenda to the Motion which was
agreed to by Mr ; Scannell , as follows : This plan represents only . a
slight revision from the plan given final approval on May .. 16 , 1970 .
KENILWORTH SHOPPING PLAZA PLANTING SCREEN.
The item under discussion here is the planting . screen on Judd
Falls Road . There are problems because of rights-of -way , gas lines ,
etc . Mrs . Holcomb read a letter from Mr . Ben V. Boynton , of Boynton
Real Estate , a partner in Groff Associates , as follows :
' Enclosed is a map made from xerox prints showing the locations
of several of the rights - of - way along . Judd Falls Rd . on the property
owned by Groff Associates and leased to Kennilworth Associates . Also
included on the map is the proposed right -of -way for the New York State
Electric and Gas Corporation ,
As I understand it , the County Highway Department would like
to have NYSE&G rE: locate their pole line further to the east of its
present location in the ditch of the road along Judd Falls Road , The
highway department could then put pipe in the ditch and cover it so
that the road width could be increased . With the approval of Kennilwort
Town of Ithaca Planning Board , April 4 , 1972 .
l� Associates , Groff Associates is ready to give their approval to the new
J location of the NYSE&G electric line . Approval by Kennilworth is now
requested and pending ,
As you can see , the planting of trees along Judd Falls Road
is a serious problem . At the request of the Highway Department and Mr .
Francese I ask that the problem be carefully considered by the official
boards of the Town of Ithaca .
Time is of importance to the NYSE&G , the Highway Department
and the growing; season . "
At this point , Mrs . Holcomb requested that further discussion
of the plantings for Kenilworth would be held at the conclusion of the
two public hearings scheduled for this meeting .
Because of the large numbers of people present for the Public
Hearings and the inadequate number of chairs , Mrs : Holcomb requested
that the Public Hearing be moved to the City of Ithaca Common Council
Rooms ,
PUBLIC HEARING g- SCHICKEL ENVIRONMENTAL DEVELOPMENT COMPANY ,
At 8 . 00 p . m : Mrs . Holcomb officially called the Public Hearing
to order by stai; ing that this Public Hearing is to consider the appli -
® cation of the Schickel Environmental Development Company for the re -
1 zoning of a 16 -acre tract of land near Honness Lane from R - 15 to
multiple residence district . Mr . Enos Pyle is the owner . The Schickel
Environmental Development Corporation is proposing the development of
160 units in 40 buildings .
Mrs . Holcomb stated that this Public Hearing has been properly
published and posted and that she had in her possession the affidavit
of the Town Clerk of said publication and posting .
The Planning Board of the Town of Ithaca is holding this Publii:;
Hearing , she stated , and will present its recommendation to the Town
Board of the Town of Ithaca . The Town Board is required to hold a
Public Hearing before they can re - zone . Mrs . Holcomb informed the
people that this was the opportunity for the members of the Planning
Board to hear their thoughts on this proposal .
Mrs . Holcomb showed the people a map of the proposal from Mr ..
Schickel . At this point she called on Mr . Schickel to speak .
Mr . Schickel gave Mrs . Holcomb a list of the people who w ,-: I- _I
sent notices of the Public Hearing along with a letter and the proposal ,
Mr . Schickel greeted the audience and thanked them for ce : ~ . .ig .
He stated that their thoughts and ideas would be considered in :o
his plans . He then proceeded to read his proposal . This proposal
hereby attached and made a part of these Minutes .
Mrs . Holcomb then opened the meeting to questions from the
floor .

Mr . Mahr as How certain are we , if the Planning Board and then
the Town Board would approve of this change , that Mr . . Schickel will
J get the land ? Mr . Pyle is the owner .
Mr . Schickel we This could happen , but then it would be subject
to the same app rova .
_Mary _Jones , Honness Lane as There is only one entrances how do
they get off?
Mr . Schickel - It is possible as shown on the map , There will
be a second ERrance also on Honness Lane . The plan is not presently
drawn , but there are three opportunities , generally onto Honness Lane ,
Mr . Castle - To the Planning Board - is there property in this
general area alias the same general qualities that is already zoned
this way ?
Mrs . Holcomb - Yes , Kenilworth , near the Shopping Centre .

Mr . Castle - Zoning for the developer is a one -way street .
He submitU=6 e Planning Board the following thoughts , If you re -
zone this way , ;you are inevitably increasing the housing density . We
can never go badsk Also we do not have any serious need for more
density than we already have . There is. a terrible amount of traffic
now . It is . a very serious matter for the people living in the neigh -
bourhood , Again , you can never go back . The only direction you can
go is to give us more traffic , I would very strongly recommend that the
Planning Board riot recommend to the Town Board either this plan or the
other one we will have tonight favorably . There is no provision for
the extra traffic . People do use the roads for other needs , i . e . ,
walking , bicycles . There is no gain for the neighbourhood . The only
gain is for people who speculate on the land ; All the talk has been
internal , i . e . , about the development itself . There has been no dis -
cussion of what it does to the neighbourhood . There is no way to com-
pensate for this .
Richard B . King , 102 Eastwood Avenue Ithaca City - Mr . King
read a leFg y s a emen n opposition to � the proposed development ,
Mr . King said he would submit a copy of his statement to the Planning
Board for inclusion in the Minutes .
Mark Eisner , Pine Tree Road - Mr . Eisner asked Peter Francese
for the ra�ionaae behind the present zoning of R -30 .
At this point , Mrs . Holcomb wished to interject the followIng
for clarification . Under the present Zoning Ordinance and the Zoning
Ordinance being proposed , there is no multiple residence zone . If. y. r
a floating zone . This makes multiple residence zoning permissible
any residential zone within the Town . Each request is decided on
own merits .
As a result of this explanation , Mr . Eisner did not pursun his
question and posed the following one . Wha is e ifference betwrt ;: ;i
a Variance and a Zoning Change ?
Mr . Francese usVariance - The Zoning Ordinance says " no " ,

therefore , you show the reason why . Zoning Change - Where a fixed
ANzone , such as commercial , is re - zoned to something else .
Mr . Blatchle, , 131 Honness Lane - There is a 60 ' strip of land
through hi p oper y which he cannot sell or build upon . ( This is
designated as a road by the Town ) , The Town took it . In January 1972 ,
there was another meeting and another strip which goes through Mr .
Pyle ' s land was proposed . ( County proposal ) If this development goes
through , he will most certainly ask for the same re - zoning for his
land .
Mrs . Ruth DeWire , Pine Tree Road - Mrs . DeWire read the follow
ing statement :
" It is obvious that the East Hill neighbourhoods of the Town
of Ithaca are about to undergo rapid development . My concern is that
this development be guided so as to prevent excessive population den -
sity and its attending economic and social ills . At the same time ,
we must allow a judicious mix of single - dwellings , multiple - dwellings
and commercial enterprises to develop . Whether the new zoning ordinanc (
and other planning policies in the process of being adopted by the Town
of Ithaca will accomplish this orderly development is the main question .
Without having studied the new ordinance I raise the following ques -
tions :
1 . What proportion of the East Hill area should be multiple -
dwellings ? What population density is desirable on East Hill ?
2 . There are over 600 units of multiple -housing , representing
several thousands of persons , proposed for an area quite a bit less
than 1 -mile in radius . Will these units , if approved , tip the neigh -
bourhood balance too heavily towards apartment construction ?
3 . When the desired level of population density in multiple -
housing units has been attained , what assurance does the East Hill
resident have that additional multiple -housing applications will not
be approved ? Should there be a fixed percentage of multiple -dousing
and commercial development within designated areas of the Town of
Ithaca instead of the proposed floating ordinance ?
4 . Some authorities are of the opinion that expansion of the
assessment rolls resulting from apartment construction may not offset
the costs of municipalities for highway construction and maintenance ,
recreation and public safety , and school expenses which high density
populations generate . In that case these increased costs must be borne
by the single - dwelling owners in part . What are the facts in the case
of East Hill ?
5 . Is it of value to the Town Board and the Planning Board
to establish precise guidelines for town development which might not
be legally binding but will provide backing for piece -meal decisi_ r:ins
. on developments ?
I suggest the appointment of a small group of East Hill ci ;� ize
from the neighbourhood associations to work with town Officials to
consider guidelines for development in the East Hill area of the Tomn . "

Edward W . King , 1356 East State Street - Mr . King stated that
r� he is adjacent oe propose eve opmen on he down -hill side . He
said that the first thought that occurs to him about any construction
in the Town is the water run -off problem . He went on to say that about
ten years ago Mr . Pyle attempted to build a subdivision up there behind
Mr . King ' s house , They bulldozed a kind of road and then the rains
came and washed: out his ( Mr . King ' s ) garage . He wished td point out
to the Planning Board that the run -off problem will be very severe .
He urged that a, surface drainage plan must be very carefully drawn .
There are presently no rights - of-way across Slaterville Road .
Also , he wished to point out the traffic problem , He said
that most of the traffic would flow south onto Honness Lane . There is
a house on the northeast corner which obstructs the view and , in
addition , there is a curve on Slaterville Road at that point . He
would propose alternate connecting roads , perhaps northwesterly into
Eastwood Avenue ,
Now , Mac . King wished to point out the following facts . An
R - 30 zone requires 30 , 000 sq . ft . of land for one building . An R - 15
zone of 15 , b00 sq . ft * allows for 48 units while an R -30 allows for
24 on this parcel . In this request for some 150 units there is only
4 , 600 sq , ft , per dwelling unit . In an R - 10 zone the maximum density
is one dwelling unit per 3 , 600 sq . ft . Now , Mr , Schickel has proposed
under multiple because we have no present ordinance for his type of
proposal .
® Mr . King stated that he would urge very strict requirements .
The Town Board should demand a very complete plan . Drainage, archi -
tecture , phasing , etc . , should be very clear . Controls should be such
that if there were any changes , he would have to go through the same
procedure of public hearing and if at any point he abandoned any re -
quirements the land would immediately revert to R -30 .
Also , he would like to point out that the Coggshall property
is landlocked but it does have an outlet onto Slaterville Road , Mr .
Coggshall should know what is going to happen to that land . If this
development occurs , he ( Mr . King ) surmises that the Coggshalls will be
in asking for the same thing .
Mrs . Holcomb - This land is presently zoned R -15 .
Mr . Francese - Under the new ordinance the maximum number of
units for an - zone is 12 . 1 per acre and under the old one it is 18 .
Montgomery May, 1360 Slaterville Road - Mr . May did not think
there was enoug lformation . He oug a there was going to be a
topography map . He was very concerned about the drainage , The run- off
is very excessive upon many occasions and roads will make it even worse ,
Also , a 501 road into a development of 150 units from a safety stand -
point would be very dangerous . It is ridiculous to have only one road ,
Should the road become blocked there would be no exit . He urged that
the standards for) any new development be met .
Mary Margaret Carmichael - Mrs . Carmichael asked just how
many apartment uns areeing proposed for this area? Kenilworth ,
Eastern Heights , and Schickel .

How many houses are there in this area ?
She presented the following figures .
Kenilworth , Phase 1 = ( 100 )
Total approved = 250
U . D . C . = 84
Schickel = 150
Eastern Heights = 160
644 apartments
Homes would run around 300 to 400 , She said , that ' s a lot of
people ;
Mrs . Nancy Krook - wished to point out that 24 . 4 acres in
Eastern Heirs would-fie 260 units , not 160 as listed by Mrs , Carmichae ?
Mr . Francese - stated that Eastern Heights did not wish to
develop the lanc17o"£hat extent .
Mrs . Krook - stated that all this increase was being done
without g v ng Ftny road relief .
Mrs Ei :: ner - Most of the traffic will go down Honness Lane ,
Mr . Herbert Mahr , 103 Judd Falls Road - It is an absolute
necessity to p 7in a road system in the Town of Ithaca . He would urge
that this goes back to the Town Board . There should be circumferential
roads . He presented the following proposals .
1 . He would ask that the Planning Board designate a set of
primary roads .
2 . He has seen pictures of planned unit developments and he
does not think that this proposal fits the plan . He does not wish to
see the segregation of each type of unit .
Mr . Mahr would propose now to reconsider his plan which he
presented to the Planning Board in February , 1972 , which is , at the
same over -all density , just develop some apartments , at the same time
develop very high �price single dwellings and in a third part develop
lower price housing .
Mr . Schickel - It is a matter of what sized piece of property
you are looking g TY.Mr . Schickel felt that this area is a mix ,
Mr . Eisner - He requested that the road situation be clarified
as it invo vile County .
Mr . Francese - The County proposal is a corridor proposal .
. It is not=ixMFTocation , The County proposal where it crosses Six
Mile Creek calls for a bridge . It is Mr . Francese ' s opinion that this
bridge is prohibitive and unnecessary .
Mr . Eisner - What control do they have over this area ? Where
does it go ? "

Mr . Francese - Some place between the City Line and Pine
Tree RoadT= cuts t rough the corner of where Mr . Schickel plans to
build . It goes through two houses . Mr . Francese stated that the
County Planner must make a comment to the Town Board . If he does not
approve such a plan , four votes out of five on the Town Board are
necessary in order to pass this re - zoning , Usually three out of five
votes are needed if the County Planner is in favour .
Albert Hoefer , Jr . , 113 Northview Road - He spoke of condo -
miniums , ! not an artment as we thlnk �o7 it . It is something
that someone invests in, It is a home . He spoke of bond issues such
as the water and sewer up on South Hill where it would have been far
less costly had there been such a development there , He spoke direc -
tly to the Planning Board in favour of the development .
Ann Koncelik , Tudor Road - She said that she would also like
to point out tie deneity as it pertains to roads . On her own road
she has been closed out upon several occasions this year because of
ice caused by run -off . Eastern Heights has not yet solved their run -
off problems and neither has the Town helped . Sometimes the water is
two or three feet deep ,
At this juncture , Mrs . Holcomb stated that the time was 9800
p . m . and the Planning Board would now turn to the second Public Hearing
scheduled for this meeting .
• Mrs . Holcomb read the following notice of public hearing as
published in the Ithaca Journal , A Public Hearing will be held by the
Planning Board of the Town of Ithaca for the purpose of considering
the application of Eastern Heights , Inc . for the re - zoning , of a 20 "
acre tract of land on Snyder Hill Road from R -30 to multiple residence
zone .
Mrs . Holcomb stated that this Public Hearing has been properly
posted and advertised and is for the information of the Plm-ining
Board . She then gave the background to this present request for re -
zoning . In late 1968 and 1969 there was a proposal from Eastern
Heights for an apartment complex . It went through the normal steps
and it was tabled by the Town Board . It has been on the table for
four years . The Town Board has had a request from Eastern Heights ,
Inc . , to lift this up from the table and the Town Board has asked
that the Planning Board look at this proposal again . She stated that
the Planning Board is essentially starting the procedure again .
Mrs . Holcomb then asked Mr . Manley Thaler , attorney , and
spokesman for Eastern Heights , Inc . , to make a statement ,
Mr . Thaler stated that it has been four years since Eastern
Heights made this proposal . There is a map and plan filed with the
Town and has been since the last meeting with the Town Board . He
went on to say that the proposal is a request for re - zoning to multi -
ple housing . Eastern Heights does not intend to build an apartment
complex . They intend to create units similar to Mr . Schickel ' s . The
units will be for sale , The five - acre park was required in the
approval for the area of Eastern Heights Subdivision ( other side of
road ) . The area proposed for re - zoning is bounded on the North by
Cornell University , West by Cornell University , on the East by the

�® Town Line , and on the South by Snyder Hill Road .
He stated that this is land where it is not feasible to build
single family dwellings . The rock is within inches of the surface .
It would be economically impossible to build single family units . The
land coverage will be 8 to 10 units per acre where it had been 13 when
originally proposed . The drainage problem was studied in 1968 and
there is drainage down into the City Watershed .
With reference to diversity , Mr . Thaler stated that diversity
was the original concept in Eastern Heights - low , middle and high cost
housing and multiple housing . Mr . Thaler agreed with Mr . King that
they should submit plot plans for approval , elevations for approval
and final plans for approval . He stated that Eastern Heights is not
about to have any development there that would endanger the area . He
stated that the schools are aware that there will be high density
development there . As for roads , he stated that the developer can do
nothing except to put in the development and have more taxes to develop
the roads .
Mrs . Cathy Valentino , Eastern Heights Civic Association -
Mrs , Valentino'. a ed thatMe Rastern Heights Civic AssociatioF had a
meeting on March 28th , 1972 , and discussed the proposed development .
Out of this meeting came a resolution passed unanimously opposing . the
zoning change from R - 30 to multiple . They also drew up a petition
which was circulated for those people who were unable to attend this
meeting . There are 70 names on this petition which is about 90% of the
home owners . She read the following statement ;
" Resolution dated March 28 , 1972 . The Eastern Heights
Association opposes the changing of the zoning ordinance from R - 15 to
multiple zoning on the following grounds :
1 . This proposed change would adversely affect the established
character or value of the surrounding property .
2 . It would create severe congestion of traffic on Snyder
Hill Road , which is the only access to Ithaca for Eastern Heights
residents .
3 . Eastern Heights Corporation has already violated the
intent of the present zoning by building duplex styled homes in the
Eastern Heights Subdivision .
The intent of the present zoning of R - 15 is to have a density
of three units per acre . The proposal would create a potential density
of more than thirteen units per acre .
4 . The proposed development will increase the water run off
and will create additional flooding of the already inadequate drainage
ditches , "
• Mrs . Valentino then asked the Planning Board if they can
legally recall a zoning already made , Mr . Francese answered by saying
that the same procedure must be followed again as was to initially
zone , There is no reversion clause ,

Mr . Mahr - Is it not true that as long as an application for
construction spending , you cannot re - zone ?
Mrs . Holc mb - I think so .
Mr . Francese - I am not sure .
Mr . Eisner - I would like to continue to explore the question
of the floating�:ff�0 zone . How many such zones does the Planning Board
contemplate ? What are we as residents in for ?
Mrs . Holcomb - I would describe the situation as it presently
stands aseeing::Ln en in -between land . There are no guidelines set
forth except that the proposal must be at least 2 acres to be considered
for re - zoning . That is why we are re -writing the ordinance because
there are holes .
Under the new ordinance , she continued , questions vis - a - vis
traffic , neighbourhood access , what is constructed on the adjacent land ,
drainage , how many in an area as a percentage , etc . , will be guidelines .
Mr; . Eisner _ : - If it is , inevitable for a higher density , what
parts lende emse". I`ves to such development ?
Mr . Francese - It is necessary to define neighbourhoods . The
Planning Boar cc>uTsay for example that in this particular area there
is enough density ,
Mr . Castle - He stated that he would hope that this would be
considered ince new proposed Zoning Ordinance ,
Mrs . Holcomb - These are being considered and that is why the
Planning Board shaving both Hearings at once .
Mrs . Carmichael - These plans would double the density .
Mr . Richard Hemming - I would like to repeat . TRAFFIC . How
can we hanZ15=e 700 newunfits ? I do not agree that expansion will
allow for new taxes to improve roads . They have not so fart
Mrs . Beverly Livesay - It was just two weeks ago that this
request was made�an at thaTTime I stated that there could be a
possibility of accidents and within three days there was a series of
accidents all piled up on Snyder Hill Road . This somehow or other never
made the papers . She passed pictures her husband took of the scene .
Mr . Gerard O ' Brien , 130 Snyder Hill Road - First of all , he
would like to pointy out - a he Has attended 6 meetings on this propo -
sal . The last one was May 12 , 1969 , and the first one was August 13 ,
1968 . So the proposal is about 3 years old not 4 . He would like to
say that many of the comments made about Honness Lane apply to Eastern
Heights . 77 new Douses have been put in the area since the Spring
( 1970 ) when this area was proposed . 50 houses are in the Eastern
Heights development and of these 50 there are about 22 duplexes . He
stated that if one were to drive by seven ( 7 ) houses along Snyder Hill
Road at any given time one would find 25 cars parked . According to his
survey , there are practically 2+ cars per unit .
Mrs . Krook , Pine Tree Road - She wished to bring to the atten -
tion of the ann :7ng Boar , tFie Forest Hills controversy and a decision

: of the New York. Court of Appeals , which involved an area re - zoned
according to an approved plan and then the developer built in viola -
tion . Would this have application here ?
She went on to say that this is what happened with the
Kenilworth proposed covered Mall .
Mr . Paul Pawlak , 114 Park Lane - He wished to present a
hypotheticalcase * Suppose they Build8 units and cannot sell them ,
can they rent a unit or units in the meantime ?
Mrs . Holcomb and Mr . Francese - Yes .
Mr . Pawlak - Then we have a rental community again .
Mr . Gittelman , 109 Tudor Road - He stated that he understood
that the reason that . the Eastern Heights Corp . wished to re - zone the
area to multiplE! was � that they found it economically unfeasible to put
up single - family dwellings as in an R- 15 zone . Mr . Gittelman finds it
unreasonable to build . fifty units and pack them in . Perhaps they can
make the R -15 three per acre . This would satisfy the people too .
Mrs . Holcomb - Cluster housing is permissible as long as
additional ans e t as green open areas so that the total taken
together is 15 , 000 per sq . ft .
• Mr . Blatchley - Where is the water coming from?
Mrl Tom McCarthy � Snyder Hill Road ase He wished to point out
that Hunger or 111Is��t0 tweet above sea level and comprised of
stone and clay . The City of Ithaca is 385 feet above sea level . This
obviously causes a tremendous run -off problem . . Also , the cars on
Snyder Hill Road have to . be very careful - there are cars on the side
of the road , in the drives , in the trees , the students in the duplexes
park all over this place , to say nothing of the steep grade .
Mr . Castle . - Speaking of investments , he said , there is a
local irony=` ,-fie are asked to swallow the fact that we love the
area , but gee , we went and bought a piece of land that we should not
have bought , and now we ask you to bail us out by letting us put at
least something tip there . It is mindful of the N . A . Transport plans
by the Federal government .
Mr . Ei .; ner - In view of the City Moratorium on water , just
where is tEF wwa� er going to come from to cover this development ?
Mr . Henning - Does this Moratorium apply to sewer ? Since ther

is this Morw can you ,justify new housing?
Mr . Fischer - As a matter of clarification , he asked , can
Eastern Heigh sMo �go ahead even if the Moratorium continued? You
can drive wells . If the rock comes that close to the surface , where
is the sewage "going to go ?
Mr . Francese - You do not necessarily have to have a septic

Mrs . Holcomb asked if there were any more questions or
comments . There were none so Mrs . Holcomb officially declared that
the Public Hearing was closed .
Mrs . :Holcomb stated further that there will be no determina -
tion by the Planning Board at this meeting . The Planning Board is
represented at this meeting by a bare quorum of five . The proposals
will be considered and discussed at the next regular meeting of the
Planning Board which would be the 18th of April , 1972 . However , there
is some problem with that date because Mrs . Holcomb will be out of town ,
The meeting will be held either on the 18th of April or the 25th of
April . There w.-', ll be ample notice of the actual date .
At this point , Mrs . Holcomb asked that the meeting move back
to the Town of ]Ithaca Offices .
Mr . Sc:hickel went over the drainage situation with the
Planning Board , Mrs . Holcomb asked if there were an under - road culvert
on Slaterville Road , Mr . Schickel replied that he thought there was .
He said he had talked with Mr . Howard Stevenson of the County Highway
Department , Mr . Christianson asked if this was the spot that the
people were talking about getting bottled up .
Mr . Francese thought that the heart of the matter was this -
supposing that the Planning Board made a proposal that because of the
conditions , the Planning Board would set a 50 unit limit for the time
being . Could you go ahead ?
It does create a lot of problems ; he continued ; from a
financing point of view . People do not1wish to buy unless they know
what they are getting into . Also , he indicated that he did not see
that much of a traffic problem . It is not like a business that lets
out at one time . He really was not too excited about the periferal
roads . He felt they tend to create more cars ,

The Planning Board returned to the discussion of the planting
screen on Judd Falls Road , Mr . Francese stated that he personally
never suggested this planting strip . He felt that it serves no purpose .
He did not put them there at all .
After discussion of the letter from Mr . Boynton , a look at
the map , etc . , it; was the Planning Board consensus that the trees
should be put right on top of the sewer lines . There would be no
problem with the roots with the type of lines that they are going to
use . Mr . Francese maintained that the Utilities people to not want
them .
Mr . Scannell stated that there could be no problems with the
Taxus Hicksi ,

Mr . Francese stated that Mr . Stevenson , the County Highway
Engineer , would like to see a postponement at the very least . He is
coming in with sewer lines . He suggested strongly that they delay
until these people get their jobs done . Mr . Francese also stated
that he understood that the electric lines would be underground . The

Planning Board requested that Mr . Francese find out exactly where these
lines are on the! map , He said that he would find that information .
-� Also , he will check the location of the electric and gas lines and
} when the County will finish with their ditch construction .
Mrs , Holcomb wished it to be noted that the Planning Board
still thinks that this screen should be planted . There will be no pro -
blems over the sewer lines and under the electric lines , but that they
would hold off until this work is done .
Mrs . Holcomb then asked if there was any further official
business . There was none , Mrs . Holcomb adjourned the meeting at
10 : 25 p . m .
The Planning Board remained in private discussion until
11 : 15 p , m .
