March 14 , 1972
A special working meeting of the Town of Ithaca Planning
Board was held on Tuesday , March 14 , 1972 , at 7 : 30 p . m . in the Town
of Ithaca Offices , 108 E . Green Street , Ithaca , New York ,
PRESENT ° Chairman Barbara Holcomb , Dan Baker , Robert Scannell ,
Arnold Albrecht , Robert Christianson , Fred Scott , Sam Slack , Peter
Francese ( Planning Consultant ) .
ABSENT : Maurice Harris .
SCHICKEL RE - ZONING .
Mrs . Holcomb brought the members of the Planning Board up to
date on the proposed re - zoning of the Schickel property on Honness
Lane. This was a request for a multiple housing development . Mr .
Francese pointed out that different types of zoning would mean
differing density . For example , Mr . Schickel . is proposing 150 units
on 15 acres , multiple housing allows more than this , R - 15 less .
What Mr . Schickel wishes to construct is best described as somewhat
like a condominium , except that the dweller Actually owns the build -
ing in which he lives , half of the dividing wall and the ground
under his home , Mr . Francese stated that Mr . Schickel would like to
bring in a written plan to the Planning Board with a request for
re - zoning on the basis of his written proposal but subject to the
approval of the maps and plans when he has them . Mr . Francese
reminded the Planning Board that the - proposed County Highway Plan
for a major by - pass would go right through the middle of this
project .
Mrs . Holcomb recalled that the last time Mr . Schickel was in
to discuss his proposals with the Planning Board , he was talking
about condominiums in the $ 30 , 000 . 00 to $ 40 , 000 . 00 range which
raises the question - - Does this community need 150 units of 30 to
40 thousand dollar housing ? A discussion followed with the notation
being made that there does not seem to be anything in the present
Zoning Ordinance that would prevent Mr . Schickel from selling these
units .
As on, re - cap Mr . Francese stated that the proposal is that Mr .
Schickel .requests that this land be re - zoned to multiple housing ,
R - 10 . The uni_ Its will be built only subject to approvalo the
Planning board and Town Board . If there should be any problems and
the land just Nits there , then it can be requested by any individual
that the .land be re - zoned back to the original R - 15 . NOTE : A
Public Hearing would have to be scheduled and held to re - zone back
to R - 15 .
Mr . Schickel will be coming to the Planning Board Meeting on
the 21st of March . The Planning Board could then hold a Public
Hearing on the 4th of April , 1972 .
HONNESS LANE - SLATERVILLE ROAD INTERSECTION .
Mrs . Holcomb asked that the Minutes record a NOTE to remind
the Planning Board to look at the Honness Lane - Slaterville Road
intersection .

SIGN ORDINANCE .
Mr . Francese announced that the Sign Ordinance is now finished
and up to the legal standards set by the Town Attorney , The Public
Hearing will be April 10th , 1972 .
PROPOSED ZONING ORDINANCE .
The P1a.nning Board now commenced to discuss the suggestions
and comments of the people at the Hearings on the proposed Zoning
Ordinance , A copy of the work sheet is attached hereto .
A . MOBILE HOME PARKS ,
Mr . Christianson offered an argument for a Floating Zone ,
There followed a. lengthy discussion of the pros and cons ,
The existing Mobile Home Park on Seven Mile Drive was then
discussed , Can it be expanded ?
Mrs . Holcomb led a discussion about other areas that could be
zoned for Mobile Homes , e . g . , near the Hospital . How about three
smaller placer ? As a possible approach , Mr . Christianson said that
perhaps the Planning Board could go to the various Civic Associations
and ask them where they would like to see a Mobile Home Park , The
Planning Board, discussed again in more detail the South Hill site
for Mobile Home Zoning , They spoke of size , numbers of units , etc ,
A MOTION was made by Mr . Christianson ,
Due to a lack of adequate study and information , we feel it
would be arbitrary and capricious to designate any specific loca -
tions in the Town of Ithaca now and forever Mobile Home Parks ,
therefore , we strongly recommend that the Zoning Ordinance make
general provision for the establishment of Mobile Home Parks with
each application to be considered on its own merits . Further ;
that the Zoning; Ordinance should contain specific guidelines for
consideration of Mobile Home Park applications , such as maximum and
minimum numbers , traffic flow , green belts , water and sewer ,
recreation facilities , etc .
Seconded by Mr . Scannell ,
No further discussion . A vote was taken with 5 in favour and
2 abstentions ,
A discussion followed as to where the Planning Board should
go from here , Mrs , Holcomb suggested that a. working meeting should
be set up with the Town Board .
B . TAXATION ON MOBILE HOME PARKS ,
Mrs , Holcomb will follow up the question of taxing Mobile Home
Parks with Don Franklin and the Assessment Department ,
C . EXISTING MOBILE HOME PARK ,
Mrs , Holcomb asked - - would you be agreeable , if the Floating
Zone passes , that in the designation of Zones , we caused the present
Town of Ithaca, Planning Board March 1 + , 1972
Mobile Home Park to be viewed as a legal use ? The Board felt this
could be done, only if it met the guidelines we would set up for the
establishment of a Mobile Home Park ,
DESIGNATION OF P - 1 AREAS .
With reference to Item J on the Work Sheet and particularly
with regard to Coy Glen , Mr . David Cowan , Zoning Officer , spoke in
favour of zoning this desirable park area as P - 1 . He reminded the
Planning Board of the results of the Gravel Co . suit whereby the
Gravel Co . must not expand after 1984 . He felt that a P - 1
designation might keep them from expanding from another point of
view .
The Lick Brook area was then discussed , particularly size .
A MOTION was made by Mr . Baker : That the Town Planning Board
designate the Coy Glen area and the Lick Brook area as P - 1 on the
Zoning Map .
Secondee. by Mr . Slack ,
Unopposed .
Next the Planning Board looked at a proposed area just past
the old Airport on Ta. ughannock Blvd . It was found that this area
is in the City of Ithaca .
• COMMERCIAL
AREA ON WEST HILL .
Mrs . Hol . omb posed one more question for this meeting . That
the Planning Board think seriously about expanding the commercial
area on West Hill . Think about the concept of the Planning Board for
five neighbourhoods . What about an area across the Highway from
the Hospital ? This idea ties in with Mr . Va. sse ' s proposal for a
connecting road between West Haven Road and Bundy Road . Another
point - - at some time Trumansburg Road ( Route 96 ) will be relocated
below the Hospital and Trumansburg Road will go back to an interior
road . There is a need for more business area .
PROPOSED ZONING ORDINANCE - A FURTHER NOTE ,
Mrs . Holcomb wished the Planning Board to- think about the
following as it: relates to . future planning , Mr . Schickel , etc .
If we do not get the Zoning Ordinance done and ready for
July , it might, as well wait until the Fall . Therefore , we should
either set a time limit by June , or leave it for the Fall . Dis -
cussion followed . The Board decided to go ahead and finish it up
now . There would be public informational meetings in May and June ,
during July and August Mr . Francese would work with Mr . Buyoucous , .
the Town Attorney , and final public hearing would be held in Septem -
^�� ber .
The meeting was adjourned at 10 : 30 p . m .
