Green Street , Ithaca , New York . PRESENT ? Chairman Barbara Holcomb , Robert Scannell , Fred Scott ,`o ert Christianson , Maurice Harris , and Peter Francese ( Planning Consultant ) . Barbara Holcomb proposed that the Planning Board hold a regular meeting , on Harch . 21 , and also have a special working meeting on March 14 which will be a closed meeting : MARINE . MIDLAND : Mr . Smith from hlarine Midland Bank presented sign plans otFeir branch office at 8 Judd Falls. Rd . r-- Discussion was held , and a motion was made by Barbara Holcomb that the Planning Board recommend to the Town Board that they accept the following signs for . the Marine Midland Bank at Judd Falls Rd' . , all of which come within the requirements of the pro - posed Sign Ordinance : ( 1 ) one free standing sign on Judd Falls Rd . which will say Marine, Midland Bank with the time and temperature and will not revolve . The dimensions of that sfri n are 55 " x 82 " and the height will bbelit . above the ground ; ? 2 ) a ee standing sign on Mitchell Street to the west of the entrance which will say Harine Midland Bank in the same dimensions as Judd Falls Rd . sign , but without tiime and temperature ; ( 3 ) two Marine Midland emblems each 16 sq . ft . to go on the two nariow sides , of the buildings ( 4 ) one plaque: reading Marine Midland Bank Judd Falls Ithaca Office to be 26 sq , inches ; and ( 5 ) one sign reading, -. Marine Midland Bank on the facia of the side of the building facing Judd Falls Rd . which is to be 32 ' 6 " long and 12 " high . It was also stated that entrance and exit . signs cannot have any advertising of any kind ( can only say " entrance " and " exit " ) . The motion was seconded by Robert Christianson , and unanimously approved . The State has appropriated money to repair the bridges if they are one - way . d2 - ;fi The Forest Home Improvement Association presented the following resolutions to the Planning Board for consideration , ( 1 ) The Forest Home Improvement Association reaffirms its strong conviction that the two bridges over Fall Creek on Rt . 392 be maintained , replaced or rebuilt only as one lane bridges ; ( 2 ) The Forest Home Improvement association supports the taking over of Rt . 392 by thu Town of Ithaca and the bridges by Tompkins County , and the institution of a one - way traffic pattern on this and related roads . Wo request that before any traffic pattern is instituted there be consultation with the Forest Home Improvement ;association and any other communities involved , and that the pattern instituted be evaivatud aftor one year of use by the Town Board in consultation with the communities involved ; ( 3 ) The Forest Hoene Improvement Association requests that it be consulted by Cornell University before the University institutes any chances in traffic patterns on Cornell University roads that would affect traffic patterns in Forest Home ; ( 4 ) The Forest Home Improvc_ riant Association hopes that the institution of . these plans ( reconstruction of bridges as one lane bridges and one way traffic pattern ) will not in any way adversely affect the planning for or construction of thy: Forest Home By - Pass . It was felt that the: on , - way traffic pattern would increase speed and traffic flow to and from the northeast and Cornell . It was also expressed that this would make travel to important points by residents living , between the: bridges , on Warren Hill or Glarren Road , and on Pleasant Grove Road difficult - - more difficult than this would be with two bridges closed , but two lane traffic . Winter maintenance of Plantation Road ;and Caldwell Road would also be required . It was aliso suggested by the Forest Home Improvement Asso - ciation that the bridges be one way , as well as sections of Forest Home Drive before the first bridge ( Pleasant Grove intersoction ) , but that the section of 392 between the two bridges remain two way , thus facilitating movement for nearby residents but in no way changing the advantages of the one - way pattern to the, commuter from outside the community . It was pointed out that the State building these bridges will not affect the construction of the Forest Home By - Pass , Barbara Holcomb requested that members of the Planning Board do some traveling around in this area before the next meeting to get a better idea of what is being proposed . Robert Christianson made a motion that the Planning Board recommend to the Town Board that we approve in concept +) the trade out with the State on making Forest Home ( Rt . 392 ) - 3 - a town road. We do agree in principle that the bridges should be one way and one lane . The Beard recommends that no formal action be taken until a commitment is made from the State that the bridge will actually be replaced . The motion was seconded by Robert Scannell , and unanimously approved . The following comments were also made : ( 1 ) Cornell University should be consulted concerning the surfacing of the Jug Handle and Arboretum Rd . , ( 2 ) the Town should consider also waking over from the county Judd Falls Rd . in this area to give greater flexibility .in developing satisfactory traffic patterns , ( 3 ) that we consider the proposal of not making the road one t�aay , but solving the problem with appropriate signs ; ( 4 ) that Dryden and the City of Ithaca be consulted about the bridgo over State Rt . 392 . PUBLIC HEARING ON PROPOSED NEW ZONING ORDINANCE . A public discussiion was held concerning the proposed new Zoning Ordinance for the Town of Ithaca . Discussion was held concerning the location of the zone for mobil home developments , Residents of the area in which the R - 5 zone is planned object on the basis of decreasing property value . A question was raised as to why there had to be a specific area zoned for mobil homes instead of allowing mobil homes in general anywhere in the town on a random basis . Peter Francese pointed out . that . by zoning a specific area for mobil home develcp - ments , the Plahn' ing Board could make regulations on the developer for such things as ' donsity , size of play area , front and side yard requirements , traffic , etc . , just as for a subdivision . Horlever , in the case of single - family dwellings on individual lots , the Board could have no such controls . Another question vias raised concerning the reasons why the present trailer park on Hawkins Rd . could not be extLnded and zoned R - 5 . Hrs . Holcomb will look into this . Hr .
