January 18 , 1972
The regular meeting of the Town of Ithaca Planning Board
was held Tuesday , January 18 , 1972 at 7 ; 30 p . m . in the Town
of Ithaca Offices , 106 E . Grein Stree= t , Ithaca , New York ,
PRESENT : Chairman Barbara Holcomb , Dan Baker , Robert
Scanne , '4aurice Harris , and Peter Francose ,
Firs . Holcomb reported that shy had receiver! a resicinatfon
from Jack Lowe and moved that we accept his resignation with
regret . The motion was seconded by Robert Scannell , and
unanimously passed .
"Mrs . Holcomb suggested that Sam Slack be appointed as a
replacement for Jack Lowe , and made a motion that the Planning
Board recommend to the Town Board the appointment of Sam Slack
to the Planning Board ,
Robert Scannoll seconded the notion , and it was unanimously
approved .
Hrs . Holcomb reported that the Planning Board has the
authority to spend the Planning Board ' s budget money as the
Board sees fit up until the amount of $ 500 . 00 W1 th0Vt approval
of the Town Board .
It was also recommended by sirs . Holcomb to have the past
minutes of Planning Board meetings indexed by category and name .
Haurice Harris made a motion that the Planning Board attempt to
find someone on an hourly basis to index the Planning Board
minutes .
The motion was seconded by Robert Christianson and passed
unanimously .
There was no report from the Park Council or from the
Zoning Officer ,
Peter Francese reported that one of the stipulations made
to approval of the Kennilworth development had been that a
planting strip was to be provided the6full strip of property
on the Judd Falls Road side . Kennilworth has proposed to
plant either hemlocks or taxus hick .si . Discussion was held
concerning the, choice of plantings , and Robert Scannell made a
motion that the suggested hemlock plantings are not suitable
for this particular situation . Ne recommend that taxus hicksi
be used . However , the suggested 4 ' spacing for width is too
!gidee l-de therefore recommend the spacing be reduced to 3 '
centers .

It was suggested that in the future �orhen there are special
requirements made on proposals , we should consider askinn for
Performance bonds which we could hold until the stipulations
are met .
HAUSNER PROPOSAL . The request from € r . and. Mrs . Hausner
to construct a home on their lot on Ridnecrest Rd . which has
only 100 feet of frontago in an P - 30 zone ifaas not considered
since the matter is prescntly before the Board of Zoning Appeals .
The Planning Board has no authority until tho Zoning Board takes
some action .
SPEED LIPiITS : Discussion was hold concerning the speed
11miis on various town roads . The following resolution Was
proposed by Barbara Holcomb .
The speed limit on Pine Tree Rd . from Slaterville Rd . to
the intersection of Ellis Hollow Rd . should be 35 mph ;
Snyder Hill Road from the Dryden Town Line to the inter -
section of {line Tree Rd . should be 35 mph ;
The Honness Lane speed limit should be 30 mph in its
entirety from Slaterville Rd . to Pine Tree Rd . ;
The speed limit on all internal roads of the Eastern
Heights Subd! i vi si on shoul d be 30 mph
• The Ellis Hollow Rd . snced limit should be 30 mnh from
the . city line to 1 , 000 feet easterly of the intersection viith
Pine Tree Rd . , and from that point it should be 40 mnh to the,
Dryden Town Line ;
The speed limit on Judd Falls Rd . should! be 35 mph from
the intersection with Ellis Hollow, Rd . to . the intersection of
Dryden Rd . ( Rt . 366 ) :
Maple Avenue from the city line to the intersection with
Jude! Falls Rd . should be 30 mph .
The resp% lution l-,la, s seconded by Robert Christianson .
Further discussion was held , and Robert Scannell retorted
that he still folt against the idea of singling out eine section
of the Town 'in the proposal on spP. eca limit channes � rather , he
feels the proposal should be submitted for the whole Town at
once .

Peter France- se reported that ho foarod that if vie made a
proposal for the whole: to �gn at once , no action would be taken
until the State had the results of the traffic study done in
. the 'gown two years ago . This woulr± only further postpone any
action .
Barbara Holcomb recommended that we table the resolution
until the February B meeting . In the interim , Peter Francese
will call the State Department of Transportation and try to
find out what would be the best procedure to follow - to take
town as a whole or to do individual ar ;: as at different times .
The Board can then decide � ! hi ch means they wish to follow at
that meeting , and make any necessary recommendations ,
V! OBIL OIL PROPOSAL : Further discussion was held con -
cerning the plans of the Mobil Oil Comnany to construct a.
service station at the corner of Judd Falls and Ellis Hnllow
Roads . Mirs . Holcomb reported that the Town Attorpcy informed
us that some action must be taken on the proposal presented
to the Board since this is a legally constituted zone at the
present time .
Discussion v,,fas held and Robert Christianson made a motion
that the Planning Board. recommend to the Town Board that the
present plan for the Mobil Oil Station at the corner of
Ellis Hollow and Judd Falls Reads is unsatisfactory until the
following conditions are met . ( 1 ) entrance 1 between the nas
station and parking lot be eliminated ; ( 2 ) entrance 2 be rer! uced
to 24 ' in width and be as far away from the intersection of
Judd Falls and Ellis Hollow Roads as possible ; ( 3 ) entrance 3
be eliminated ; ( 4 ) entrance 4 be reduced to 24 ' in width and
be kept as far to the east as possible ; ( 5 ) the building be
moved to the south so that the sideyard distance be equal to
• greater than 20 ' ; ( E ) In a revised plan , every effort should
be made to reduce the amount of asphalt , ( 7 ) any revised plan
should show a arassed ;aver area betGtieen ontrance 2 and 4 with
proposed low plantings ; ( 8 ) plantings along the north and east
property line should create a site break between the service
station and the shoDning center parking lot , ( 9 ) any sicans
�nroposed for the service st �tition must be approved separately ;
and ( 10 ) details of entrance and exit lights should be shown
on any revised plan .
The motion was seconded by Robert Scannell and unanimously
approved .
ADJOURNMr. MT : The meeting was adjourned at 9 : 30 p . m . and
an informal discussion was held concerning the proposed sign
ordinance .
