HomeMy WebLinkAboutPB Minutes 1972-01-04 a� TOWN OF ITHACA PLANNING BOARD January 4 , 1972 The regular meeting of the Town of Ithaca Planning Board was held on Tuesday , January 4 , 1972 , at 7 : 30 p . m . in the Town of Ithaca Offices , 108 E . Green Street , Ithaca , New York . PRESENT : Chairman Barbara Holcomb , Robert Christianson , Robert Scannell , Arnold Albrecht , Darn Baker , Fred Scott , Maurice Harris , Peter Francese ( Planning Consultant ) . PRESENTATION OF STREET NUMBERING SYSTEM - R . DENMAN : Mr . R . Denman presented to the Board his system of street numbering which he has used in other towns in the county . Mr . Denman reported that it would be possible to do just part of the Town since several housing developments have their own system of numbering and would not need to be done . The cost would be $ 1 . 00 per house . Mr . Denman stated that multiple houses are usually given separate numbers . Mobile home parks usually have only one number , and within the park usually have individual dash numbers or letters . Peter Francese will consider the proposed number system and let Mr . Denman know the Town ' s decision . BICYCLE PATHS - Barbara Holcomb reported that work had begun on the reproduction of the proposed bicycle path map at a smaller scale . She recommended that Kathy Valentino ' s Park Council Subcommittee review the map to make any necessary adjust - ments before final reproduction . ELLIS HOLLOW ROAD SPEED LIMIT - Barbara Holcomb reported that the Town of Dryden had requested that the speed limit on Ellis Hollow Road from the Town Line to Turkey Hill be reduced to 40 m . p . h . The State has given them a reduction to 45 m . p . h . and the Town of Dryden plans to continue to press for a reduction to 40 m . p . h . Mrs . Holcomb proposed that we request the Town Board to officially request from the Department of Transportation that the 30 m . p . h . speed limit ( as in the city ) be extended from the city 1 i nE! to 500 ' easterly of the intersection of Pine Tree Road , at which point the speed limit would become 40 m . p . h . from there to the Town Line . Mrs . Beverly Livesay requested that the - speed limit in that whole area be changed , not just the segment on Ellis Hollow Rd . She reported there have been two pedestrian accidents there within the past two weeks which give great evidence and justi - fication for the need . ' - 2 - Mrs . Holcomb reported that the main purpose of this recom - mendation is to add impetus to Dryden Is request . It is also possible the the Town of Ithaca may be declared a suburban town in which case we can make our own speed limits on town roads without having to go through the Department of Transportation . This change may take place within this next state legislature . To do a total survey of all town roads and make a combined request to the State would take at least a couple months . It was pointed out that the whole question of speed limits has little effect until there is some kind of enforcement . Any changes -in speed limit will be ineffective until the town gets a constable and some enforcement . Robert Scannell made a motion that the Planning Board recommend to the Town Board a reduction in speed limit on this one segment of Ellis Hollow Road only , and that the Board immediately start assessing all town roads and then make pro - posed recommendations in speed limits to the Town Board , Robert Christianson seconded the motion . Further discussion was held , and Robert Scannell withdrew his motion . • A motion was then made by Fred Scott that the Planning Board authorize Peter Francese to take whatever action needed to evaluate the whole area of Pine Tree Rd . - Snyder Hill - Ellis Hollow Rd . and come back to the Planning Board at our next meeting on January 18 with a specific proposal on speed limits for this area . Dan Baker seconded the motion , and it was unanimously passed . It was also requested that the Planning Board make a recommendation to ask Mr . Schwan to cooperate in helping to get the heavy tractor - trailer traffic removed from Rt . 79 coming into the Town . Mrs . Holcomb reported she would check through the past minutes and bring the Board up - to - date on this at the next meeting . MOBIL OIL PROPOSAL : A continuation of the discussion of the proposed Mobil Oil service station on the corner of Judd Falls and Ellis Hollow Roads was held . Peter Francese reported that this corner had been rezoned to Business District D for the explicit purpose of a service station . However , because of the proposed new road that is to go through this area , Peter Francese recommended that this corner be rezoned from Business District D to Business C and the opposite corner of Ellis Hollow and proposed new road be rezoned • Business D for the purpose of a service station . - 3 - Discussion was held , and Mr . Francese reported that the engineering design on the proposed new road was almost done , after which -the proposal would go to the Cornell Board of Trustees for approval . Construction could probably begin within six months . Because this proposed new road is still not definite and has not been approved by Cornell , Barbara Holcomb made a motion that the Planning Board recommend to the Town Board that no site plan be given to the development of this site on Judd Falls Rd . and Ellis Hollow Rd . until it is determined whether or not the new proposed Forrest Home By - Pass will be built ; and if it is to be built , then the Planning Board recommends the rezoning of these two lots : the corner of Judd Falls Road and Ellis Hollow Rd . to be rezoned from Business D to Business C and the corner of Ellis Hollow and the proposed new road to be rezoned Business D . Robert Christianson seconded the motion , and it was unanimously approved . PROPOSED SIGN ORDINANCE : Further discussion was held on the proposed new sign ordinance for the Town of Ithaca .
