HomeMy WebLinkAboutPB Minutes 1971-08-24 TOWN OF ITHACA PLANNING BOARD August 24 , 1971 The regular meeting of the Town of Ithaca Planning Board was held Tuesday , August 24 , at 7 : 30 p . m . in the Town of Ithaca Offices , 108 E . Green Street , Ithaca , New York . PRESENT : Chairman Barbara Holcomb , Arnold Albrecht , Dan Baker , Jack Lowe , Robert Scannell , Fred Scott , and Peter Francese ( Planning Consultant ) . APPROVAL OF JULY MINUTES : The minutes of the July 20 , 1971 meeting of the Town of Ithaca Planning Board were unanimously approved as stands . There was no report from the Park Council or Zoning Board . Peter Francese reported that Marine Midland withdrew their proposal to construct a branch bank at 906 Danby Road . He also reported that the Town Board gave site plan approval to Dairylea and Millbrook proposals with a few additional stipulations . PUBLIC HEARING FOR ST . CATHERINE CIRCLE SUBDIVISION : A �j public hearing was held for final plan approval of St . Catherine Circle R - 15 subdivision . Discussion was held and it was recommended that the lots be numbered and that a name be assigned to the one street that now has no name . Robert Scannell moved that the Planning Board recommend final approval of the St . Catherine Circle Subdivision as shown on 31269 with adjustments to lots 2 , 3 , 4 , and 5 to allow for a 50 ft . right- of - way between lot 5 and 6 for a future road . The motion was seconded by Jack Lowe and unanimously passed . PUBLIC HEARING ON HILKER PROPERTY : A continuation of the public hearing held at the July meeting was held to consider preliminary plan approval for an R - 15 subdivision on the Hilker property on Coddington Road at Northview Road . Discussion was held , and Mr . Hilker reported that most units will be single family residences , some with a basement apartment . It was pointed out that a traffic problem exists because of the blind hill and someone should approach the county about lowering the speed limit along this section of the road . - 2 - Jack Lowe made a motion that the Planning Board recommend to the Town Board the preliminary approval of Phase I of the Hilker Proposal , which includes lots 200 - 211 inclusive and a park . Fred Scott seconded the motion , and it was unanimously approved . IDEMAN PROPOSAL : Mr . George Ideman presented to the Planning Board a proposal to construct a two - story structure on his property at Ellis Hollow and Judd Falls Roads . The first story will be a laundramat and the second level is intended to contain four apart - ment units . The land is presently zoned Commercial C . Discussion was held , and the Planning Board recommended that the roof be extended to cover stair ways in order to protect them from heavy snowfalls . Mr . Ideman agreed that this would be done . He also reported that the parking lots will be set back from Judd Falls Road about 20 feet . Robert Scannell suggested that the angle of the building be more aligned with the other structures instead of just floating there . It was also suggested that a buffer strip be provided along the property „ Dan Baker made a recommendation that a public hearing be held at our next meeting for the site plan approval of the Ideman � . property at Judd Falls Road . Mr . Ideman requested that a special meeting be h0 d sooner than the scheduled September 21 meeting so that construction could begin as soon as possible . Peter Francese will consult Mr . Buyoucos to see if a public hearing is necessary before making a recommendation to the Town Board . If not , a special meeting will be held to consider the proposal . SITE CLEARANCE AT INTERSECTIONS : Robert Scannell made a resolution that the Planning Board recommend to the Town Board that they take any action that the Town Attorney thinks necessary to require that satisfactory site clearance is provided at all intersections and that the Town work with the property owners to aid them in relocating the plantings . The resolution was seconded by Arnold Albrecht , and unanimously approved . BICYCLE PATHS : A question was raised by Robert Scannell about the status of establishing bicycle paths in the Town of Ithaca . It was reported that the matter was referred to Mrs . Beverly Livesay to work through the Park Council and prepare a concrete proposal to present to the Town Board . Mr . Scannell will contact Mrs . Livesay and Mrs . Kathy Valentino to see the progress that is being made , and will report back to the Board . PUBLIC HEARING ON IDEMAN PROPERTY : A motion was made by Robert Scannell and seconded by Dan Baker to hold a public hearing on September 21 , 1971 at 8 : 00 p . m . for the purpose of considering site plan approval for Mr . Ideman ' s Judd Fall Road property . The motion was unanimously passed . - 3 - PUBLIC HEARING FOR HERBERT MONKEMEYER PROPERTY : A resolution was made by Robert Scannell and seconded by Jack Lowe that a public hearing be held on September 21 , 1971 , at 8 : 30 p . mo to consider a proposed zoning change from R - 30 to multiple residence on the Herbert Monkemeyer property on East King Road . ADJOURNMENT : The meeting was adjourned at 9 : 30 p . m .
