June 15 , 1971
The regular meeting of the Town of Ithaca Planning
Board was held June 15 , 1971 in the Town of Ithaca Offices ,
108 East Green Street , Ithaca New York .
PRESENT : Chairman Barbara Holcomb , Jack Lowe , Maurice
Harris , Robert Christianson , Arnold Albrecht , Fred Scott ,
Peter Francese ( Planning Consultant ) , and David Cowan ( Zoning
Officer ) . Also present were approximately five residents
of the Town of Ithaca .
Mrs . Holcomb read , and the Planning Board accepted , the
resignation of Reginald Collins who has moved from the Town
of Ithaca . Motion was made and unaminously passed that it
be recommended to the Town Board that Robert Scannellbe
reappointed to the planning board , and if he cannot serve
that Sam Slack be reappointed .
It was reported that the Town Board has formally
recognized the Park Council .
It was reported that the County assessor says that
Planning Board must assign Road Names and numbers to
subdivision streets .
TREYALL CAMPGROUNDS : Mr . Paul Tavelli , attorney for
Treyall Enterprises , presented a preliminary plan for
construction of seasonal camping and recreational facilities
on parcel 35 - 1 - 8 near the intersection of State Routes 13 , 34
and 96 , East of Treman Park .
Mr . Tavelli stated that they wished to keep the area
as green and wild as possible . Mr . Drach of Treyall
Enterprises stated that he is negotiating with Cornell
University for experimental fisheries ( Dr . Capener ) and
would like to stock proposed ponds with Rainbow Trout .
Each camper spot would have a minimum of 2500 square feet
of space by state law . Mr . Drach said that the Town would
not be permitted to drill for water on this property unless
this development is approved .
Mrs . Holcomb said that the Planning Board can do nothing
except ask the Town Board to take some action on this matter .
Mr . Drach said present pfd n is for 50 camper sites but
the land in question could handle 250 sites . Mr . Drach also
said he would like to build a covered bridge across a
branch of Enfield Creek .

Mrs . Holcomb said that an official town map showsa
proposed road. going through the property in question . It
was pointed out that the new ordinance will permit camping
trailers . Bob Christianson said that the Park Council
should look at this development . Mr . Drach said that 250
camper sites maximum will be permitted on the 34 acres .
After other business had been conducted a motion was
made by Mr . Harris that the following recommendation be
made to the Town Board .
The future of the Town warrants consideration
of this type of development ( i . e . campgrounds )
and a provision should be made for them in the
new zoning ordinance . However , this particular
site presents serious problems for any develop -
ment at this time because of the location of
the proposed route 13 . This particular develop -
ment presents the following problems : ( 1 ) it is
not presently permitted by the existing zoning
ordinance , ( 2 ) even if allowed , the access and
egress onto route 13 present very serious traffic
hazards , ( 3 ) the density on the 34 acre site is
extremely high , and ( 4 ) its proximity to Lick
Brook does not make this an ideal site . Therefore
the Planning Board recommends that this site not
be considered for development of camping facilities
at this time .
Motion was seconded by Mr . Lowe and passed unanimously .
LACY SUBDIVISION : Mr . James Lacy of 122 Troy Road
owns 20 . 7 acres of land on Coddington and Troy Road . In
July 1965 he and Mr . Compton applied for an R - 30 subdivision .
Since then water and sewer have been installed adjacent
to the property and Mr . Lacy would like to redraw the plans
with 15 , 000 square foot lots . P-4r . Lacy was informed that
15 , 000 square foot lots would be adequate for this site and
was asked f to present plans for such a subdivision
at some future date .
MARK BEATHAN : Mr . Beathan presented a proposal to
construct four prefabricated dwelling units on 100 x 300
foot lots on his property which is located on King Road
West . All proposed units would be owned by Mr . Beathan
and would be re -rated .
Mr . Christianson made the following motion . The
Planning Board , recognizing the unique character of this
development approves the issuance of building permits for
four additional manufactured homes on the Mark Beathan
property on King Road west provided that all Health
Department and "Zoning requirements are met . Motion was
seconded by Mr . Albrecht and unanimously passed .

DREW PARK SUBDIVISION : Mr . Don Carroll ( builder ) , Mr .
Lee Newhart ( owner ) , Mr . Beardsley ( neighbor ) , and Mr . Shippos
( neighbor ) appeared in regard to lot number 4 on Longview
Drive . Mr . Newhart had been given a building permit for
a house which was closer to Mr . Beardsley ' s property than
permitted by the zoning ordinance . Mr . Beardsley and Mr .
Shippos protested the location of the house but Mr . Newhart
said that to move it away from the property line would be
prohibitively costly because of the steeply sloping lot .
Mr . Christianson suggested that the three neighbors
work out this problem and Mr . Harris moved that any
compromise acceptable to all three parties concerned
and Mr . Cowan will be accepted by the Planning Board .
The motion was passed .
ITHACA COLLEGE MAINTENANCE BUILDING : Mr . Cowan showed
a proposed plan for a new maintenance building approximately
50 feet from Coddington Road near the existing secondary
entrance to the college . Phase I of the building would have
7500 sf , ' one exit and an entrance onto Coddington Road
and employ 10 to 15 people .
A motion was made by Mr . Albrecht , seconded by Mr . Scott
and passed unanimously that Mr . Francese and Mrs . Holcomb
write a letter to Mr . Farinella of Ithaca College . This
letter would state that the planning board is reluctant
to permit the construction of this maintenance building
because it is an R - 15 zone , it is very close to Coddington
Road , and it presents a potential traffic hazard with its
additional curb cuts onto Coddington Road . Therefore , it
is recomended that an alternative site be found for this
building .
ADJOURNMENT : The meeting was adjourned at 10 : 30 P . M .
