TOWN OF ITHACA PLANNING BOARD
March 16 , 1971
The regular meeting of the Town of Ithaca Planning . Board
was held Tuesday , March 17 , 1971 , in the Town of Ithaca Offices ,
108 E . Green Street , Ithaca , New York .
PRESENTe Chairman Barbara Holcomb , Fred Scott , Arnold
Albrecht , Dein Baker , Maurice Harris , Robert Christianson , Reg
Collins , Jack Lowe , Pe er , Francese ( Planning Consultant ) , and
. David Cowan ( Zoning Officer ) . Also present were approximately
six residents of the Northeast area .
The minutes from the February 23 , 1971 meeting of the
Planning Board were approved . as stands .
There was no report from the Park Council since they had
not held a meeting this month .
Peter Francese reported that the Town Board ha -s assumed
responsibilities concerning Ithaca College , Walt Schwan has
agreed to look into the problems of moving the road sign or
putting up another sign ; of removing the shoulders along this
road . ; and arlea drainage problems .
NORTHEAST DRAINAGE ( SANDRA PLACE ) : A discussion was held
. concerning surface drainage problems in the northeast area . ,
particularly on Sandra Place and neighboring streets .
One suggestion made to correct this problem was . that the
Town should work out an agreement with the school district for
an easement allowing new culverts to be put in as well as the
widening of the present ditches . It was pointed out that a
problem develops when the water crosses the Town line into the
Viliage ' of Cayuga Heights ,
John D . McDonnell ( 404 Winthrop Drive ) reported on the
July 22 resolution presented to the Town Board by the School
Board ; the town never accepted the resolution formally . Mr .
McDonnell suggested that the water should be picked up at the
southwest corner of the school property and sent under Winthrop
Drive by an adequate culvert .
Further discussion was held by area residents ( Joseph
DiGiacomo - 326 Winthrop Drive and La Grand Chase - 5 Sandra Place ) .
It was pointed out that surface drainage problems in this area
are deterring further development in the area since people are
reluctant to buy homes in an area affected by drainage problems .

• It was suggested that additional culverts be placed across
Winthrop Drive and that present culverts be replaced on
Brandywine .
Otto 'Schoenfeld stated that the Town Planning Board
requests that topography maps ' be submitted. . ' with plans by a
developer . He suggested that the Town have access to an
engineer to help make decision; on where drain:a.ge should ,go
by looki . ng at and analyzing these topography maps .
A motion was made by Bob Christianson that we urgently
recommend that the Town Board proceed with all possible speed
to develop and actuate a suitable short range drainage plan
for the northeast area affected by surface runoff from the
BOCES and Jr . High School ; and that the Town Board join with
the Village) of Cayuga Heights , the County , and the respective
school boards in drafting and exp ^. uting a long range solution .
The motion was seconded by Fred Scott and unanimously
approved .
CORNELL FLEET GARAGE PROPOSAL : Mr . Jim Parks of the
Cornell University Planning Office presented a proposal for
the construction of a fleet garage to house approximately
120 cars ( with parking for 80 cars in the back ) to . be built
on Game Farm Road and Rt . 366 . Water and sewer are avail -
able , as well as adequate drainage . Discussion was held .
Mr. . Parks will bring in final drawings and plans when they
are available .
GEORGE IDEMAN PROPOSAL : Mr . Ideman presented a proposal
to construe: a 42 ' x 71 ' addition on the southerly side of
the P & C market on Judd Falls Road . The addition is for use
as a laundramat and will be a combination . of block steel ,
aluminum , and glass . The area is presently zoned " Business C "
for commercial use . Water and sewer facilities are avail -
able .
Discussion was held . Mr . Ideman was requested to give

used ( either daily , monthly , or yearly ) .
Mrs . Holcomb proposed that the Planning Board recommend
to the Town Board that we will wait until our next meeting to
make a formal recommendation so that Mr . Francese will be able
to inspect the site and make his recommendations to us at which
time': .we in turn will submit our recommendation to the Town Board .
OTTO SCHOENFELD : Mr . Otto Schoenfeld wishes to deed to
the Town a public walkway between Texas Lane and Simsbury
Drive . Discussion was held and it was decided to consult
Jim Buyoucos before taking any action .
BRINK PROPERTY : Discussion was held on the reconstruction
of . Mr . Brink ' s barn on Rt . 13 . Mrs . Holcomb read correspondence
she had received pertaining to this issue . Peter Francese
suggested that Mr . Brink ask the power company to move the
lines on his property , thus allowing him to move his barn back
further from the road . The Planning Board will take this up
again at our April meeting and ask Mr . Brink to be present .
ROYCE SUBDIVISION : Mrs . Royce is requesting preliminary ,
approval for adding 4 lots to her property on Enfield . Falls
Road . It was decided to having preliminary hearing at
our next meeting . It was suggested that Mrs : Royce contact
her two neighbors who are directly involved so that they are
aware of this meeting . A public hearing will be held on the
final approval .
ADJOURNMENT % A motion was made by Bob Christianson
and seconded by Dan Baker to adjourn the meeting . The motion
was unanimously passed , and the meeting adjourned at 10 : 00 p . m .
