HomeMy WebLinkAboutPB Minutes 1971-02-23 t TOWN OF ITHACA PLANNING BOARD February 23 , 1971 The regular meeting of the Town of Ithaca Planning Board was held Tuesday , February 23 , 1971 , at 7 : 30 p . m . in the Town Offices , 108 E . Green Street , Ithaca , New York . PRESENT : Chairman Barbara Holcomb , Arnold Albrecht , Dan Baker ; Jack Lowe , Fred Scott , Peter Francese ( Planning Con - sultant ) , and David Cowan ( Zoning Officer ) . APPROVAL OF MINUTES : The minutes of the January 19 , 1971 meeting of the Planning Board were approved as submitted . PARK COUNCIL : There was no official report from the Park Council since Bob Christianson was not present . Peter Francese . reported on developments concerning the Coy Glen park proposal . Barbara Holcomb presented a resolution concerning the �. Eastern Heights Subdivision park , The resolution stated that the Town of Ithaca Planning Board recommends to the Ithaca Town Board that the Town accept from Eastern Heights , Inc . the deed to the park shown on the Eastern Heights Subdivision map , Section One , approved August 21 , 1967 , and which abutts lots numbered 10 - ;7 , 10 - 8 , and 10 - 9 , . when the conditions imposed by the Federal Housing Administration ' Subdivision Report , dated 8 / 15 / 67 , ( copy attached ) a. re met . These conditions are as follows : ( a ) Retain woods and ravines in natural undisturbed condition whenever possible ; ( b ) Remove all debris ; finish grade any disturbed areas with at least 4 " of topsoil and make acceptable to the Town of Ithaca for future development ; ( c ) Provide entrance sidewalk to park area - acceptable to Town of Ithaca . Dan Baker made a motion to accept this resolution . The motion was sE! conded by Jack Lowe and unanimously passed . Discussion was held concerning appointing a Planning Board member to attend the Youth Council meetings since Noel Desch , the Town Board representative , cannot attend the meetings usually held at 8 : 00 a . m . on the third Thursday ,of each month . Mrs . Holcomb suggested recommending Bob Christianson . No other members that were present were able to attend such meetings . Mrs . Holcomb will talk to him about this . ' ^ 2 ITHACA COLLEGE - CODDINGTON ROAD INTERSECTION : Mrs . Holcomb reported that road entrance signs will be posted to mark the intersection of the new Ithaca College road and Coddington Road . It was also reported that it is doubtful that anything can be done concerning the placement of speed limit signs near this intersection, NORTHEAST DRAINAGE : Mrs . Holcomb reported that there is a problem of drainage in the Northeast which involves a school district , property owners in the Town of Ithaca , and the Village of Cayuga Heights . Peter Francese will call a meeting of people representing all these individual groups to come up with some kind of solution satisfactory to all involved . PUBLIC HEARING - ROY COMPTON SUBDIVISION : A public hearing was held for the final approvalof the seven lot sub - division of Mr . Roy Compton ' s land on Rich Road and Coddington Road . Discussion was held and it was pointed out that since all property lines cut 30 feet into the roadway , deeds shall read " with the proper right - of - ways reserved for county roads " . A motion was made by Fred Scott and seconded by Arnold Albrecht that: the Town ' of Ithaca Planning Board gives final approval of the Compton seven lot subdivision , contingent upon approval by the Health Department , if necessary , BRINK PROPERTY : Mr . Brink proposes to rebuild his dairy }� barn whi'c was destroyed by fire on Rt . 13 near Seven Mile Drive . There is a question about how far back from the road he must build and also a problem with a power line located approximately 150 - 180 feet from the highway , Peter . Francese will look at the property and he and David Cowan will take care of this . If the Planning Board needs to take any action on this , we will do so at our next meeting in March , ZONING OFFICER REPORT : David Cowan reported that Corne l' Buildings and Properties are tearing down a pump house on Synder Hill . He also reported that the Ruth Royce Subdivision -o-n Enfield Falls Rd . would like to build o,n a-no-they lot . Since this involves only one lot , it was decided that no action need be taken by the Planning Board . Mr . Cowan will issue the building permit . ADJOURNMENT : A motion was made by Fred Scott , seconded by Jack Lowe , and unanimously passed to the adjourn the meeting at 8 : 30 p . m . Respectfully submitted , Charlene Lawson , Secretary
