January 19 , 1971
The regular meeting of th•ef7own of Ithaca Planning Board
was held Tuesday , January 19 , 1971 , in the Town of Ithaca
offices , 108 E . Green Street , Ithaca , New York .
Present : Chairman Barbara Holcomb , Reg Collins , Robert
Christianson , > ' Jack Lowe , Maurice Harris, Fred Scott , and .

A motion was made by Bob Christianson to accept the -
minutes - of -the December 15 , 1970 -meeting as amended ; Reg
Collins seconded the motion , and it was unanimously passed .
Park Council Report : Bob Christianson reported from the
Park Council that discussion had been held concerning whose
responsibility it is to develop a park in the Easter .n , H.eights
subdivision . The suggestion at the Park Council was that the
Town should take over its development . The Planning, ;
Board asked Mr . Francese to talk to the Park Council - and -draw
up a document stating the kind of re-qu- i reme- nts we. sh.ou. l d• place for
the development of a park area so that we may have gquidelines
in the future to give to developers . The Planning Board will
make specific recommendations for the development of this park
in Eastern Heights to the Town Board at next mon .th ' s meeting -
after we have more concrete facts .
Public Hearing on Compton Subdivision ; A . preliminar.y. .
public hearing was held on Mr . Roy Compton ` s - subdivision on
Rich Road and Co 'dding`ton Rooad -. 'Mr . ''Com-ppto-n is asking for
preliminary approval for development of seven lots , all of
which are on public roads and have water and sewer available ,

Discussion was held and Bob Christianson moved that
preliminary approval be granted Mr . Compton for lots - 5 . 7 ,
5 . . 89 5 , . 95 5911 5 . 122 5 . 133 5 . 15 and 5 . 16 ( &sone - lot ) ,
and 5 . 10 which will be added to the lot at 111 Rich Road ,
with the provision that the proposed future roadway between
5 . 13 and 5 . 14 be straightened with a 60 ' right of ' way and
that street numbers ' be assigned to the proposed lots . . by
the Tompkins County Assessment Department . Evert though the
rest of the subdivision is shown on the map being presented
for the development of these seven lots , the Planning -Board
does not approve or disapprove development of these other .

it was unanimously passed .
A motion was made by Fred Scott and seco .nded . by .
Maurice Harris to hold a final pudic hearing. on the .
Compton subd -iv'ision at the February 23 , 1971 me'e, ting of
the Planning Board at 8 : 00 p . m . The motion was approved
unanimously .
Ithaca College Student Apartments . Mr . Peter Brellocks of
Tallman and Thomas Architects presented plans for the new
Ithaca College student apartments presently being . built on -
South Hill . There will be five dormatories , four of which=
will be 5 - story and one which will be only one7 story , which
w,i 1. 1 . house a, total of 412 persons . Parkin-g w.i .l : l b.e. p.rov=i. d"
for 180 cars . Discussion was held on this development and
the Planning Board decided to recommend approval of these
plans to the Zoning Board of Appeals . ( Since four of thes °e
dormatories are to be five stories in height , a variance
in zoning is needed . )
Bob Christianson made a motion that the Planning Board
recommend to the Zoning Board of Appeals approval for the
construction of dormatories D25 - D29 inclusive at Ithaca
College with the following request : that if possible , some
estimate could be made by the architect of the quantity of ,
water which they expect will be draining into the 30 " culvert
under . Coddington Rd . so that the Town of Ithaca may rie _tter
plan - its pla . ns for what to do with the water when it crosses
Coddington Rd . The motion was seconded by Fred Scott and
unanimously passed .
Vine - Chairman for Planning Board : A motion was made by
Fred Scott and seconded by Reg Collins to elect Bob Christianson
as Vice - Chairman of the Planning Board . The motion was . unani -
mously approved .

Barbara Holcomb asked that in the future when members of
the Board will . not be able to attend a meeting would they.
please call either her , Peter Francese , or the Town offfi` ces
in order to ' assure presence of a quorum .
Zoning Officer : Discussion was held concerning . the
employment of a full - time zoning officer for the Town of
Ithaca . David Cowan , the present Zoning Officer , is empl� oyed
only part - time and cannot accept a full = time position . It was
pointed out that . a full - time , - Zoning Officer could better enforce
zoning ordinances and perhaps could also be assigned various
follow - up duties concerned with decisions made by. t-he- PJanni ng
Board as well as the duty of issuing water and . se`we'r pe`.m' 11tS
I, t was decided to ask David Cowan for his recommendations
and at ` the next meeting the Board will, make a formal recommenda -
tion to the 'Town BoardV concerning a full - time Z*oni ` ng . . Of Jc`er .
The meeting was adjourned at 9 : 40 p . m : upon -a motion','
made by Fred Scott and seconded by Bob Christianson .
