October 20 , 1970
The regular meeting of the Town of Ithaca Planning Board
was held Tuesday , October 20 , 19705 in the Town of Ithaca
offices , 108 E . Green Street , Ithaca , New York .
Present : Chairman Robert Scannell , Fred Scott , Arnold
Albrecht , Barbara Holcomb , Sam Slack , Reg Collins , and Peter
Francese , Planning Consultant ,
Beaton Mobile Home Development : Mark Beaton presented a
tentative proposal for a mobile home development on his property
on King Rd . There is approximately 15 acres of land that could
be used , and the area has a well and Mr . Beaton would provide
a septic system .
Since the Board is presently in the process of updating
the Zoning Ordinance and is working to try to include a section
on Mobile Homes ( which has never before been allowed - in the
Town of Ithaca ) , it was decided to table this matter a" t the
present time . Mr . Beaton ' s proposal will be taken into con -
sideration when discussing the new zoning ordinance .
Planning Board Filing : Chairman Robert Scannell made a
recommendation that the Board employ Mrs . Barbara Holcomb at a
specific salary to do the filing of the Planning Board . Dis -
cussion was held . Mr . Scannell reported that he will be going
on leave this winter and therefore would like to recommend that
Mrs . Holcomb also be appointed as Chairman of the Town of Ithaca
Planning Board as of our November meeting . Reg Collins made a
motion that Barbara Holcomb be appointed Chairman for the Planning
Board and that she be employed at $ 3 . 00 per hour to do the Board
filing . The motion was seconded by Fred Scott and unanimously
passed .
P & C Screaning : Sam Slack raised a question as to what is
being done about the P & C screaning . Mr . Scannell reported that
if the specific kind of fencing recommended had to be ordered , it
could be two to three months before the screaning was erected .
Barbara Holcomb suggested that some type of policy be established
that David Cowan report to the Board at the next meeting after a
meeting when he was given the authority to act on some subject .
Mr . Scannell said he would recommend this to Mr . Cowan .
Discussion was then held on the new zoning o4rdinance .
