Town of Ithaca Planning Board
• September 22 , 1970
The regular meeting of the Town of Ithaca Planning Board
was held Tuesday , September 22 , 1970 in the Town of Ithaca
offices , 108 E . Green Street , Ithaca , New York .
Present : Chairman Robert Scannell Fred Scott , Reg Collins ,
Robert Christianson , Arnold Albrecht , li-a '� 'Boker , David Cowan ,
Sam Slack , Barbara Holcomb , an"d. Peter Francese ( Planning Con -
sultan t ) .
Approval of Minutes : A motion was made by Fred Scott and
seconded by Bob Christianson to accept the minutes of the
August meeting . The motion was unanimously passed .
Recreation Board : A report was given by Bob Christianson
of the Park Council and copies of the highlights of the meeting
of Park Council were distributed .
LLive�sa : Mrs . Beverly Livesay presented a proposal
recommending that bicyle paths be built along present and
future highways in the Town of Ithaca . Discussion was held and
it was pointed out that the Park Council was in favor of this ,
but there were several negative aspects : expense ; many roads only
have a 50 ' right of way which does not leave enough room for
bicycle ^.paths ; problem of snow removal . A suggestion was made
that interested people could divide up the town and each person
could report on a certain street concerning the amount of traffic ,
width of road , and specific . price . Then a more precise proposal
could be presented . It was pointed out that the State is now
doing a study on Town roads and we might benefit from this .
Peter Francese will write a letter to the State about their re -
sults .
A motion was made by Barbara Holcomb recommending to the
Town Board that the Planning Board agrees in principle with
Mrs . Livesay ' s ideas concerning bicycle paths within the Town
and urging a further study of the feasibility and cost . The .
motion was seconded by Fred Scot and unanimously passed .
Franciamone : Mr . Frank Bell , attorney for Mr . Vincent
Franciamone , presented a proposal for rezoning the Franciamone
property on Ridgecrest Road from R - 30 to R - 15 . Mr . Bell reported
that, when this proposal was presented to the Board on Zoning
Appeals their ruling was that this was not a variance but re -
zoning and should be presented to the Planning Board .

Bob Christianson raised a question about the availability
of sewer and water if this property is rezoned . It was recom -
mended that Bell check with the City to obtain a guarantee that
sewer and water would be available to serve these premises in
the event of rezoning . The proposal was tabled until Bell can
present this guarantee .
Cowan : Mr . David Cowan presented a question concerning
the appropriate procedure that should be followed regarding
a current application from Mr . Vincent Franciamone requesting
the use of an accessory building on his property for occupancy .
The property is zoned R - 30 . The Planning Board recommended
that the application be referred to Town of Ithaca attorney
since Francia. mone is currently waiting for a court decision in
a suit against him
Mr . Cowan reported that the P & C had agreed to provide the
necessary screening recommended by the Planning Board if we
give him a sketch of what is wanted . Mr . Cowan presented the
proposed drawing and the Board approved .
It was recommended by the Planning Board that Mr . Cowan
report . to Mr . Ideman that he plant either Pin Oak trees or
Locust trees ( 2 " caliber ) approximately 40 ' apart the full length
of his property .
Christopher Circle Extension : Mr . Prince requested final
approval for the Christopher Circle extension . Fred Scott made
a motion to give Peter Francese the authority to handle this
matter after Mr . Francese has had a chance to look over the
proposal . The motion , seconded by Bob Christianson , was unani -
mously passed .
Special - M.eeting : -- It - was -decided to hold .: a special meeting
on Tuesday , October 6 , to discuss the proposed changes in the
zoning ordinance and subdivision regulations .
Adjournment : The meeting was adjourned at 9 : 00 p . m .
