Town of Ithaca Planning Board
is April 21 , 1970
• The regular meeting of the Town of Ithaca Planning Board
was held April 21 , 1970 , at the . Town of Ithaca Offices , 108
E . Green Street , Ithaca , New York .
Present : Chairman, Robert Scannell , Robert Christenson ,
Arnold Albrecht , Harry Baker , Reg Collins , Walter Schwan ,
Barbara Holcomb , and Peter Francese ( Planning Consultant ) .
Public Hearing for MAT Associates : A Public Hearing was
held for the MAT Associates requesting that their property . on
the Southwest corner of Danby ' Road and ' King Road on South Hill
be rezoned . Rezoning was requested for the purpose of con -
structing a 15 , 000 square foot shopping center , a service station ,
312 units of apartments and 25 single family dwellings on a
47 acre site . The shopping center will include a food store ,
a junior department store , and several service shops . The
apartment dwelllings will be provided with swimming and recreation
areas .
Several residents from the area attended including Mr . Daniels ,
• Mr . Sam Peters , Mr . Anthony Leonardo , Mr . Peter Nero , Mr . and
Mrs . Munkmeyer , and Mr . John Yengo .
Questions were raised concerning the problem of water and
se.w.er since only part of this area is now within the water and
sewer district . Walter Schwan , Town of Ithaca Supervisor , made
a statement saying that the city has not yet put a price on
the cost of water and sewer , but that a decision will be reached
within two or three months .
Most residents speaking at the Public Hearing were ;
favor of making the � z:oning change . It was felt that this
type of development will help to lower their taxes .
The Public Hearing was adjourned at 8 : 45 p . m . Discussion
was held by the Board , and Mr . Francese pointed out that there
is only one small problem in rezoning this area ; this is a piece
of land owned by Mr . George Smith ,
Robert Christenson made ' a motion that we recommend to the
Town Board that this area be rezoned as requested in the petition
• presented by MAT Associates and that this be subject to the
eventual granting of water and sewer to this area . The motion
was seconded by Barbara Holcomb and unanimously passed .

Barbara Holcomb made a motion to recommend to the Town
Board that they rezone the property which is owned by George
Smith adjacent to multi - family dwellings ( 37 - 1 - 19 ) from
Commercial C to Residential . Arnold Albrecht seconded the
• motion , and it was unanimously passed .
Maple Avenue Housing Site Plan : Mr . Peter Francese
presented the Maple Avenue Housing Site Plan for Mr . Scott
Carlson of the New York State Urban Development Corporation .
This land is all owned by Cornell University . It has been
proposed to Cornell that they petition the Town Board for
annexation of this land to the City of Ithaca . If they are
refused annexation , they will come to the Planning Board for
rezoning at a later date .
Charles Dunlap of the Finger Lakes State Park Commission
requested consideration concerning the MAT Associates ' develop -
ment . Because this development hinges on the Buttermilk Falls
State Park , he has requested that MAT Associates ' provide a
large recreation area in their development to prevent this
park from becoming overcrowded due to the increased population
brought into this general facinity by their development . Mr .
Dunlap also pointed out that their may be a problem with
run - off into the park that could possibly cause flooding .
Mr . Peter Francese pointed out that he feels we should
require MAT Associates to provide more recreational space in
their development .
Recreation Board . Discussion was held concerning the
establishment of a Recreation Board . A motion was then made
by Barbara Holcomb to recommend to the Town Board that they
establish a Recreation Board with such duties as the Town
Board may designate . Bob Christenson seconded the motion ,
and it received unanimous approval .
The meeting was adjourned at 10 : 00 p . m .
