PLANNING► BOARD
The regular meeting of the Town of Ithaca Planning
Board was held November 19 , 1968 , in the Town of Ithaca offices ,
108 E . Green Street :
Present : Chairman Walter Schwan , Reg Baker , Elmer Phillips ,
Bob Scannell Paul Tavelli , John . Vasse and Secretary Lempi
Sincebaugh . Radio reporters , Ithaca Journal representative ,
Otis Drew, Dick Blatchley , Richard Mulvey , David Cowan and
about six residents from the Honness Lane area :
SION FOR TRINITY . LUTHERAN CHURCH
The Trinity Lutheran Church by letter requested
permission to erect a sign with a cross . This was referred to
the Town Board because it will require a variance , since the
sign exceeds the 41 square allowable .
DREW PARK SUBDIVISION
Otis Drew brought maps showing land for which he has
a buyer and requests approval of the Planning Board . These two
lots are additional to those for which he has already received
final approval . The two lots in question border on Toole and
Sheffield Roads and do not include the lot his home is on . Pre -
liminary approval was granted and he was requested to contact
the County Clerk for a public hearing before being granted final
approval .
BLATCHLEY SUBDIVISION
Mr . Blatchley appeared with maps of his proposal to
develop 37 acres into single and two - family homes between
Eonness Lane and Slaterville Road . This was rejected since
the plan does not show the proposed town road which will cut
through the property . He was advised to add the proposed
601 highway to his maps before further action could be taken
and was told there could be no lots on that right of way and
no building permits on that right of way . Since the road was
not shown , no further consideration was given to his subdivision .

MINITES
It has been some time since the minutes of meetings
have been approved . Mr . Scannell made a motion , seconded by
Mr . Vasse , that the June 11th minutes be approved . The July 9th
minttes were amended to include Mr . Vasse present . Mr . Vasse
made the motion to accept these minutes with amendment , seconded
by Mr . Scannell , Mr . Phillips made the motion to accept the
August 13th minutes , seconded by Mr . Scannell . Mr . Baker moved
to accept the September 10th minutes , seconded by Mr . Vasse .
Motion concerning the October 8th minutes was made by Mr . Scanne ]_ 1
and seconded by Mr . Phillips . ?he following amendment is made
to the October 22nd minutes : add to the last paragraph ; " so that
the structures might be used for two - family dwellings per floor . "

The mo ion to accept these amended minutes was made by Mr . Phillips
and sed'pnded by Mr . Vasse .
All of the above motions concerning the minutes were
' unanimously passed .
NOTIFICATION FOR ZONING MEETINGS
The present policy is to notify those people living
within 1 , 000 feet . A discussion was held regarding mailing
notices by registered mail , but it was felt that this was expen -
sive and it would suffice for an attorney to sign an affidavit
that he had mailed letters notifying the appropriate persons .
In the future , the developer will be requested to notify the
neighbors not less than 1 , 000 feet or the next five neighbors
in the township and to bring a mailing list of these people
to the Planning Board ,
WEST HAVEN ROAD
Mr . Vasse reports that since the official road , West
Haven Road to Bundy has been excluded , six doctors are cut off
from reaching the hospital except by Cliff Street .
Mr . Vasse made the motion , seconded by Mr . Scannell
that the Planning Board go on record opposing exclusion of
West Haven Road from the Town of Ith.a,ca master highway map .
Motion carried .
EASTERN HEIGHTS
Mr . Schwan reported that the Town Board refused to
accept the deed for the 2 - acre park area included in the Eastern
Heights subdivision plan . The reason given was that it was a
neighborhood playground , not a town park .
Mr . Phillips made a motion to send to the Town Board
notification that the Planning Board have a policy of developing
two types of parks in the town ( though park may not be the
appropriate name for the plot so designated ) so that small areas
will be adjacent to a density of housing for small youngsters
to play and other , larger areas which would be so :!.c; ¢ • ?n SR '-)y
either man or nature for football and baseball on a more scattered
basis be available to the community . The Planning Board feels
that this is a progressive move and feels it unfortunate that
the Town Board has not accepted this park from Eastern Uelgli-td
and others that, are in the offing .
Mr . Vasse seconded the motion , which was unanimously
carried .
The meeting adjourned at 9 : 00 P . M .

NOTIFICATION OF RESIDENTS LIVING ADJACENT TO PROPERTY UNDER
CONSIDERATION FOR A ZONING CHANGE
The proposed policy is to notify those people living

veloper will be requested to notify the neighbors not less than
1 , 000 feet or the next five neighbors in the township and to bring
a mailing list of these people to the Planning Board . No action
will be taken until Mr . Cowan reports Zoning Board of Appeals feeling
on the subject .
