HomeMy WebLinkAboutPB Minutes 1968-10-22 h 'f r TOWN OF ITHACA PLANNING BOARD MINUTES October 22 , 1968 A Special Meeting of the Town of Ithaca Planning Board was held on Tuesday , October 22 , 1968 at the Town of Ithaca Offices , 108 East Green Street , Ithaca , New York . Members of the Board present : Chairman Walter Schwan , John Vasse , Elmer Phillips , Jim Lacy , Dan Baker and Secretary Lempi Sincebaugh . Others present : Ithaca Journal reporters , Mr . Thaler , Wells/Koetter Architects , Mrs . Livesay , Mr . Barry ., Mr . Blatchley , Mrs , Krook , Mr . O ' Brien , Mr . Armstrong , Mrs , Degner , Mr . Parker and Mr . Tavelli . The meeting was called to order at 7 : 30 P . M . by Chairman Schwan , TERRACED GARDEN SNYDER HILL ROAD Mr . Manley Thaler and Wells/Koetter Architects appeared to present the requested revised plan for 260 units on Snyder Hill . Slides were shown to illustrate medium dense housing in Europe and several parts of the USA . This type of housing is felt to be the answer to the rapid land use . The following changes have been made : 1 . Eliminated the buildings east of the easement . 2 . Cut down the number of apartments to 260 . 3 . Lowered the heights of the buildings to an average of 22 floors , highest being 3 above grade at the back of the buildings , 4 . Cut down the overall site coverage . 5 . Using a section below grade or semi below grade for 400 cars parked under the building , with 100 on-site ; these latter for the use of tennis facilities and visitors parking, etc . The proposed complex is planned to consist of 260 2 -bedroom units with basic living room dimensions of 18 X 12 ' not including dining space . Basic square footage is between 240 and 260 . These basic units are two - story , with bedrooms above and living room , dining area and kitchen below . Some , coming down the slope , are level apartments . A pool , walkways , terrace and recreation area are planned . Every unit has closed parking, a private garden close to the apartment , as well as public gardens nearby . Each unit has two windowless walls . Snyder Hill Road , with entry on the easement to water tower , has a ramp which goes underneath buildings to the parking area and also to the tennis facilities . Once on the site , there is no cross traffic between cars and pedestrians . A � J - 2 - A small commercial area is : propo.sed by the architects with small service shops , perhaps a barber shop , beauty , salon , sidewalk restaurant , laundry , small grocery store and possibly professional people - all of which are to serve the needs of the residents . This commercial area is not within the present zoning . Mr . Schwan stated that for the Board to approve it , it would be necessary to be specific as to the type of shop contemplated and it would require a special variance . Mrs . Livesay , Town of Ithaca , spoke against the road situation , her point being that the present road is the only way up and down the hill and presumably would be the only way in and out of the complex . About 200 already live on Snyder Hill Road , and it also services those roads emptying onto Snyder Hill Road . Her second point was relative to possible rental to the retiree and student classes . She suggests that the rentals will be too high for retirees and that it would be undesirable to retat to stu- dents , meaning single students who would rent an apartment with several other students . The developers do not plan to rent to students , not barring a married student , however , nor the spinster nor bachelor . Mr . Barry , Pine Tree Road , spoke against the commercial area , • stating that those in his area do not want the commercial area . Mr . Blatchley questioned the future of the present sewer unit with the 260 units added . It was estimated that it would cut the sewer tax by about 1/4 . Each apartment is a unit so that money would come in from 260 additional units . Mrs . Krook , Pine Tree Road , spoke about land use in Europe being planned , controlled and protected from development . Schools , highways and housing are coordinated . She also spoke against the commercial area . Mr . O ' Brien , Town of Ithaca , questioned the use of certain materials in the plan . However , the Board never specifies the materials to be used . He also questioned the change from cubicle design to the present plan . Mr . Armstrong , Town of Ithaca , made the point that since tenta- tive approval has been given to a shopping center on Judd Falls Rdo that traffic will discontinue using Honness Lane once that center is a reality . Mrs . Degner , Honness Lane , questioned where the mad would be built , asking whose homes would be involved, since they have just built a new home there . The road is now on the Town Map . However , since funds are not available , the road is in the future . She was advised to speak to Noel Desch . i r. - - Mr . Phillips made a motion to give preliminary approval to the plan as submitted by Wells/Koetter called Terraced Cyraden Snyder Hill Road , with the following stipulations : 1 . That an additional access be provided in road form in cane of emergency . 2 . That the commercial area, would have to be considered a variance which must be clearly specified by the developer as to type of enterprise and we disapprove anything with liquor , such as a tavern , in the area . Mr . Baker seconded the motion , and all voted affirmatively . 1476 SLATERVILLE ROAD DEVELOPMENT A sketch plan by Thomas Parker is shown to see if the Board concurs and if it should be brought back as a formal proposal . The plan calls for a total of 120 units with 2 -3 bedrooms on 13 acres . Erection would be the same as on Giles Street . They will return with a formal proposal . INTRODUCTION OF PAUL TAVELLI • Paul Tavelli was present to become acquainted with the Planning Board , having been asked to replace Noel Desch . He has lived in the Town of Ithaca for eight years and is a law associate of Richard Mulvey . Mr . Vasse made the motion , with a second by Mr . Lacy , that Paul Tavelli serve on the Town of Ithaca Planning Board for the remainder of Noel Desch ' term, until December 31 , 1970 . BLATCHLEY PROPERTY Upon examination of past minutes , it kcs noted that Mr . Blatchley came to the April 9th meeting for preliminary approval to sell six lots to the Mormon Church . This was given , providing he brought his subdivision plan in , together with the required maps . This was never done , and the deal subsequently fell through . LUCENTE APARTMENTS There ' s no longer a question about extra doors - they are all in . It 0 . s suggested to contact Mr . Buyoucos to see if it is w . ., sible to specify 1 - family housing in his next subdivivion plans . The meeting adjourned at 10 : 00 P . M . Respectfully submitted , Lempi Sincebaugh , Secretary .
