HomeMy WebLinkAboutPB Minutes 1968-10-08 ' y R TOWN OF ITHACA PLANNING BOARD MINUTES October 8 , 1968 The Regular Meeting of the Town of Ithaca Planning Board was held at 7 : 30 - P . M . on October 8 , 1968 , at the Town of Ithaca Offices , 108 E : Green Street , Present ; Chairman Wafter Schwan , John Vasse , Elmer Phillips , . Reggie Collins , Bob Scannell , Jim Lacey , Dan Baker ; , reporters from the Ithaca Journal , Mr . Ideman , Mr . Barry and other area residents , and Lempi Sincebaugh , Secretary , REZONING OF BARNES PROPERTY Mr . Ben Boynton , representative for Grof Associates , presented maps detailing the Steven Williams Barnes property in question 172 acres northeast of his home on Ellis Hollow Road across from Pine Tree Road intersection . The request is made for rezoning to allow multiple residence and the ordinance allows a maximum of 306 units . The plans as outlined by Boynton call for 258 units of two - story , six to 12 -unit apartment buildings with 2 ( preferably covered ) parking spaces per unit . The intention is to build a road to intersect with the road plan already presented , which would cross over to the Cornell parking lot . Space has been allocated for a four - lane highway . A swimming pool is planned , as are small recreational areas throughout with play equipment for the children . Discussion regarding Eastern Artificial Inseminators Coop , Inc . , followed . Attorney Robert Williamson representing Eastern , read a letter from Charles J . Krumm , General Manager of Eastern . Eastern has a long- term arrangement for the Cornell -owned land and is responsible for the buildings thereon . To eliminate the possibility of children wandering into their barns and being injured by their animals or to prevent a bull from becoming loose , he proposes erection of an additional , adequate fence . Mr . Krumm also mentions that under certain atmospheric condi - tions of high heat and humidity , there is a possibility of offen - sive odors . This would be beyond their control , and they are more than normally concerned with and careful about maintaining their facilities in a high state of cleanliness and odor preven- tion . Mr . Schwan commented that at no time should complaints of odor or noise from the existing facility be considered as a reason to ask Eastern to move . Mr . Vasse made the motion , seconded by Mr . Phillips , that the proposal of Grof Associates for multiple housing on the Steven Williams Barnes property for a total of 258 units on 17z acres be approved and that we recommend rezoning to the Town Board of the above , incorporating the necessary roads and fencing , and including more green area near the existing buildings for the youngsters , separate from the swimming pool . Approval unanimous . r MORSE CHAIN STORM SEWER A letter from John Bebbington , Vice - President of Morse Chain was discussed . This letter set forth details of building a storm sewer on a proposed road on its property on the 900 block of S . Aurora St . between National Cash land and the Rodney Maxwell home , 924 Danby Road , This 50 - ft . wide , 400 - ft . long road would provide an access to Rte . 96B from a 20 - acre plot of Morse Chain land . Mr . Phillips made a motion , seconded by Mr . Scannell , that a letter should be sent to Morse Chain stating that their proposal meets the requirements of the Town but the location of the pipe does not . The Board will accept the proposal providing the pipe is placed in the shoulder of the road and not underneath the pavement . Approval unanimous . BLATCHLEY PROPERTY Noel Desch presented a situation existing wherein Mr . Blatchley on Honness Lane had been previously informed that no further building permits could be issued , since he had reached the satura- tion point . Mr . Blatchley has sold land to Francis Chase , who has begun construction . Mr . Phillips made a motion , seconded by Mr . Vasse , that inasmuch as this case has come to our attention on at least two previous occasions , we want to call attention to the fact that no further building permits will be issued and we further expect that no further sales will be made until a substantial sub - division plan is made to us . Approval unenimous . NOEL DESCH REPLACEMENT The names of Mr . Gaydosh and Dean Linscott were mentioned . This will be discussed further at the next meeting . EASTERN HEIGHTS REZONING A note from Manley Thaler requests reconsideration for multiple development rezoning on Snyder Hill Road . A special meeting to consider this was called for 7 : 30 P . M . , Tuesday , October 22nd , OPEN MEETINGS The policy has been to ask the public to leave after public hearings , but allowing the press to remain . Mr . Scannell made the motion , seconded by Mr . Vasse , that we eliminate closed sessions from our meetings . Approval unanimous . LUCENTE PROPERTY i A check is recommended on the fifth house from the corner , Sapsucker Woods Road , where it is reported that extra doors are being cut in . r v r " OCTOPUS " • r Discussion ensued on the rr Octopusr . Mr . Phillips made a motion , seconded by Mr . Scannell , to alleviate the untenable situation at the " Octopus " , there should be at least a crossing of the Flood Control Project , either north or south of the current State St . bridge . Approval unanimous . ROAD SYSTEMS Mr . Robert Friedbauer of New Jersey who had anticipated attending our meeting , did not come . The meeting adjourned at 9 : 30 P . M .
