HomeMy WebLinkAboutPB Minutes 1968-03-12 s` TOWN OF ITHACA • PLANNING BOARD MINUTES MARCH 129 1968 The Regular Meeting of the Town of Ithaca Planning Board was held on Tuesday , March 12 , 1968 at 7 : 30 P . M . at the Town of Ithaca Offices , 108 East Green Street , Ithaca , New York . Members of the Board present : Chairman Noel Desch , Elmer Phillips , John Va.sse , Reginald Collins , James Lacy , Robert Scannell and ?-Talter Schwan . Absentee Dan Baker Others presents Joseph DiGiacomo , Jr . , L . D . Van Vleck , J . D . McDonnell , James Buerkley , John Graves , Wm . Quinlan , Thomas Dyckman , Thomas Patterson , Richard Shemanske , Elaine Shemanske , William Cooke , R . Morrissey , R . Snow , John Roman , Robert Beggs , James Estes , Stanley Albro , George Brampton , L . LaLonda , Mrs . W . D . Cooke , Stuart Lewis , Angelo DiGiacomo , William Frandsen and David Cowan , Zoning Officer . The meeting was called to order at 79. 45 P . M . by Chairman Desch . SCHOENFELD - RE- ZONE TO MULTIPLE RESIDENCE A delegation from the Williamsburg Park Association presented a petition ( 22 names ) as an appeal to the Town Planning Board and Town Zoning Board that these boards not recommend to the Town Board the rezoning of the 20 acre parcel as proposed by Mr . Schoenfeld . After hearing the petitioners the chairman stated that the Planning Board did not have a revised proposal before it as required at the February meeting . In fact there had been no additional communication with the chairman on this proposal for rezoning since the presentation in February . It is stated - for the record that the developer was not present at the March meeting . The Chairman , Mr . Phillips and Mr . Schwan restated the boards position on the proposal as explained in the minutes of the February meeting . CHRISTOPHER CIRCLE EXTENSION A delegation from this subdivision presented a petition ( 36 names ) against the decision of the Planning Board to require the developers to build the connecting road between Christopher Circle and Williamsburg Park area . The concern is the question c Planning Board Minutes - March 12 , 1968 Page 2 of additional traffic and the inherent hazards to children going to and from Northeast School . The chairman reiterated the position of the board as stated at the time of the public hearing held for the consideration of final approval of the Simsbury Drive Subdivision . The board believes that the traffic will be relatively evenly distributed over the 4 connecting streets from this subdivision and that the effect on Christopher Circle will be quite insig- nificant . FAITH BIBLE CHURCH Mr . John Roman presented a site and building plan for the new church proposed for the northeast area - Warren Road , south of the Collins property . The plan received a favorable reaction from the board after questions concerning parking ( all will be off street ) and land - scaping . The chairman thanked Mr . Roman for making his pres - entation . Mr . Roman accepted the recommendation that an additional exit be provided through the kitchen . This would serve dual purpose of a secondary fire exit and service entrance . CHURCH OF JESUS CHRIST LATER DAY SAINTS Mr . Karl Butler presented a schematic proposal to build a new church on a large vacant lot on Muriel Street ( East Side ) . Primary entrance would be from Muriel Street with the possibility of using Tarryton Drive as a secondary - peak hour - means of egress . A report is required from both the Planning Board and Zoning Board since the frontage on Muriel Street is less than 100 feet . After considerable discussion the Planning Board recommended that this proposal not be pursued any further by the church committee for the following reasons , a . The topography and drainage of the site is not conducive to the construction of a large structure and accessory site development . Costs for fill , drainage , etc . would be prohibitive . b . The site is located in the middle of a completely de - veloped residential area and would generate undue traffic to essentially a one way street . This traffic would come from the Ithaca area at large , and not merely the Northeast portion of the town . c . The shape of the site complicates the positioning of the building to the point that creation of internal circulation and required landscaping becomes impractical . Planning Board Minutes - March 120 1968 Page 3 WEST HILL - APARTMENT REZONING TRUMANSBURG ROAD - TOWN OF ULYSSES- LINE Mr . Vincent Giordano asked the board to consider the feasibility of building 8 apartment units on the East Side of Trumansburg Road on a large parcel adjacent to the Town Line . Mr . Phillips and Mr . Desch are to check the site and report to the board . No plan was presented at this meeting . CANDLEWYCK PARK Mr . Schwan expressed his concern for the landscaping status at this development . He suggests that the developer has much. work to do before the requirements established by the Planning Board . have been met . It was suggested that the Chairman write to Mr . Cerrache and remind him of the requirements set forth by the board last year at the time of final approval of the site plan . ROUTE 96 RELOCATION ( WEST HILL ) Mr . Scannell returned from the meeting held at Glenwood Elementary School . The session was sponsored by the West Hill Civic Asso- ciation and the West Ithaca Association and involved a presen- �� tation by Mr . Towlson of New York State Highway Department . It was stated that plans are still very preliminary and that construction is 3 to 4 years off . Mr . Scannell indicated to Mr . Towlson that the town is developing a Master Plan which require a careful study of the intersection required at Bundy Road for the future Hector Street bypass . The chairman stated that he is still in hopes of getting formal approval by the Town Board at a hearing in April even though the Town Board was not in support of the Burns Road realignment proposal at this time . ROCCO LUCENTE - MAPLEWOOD DRIVE This represents the section north of Birchwood Drive and East of Salem Drive . Mry Lucente asked for preliminary approval so that utilities could be installed before the road base is placed . The plan showed the required topography and property lines and was prepared by Miller and Crandall , Engineers . Motion by Mr . Schwan seconded by Mr . Phillips , approval was unanimous .
