TOWN OF ITHACA
PLANNING BOARD MINUTES
OCTOBER 10 , 1967
A regular meeting of the Town of Ithaca Planning Board was held on Tuesday ,
October 10 , 1967 at 7 : 30 P ,, Mv at the Town of Ithaca Offices , 108 East
Green Street , Ithaca , New York .
Members of the .Board present : Chairman Noel Desch , Reginald Collins ,
Walter Schwan , Dan Baker , Elmer Phillips , Robert Scannell , and Secretary
Cheryl S . Benin atio
Others present : Walter J . Wiggins , Francis W . Egan , Mrs ,, R . M ,, Ross ,
Stuart Lewis , Anthony Ceracche , Anton J . Egner , V . Gaydash , R . J . Bruce ,
and Sue Strandberg .
WILLIAMSBURG PARK AREA RUNOFF WATER PROBLEM
Mr ,, Stuart Lewis appeared representing the Williamsburg Park Association ,,
He described the problem of runoff water in this area ,, He stated that
municipalities , the Town of Ithaca and the Village of Cayuga Heights ,
have allowed developers to go into this area and develop property without
providing for proper drainage of same . Mr . Lewis pointed out on the Town
air map the particular area affected by this surplus water .
. The Association originally went to the Village of Cayuga Heights about this
problem . However , the Village informed the Association this should be taken
to the Town of Ithaca since the water problem, originates in the Town ,, The
Association feels this problem stems from inadequate planning on the part
of developers ,,
Mr ,, Desch stated that the Planning Board is aware of this problem and is
aware that it is a serious problem © He also stated that the Schoenfeld
development just west of the Northeast School is a small part of the overm
all problems As - far as the problem in the Village , this Board feels it
is the responsibility of the builders of the houses affected , who did not
take care of this problem originally .
Mre Lewis inquired as to whether this Board has any pending action to
alleviate this situation ,, The residents of this area are getting very
discouraged with the situation . Mr . Phillips stated that the Board is
conscious of the problem , but that . it is also the responsibility of the
Village of Cayuga Heights to help in this problem . Mr . Phillips suggested
that since this is a problem where contiguous political bodies are con
cerned , this should be brought to the GIRPB and the policitcal bodies
concerned act according to the suggestion of the GIRPB ,,
Mr . Lewis requested that something be done to hold this water back in
the spring in order that the homes won ' t be entirely flooded .
Mr . Desch stated that he will talk to the Mayor of Cayuga Heights9 make
a recommendation to the GIRPB to recommend a solution to the problem ,
and talk to Fred Marcham about the same .
In conclusion , Mr . Lewis stated that in behalf of the Association , he is

against any Multiple Residence units in this area because this area.
, should be preserved for better homes in the Town of Ithaca .

Mr . . Blatchley has been approached by se-feral churches concerning build
ing : n this areae lire Blatchley wanted to make certain that two churches

oecurm It was pointed out that this area is zoned Rm15e
The . .96ard pointed out two areas on the map which would be ideal for
another church , and also ri dminded Mr . Blatchley that since hey has sold
4 lots in this subdivision9 . he is required to submit a subdivision map . .
to tae Planning Board for . approval of same . The ' Board also pointed out
to Mina: Blatchley that a park area should be preserved .

Mro Cerracche , Mr . Egner , and Mr . Wiggins appeared requesting preliminary
approval of a plan for a cloister development on West Hill off Mecklei ti:urg

The advantage of the open spaces is that they may- . be tied up with open
spaces` of a proposed school in the area . All internal roads have 80 foot
rights of way . On one side of the roads will be a . blacktop walk or
bicye`-leriding areae
Mr . Egner pointed out . %hat the developer is asking that Section 281 of
the Town Law be taken into consideration .

There are 108880 / feet of -road , the slope being less than 8 % e Most of the
development will take place in units of four houses together , each
individual unit being 212 feet by 202 feet , the area of each lot being
between 9200 sqc ft . and 9600 sq . ft . There is a definite variance as
to placement of houses and garages on the lots . Utilities will be under
ground ' It was pointed out that there is a City water tank adjacent to
this property and a pump will be located in the proposed developmento There
will be street lighting illuminating entrances into each cul de sac and
the area around the parks . There will also be considerable planting
• along . the rights of way with earth forms and evergreen plantings ,
Mr . Brucefl one of the area residents , inquired as to who would maintain
the parks , Mr . Egner replied that the parks would be deeded to the Town
of Ithaca , and , therefore , not be the responsibility of the developer .

Mra Egner also pointed out on the plan that there are no driveways on
the internal or primary rodds , they being off the cul de sacs ., except ill
a very feta cases .
Mr . Ceracche was asked to describe the typical homes he plans to put in
this area . He stated that he wants to be able to build expensive homes
in this area and not put in low� cost housing .
A question of the time schedule of development was raised , and Mr . Egner
answered that the area along Mecklenburg Road would be developed first;
Decision to be reached in Executive Sessiono
The Board went into Executiv. Session at 9 : 30 P . M . and reviewed the
foregoing matters .

Mr ;. SDch informed the Planning Board members that the Town Board has
