PLANNING BOARD MINUTES
SEPTEMBER 12 , 1967
A REgular Meeting of the Town of Ithaca Planning Board was held on
Tuesday , Septesaber 12 , 1967 at 7 : 30 P . M . at the Town of Ithaca Offices ,
108 East Green Street , Ithaca , New York .
Members of the Board present : Chairman Noel Desch , Walter Schwan ,
Reginald Collins , John Vasse , Robert Scannell , Elmer Phillips , James Lacy
and Secretary Cheryl Beninati .
Others present : Harry S . Hamilton , Otto Schoenfeld , James Boodley , Rocco
Lucente , and Arthur Prance .
LUCENTE - BIRCHWOOD DRIVE
This Public Hearing was called to order at 7 : 40 P . M . by Chairman Desch .
Mr . Lucente appeared requesting approval for development of sixteen lots
on Birchwood Drive . Mr . Lucente explained that water anO. :Newer are in
and that the road has been accepted by the Town Board and by Marion Morey ,
Town Highway Superintendent , said road to be known as Birchwood Drive . Mr .
Lucente also stated that the Town will have a permanent right of way for
sidewalks .
There being no ;persons appearing in opposition to the foregoing ; the
hearing was closed at 7 : 50 P . M .
SCHOENFELD - NORTHEAST SCHOOL AREA
This Public Hearing was called to order at 7 : 52 by Chairman_ Desch .
Mr . Hamilton , representing Mr . Otto Schoenfeld , presented a revised :zap
as requested by the Planning Board showing contours and grades of the lots .
Mr . Schoenfeld pointed out that this clap is a topography map of the
existing terrain , The rights of way are already graded . Considerable
discussion was had concerning the lot owned by Rocco Lucente at the end
of Christopher Circle , which , in 1959 Mr . Lucente stated at a Planning
Board Meeting would be reserved and deeded to the Town of Ithaca for right
of way purposes when the Christopher Circle area was developed . Up to
the present , this lot has not been dedicated to the Town . However , after
review of the minutes of the October 7 , 1959 meeting , Mr . Lucente stated
that although he regrets the taxes he has paid on this lot through the
years , he will dedicate 50 feet therefrom to the Town of Ithaca for: right
of way purposes .
Discussion was also had about the sidewalk right of way or easement situate
along the proposed road leading to the Northeast School . It was suggested
that the lots be sold with a sidewalk easement .in - front of them , with the
property owners being responsible for keeping the same clear of snow and
debris .
There being no opposition to the above proposal , the hearing was closed
at 8 : 30 P . M .
PRINCE SUBDIVISION - BLACKSTONE AVENUE
Mr . Prince appeared requesting approval of water and sewer for the Black-

Avenue area but not approval of the lots in tfthe subd1v1sion . Approval
of the Planning Board is needed as to the location of the road , contours ,
the ' lots the wager and seu er will serve , and , then , it becomes the respon-
sibility of the Health Department . However , it was suggested that Mr .
Prince have Piro Crandall , the surveyor , set this up in one map w1th all
proper contours , the topography of the road , etc * in order that the Board
may review more objectively the plan .
There being no further questions or opposition to the foregoing , the
hearing was closed at 8 : 4. 7 P . M .
SCHOENFELD - OPINION ON RE- ZONING
Mr . Hamilton presented a preliminary proposal on land owned by Mr . Schoen-
feld. adjacent to the newapa:: tments known as Lansing East . Pyr . Schoenfeld
stated that he is going to apply to the Town Board to remzone these
40 acres to Multiple Residence . Mr Schoenfeld stated that people are
not . buying the ccvailable lots in this area because therez . are already
so many apartments , and a re- zone to Multiple Residence is the only
feasible . solution for development of Mr . Schoenfeld ° s property . Mrs
Schoenfeld pointed out on the map the wooded ravine which would serve as
a barrieg or screen between the proposed multiple residence units and
adjoining lots owned by any objecting residents in the area . MR . Schoenfeld.
also stated that: there would probably be no more than 12 apartr&ent units
to an acre , well. within the limitations set by the Zoning Ordinance as
to density &
It was pointed out , however , that 14r . Schoenfeld will hZWe to Present
a site plan to the Board showing the 'location of the multiple residence
units , density , etc * before any opinion can be given . It was also pointed :
out that , since this area is adjacent to two municipalities , the proposal
will also have to go Before the Greater Ithaca Regional Planning Board
for approval .
At 9s05 P . M . the Board went into Executive Session and discussed the
foregoing proposals .
SCHOENFELD RE- ZONING
Discussion wa.s had concerning the Schoenfeld proposal to re� zonel his
property in - the Northeast to Multiple Residencem The Board members disc
cussed the high density of apartments in this area and whether or not
Mr . Schoenfeld ° s plan is justified . However , it was stated that there
may be a need for these apartments in the next five or ten years , but
any approval should not be given until the traffic problem ; n this
area is solved .
Mr . Desch made aL motion that any consideration on re- zoning to Multiple
Residence be deferred until it can be proved to the Board that the road
network adjacent: to the project: will be in existence andof such capacity
as to handle the proposed change and also that: this Board be given
assurance that the existing water and sewer facilities are adequate
to handle the increased load . The motion was seconded by Piro Schwan and
carried by unanimous vote .

LUCENTE PROPOSAL - BIRCHWOOD DRIVE
Upon motion by Mr . Scannell , seconded by Mro Collins and carried by
unanimous vote , it was moven that final approval be given to the Birchwood
Drive subdivl lion .
SCHOENFELD ' ,OPOSAL
Upon motion by Par . Schwan , seconded by Mr . Scannell and carried by unanimous
vote , it was moved that the subdivision area along Simsbury . Drive be
approved with the following conditions : 1 ) that Mr . Schoenfeld and Mr .
Prince will jointly build the road leading to and tying in with Christopher
Circle ; 2 ) that Mr . Schoenfeld will obtain a 51 blacktop easement for
sidewalk leading from Texas Lane to the road leading from the west to
Christopher Circle , and he and Mr . Prince will jointly construct the same ;
3 ) Upon iffubm1ttal to this Board and other appropriate author ° ties of a plan
for sanitary seder and drainage and profile of watero 4 ) Isr . Schoenfeld
is to provide a sidewalk easemEry along Lots 73 , 77 , 79 and 84s and 5 )
submittal of a plot plan showing meets and bounds of each lot .
It is also inclu,Lded in the approval that a variance be granted to Lot 72
in order to make the frontage of this lot 100 feet. conforming to the R15
zone .
It was Also pointed out that the street leading from Christopher Circle west
should be named .
PRINCE DEVELOPMENT - BLACKSTONE AVENUE
The Board withheld action on this proposal until Mr . Prince meets the
requirements set. forth above .
Mr . Vasse and Mr . Schwan were set up as committee to study parking lot:
requix�le =ients for apartments and come up with suggestions at the next
meeting of the Planning Board .
The minutes of the July 26 meeting were read and approved . The minutes of
the August 8 meeting were read and approved with the correction that the
first hearing was that of Eastwood Park owned by Mr . Enos Pyle .
Mr . Scannell made an inspection of the Frandsen Development and recommended
approval of the ;park area in the eastern portion thereof .
This meeting adjourned at 11 : 00 P . M .
