PLANNING BOARD MINUTES
AUGUST 6 , 1967
A regular meeting of the Town of Ithaca Planning B ;.)ard was held at the
Town Offices , 1. 08 East Green Street , Ithaca , New York , on Tuesday ,
August 89 1967 at 7 : 30 PBMe
Members of the Board present : Chairman Noel Desch , Robert Scannell ,
Dan .Baker , Reginald Collins , John Vasse , Elmer Phillips , Walter Schwan ,

HOMESTE .0 CIRCLE PRINCE DEVELOPMENT
This Public Hearing was called to order at 7 .* 45 P . M . by Chairman Noel
Desch ,,
Mr . Enos A . Pyle , representing Mre Prince , had presented tha final plan to
• Mire Desch on August 7 , which plan is Arthur Prince ' s plan for development
on Homestead Circle consisting of 14 lots ,�.nd which plan. also sh6wed all
contours as requested by the Board .
No persons appeared in opposition to the foregoing . This Public Hearing
was closed at 7 : 55 P . M ,
MANCINI DEVELOPMENT WO ELIMIRA ROAD 95 ACRES
This Public Hearing was called to order at 8 : 00 P , I'41 , by Chairman Noel
Desch ,
Pyre Egner presented the final plans for the Mancini development on Elmira
Road requesting final approval of the same . Mrs Mancini is required to
move from his present location due to the Flood Control project , and he
has purchased the property west . of the Dodd Nursing Home , the front portion
of which is zoned Light Industrial . ter . Egner has looked up the boundary
of the Light Industrial district , and there are a number of discrgpancies
on same , Pare Mancini Q s plan is laid out in such a way that he mu:> t have
a 980 foot depth of the Light Industrial area and , therefore , would like
to have a precise boundary of the district- e
Mrs Egner pointed out that there will be 1. 5 individual parcels of land
in this development with future leasing of some parcels to others ,
Mr . Egner also presented the individual plan of Parcel # 5 which will be
housing the Mancini Construction Co . Mr ® Mancini will also reserve
Parcel # 6 for possible future development by him The proposed road in
this phase of development will not be a Town roade Pira, Mancini ° s main
bum ld ng will consist of a. repair shop for Yrtachi. nerya and for storage of
same , with two additional. buildings , one fo�'i office space and another
s na.l .c.er repair shop . It was poan ted out that all of the repair work
wi11 be done indoors .

This Public Hearing was closed at 8 : 10 PE. M ,
SCHOENFELD DEVELOPMENT 38 LOTS
Mr , Harry S , H6LMilton , representing Mr . Otto B . Schoenfeld , requested
preliminary approval of a 38 � lot subdivision bounded on the east by the
Northeast School , on the west by the Village of Cayuga Heights line , on the
south by property of Arthur E . Prince , and on the north by existing lots
on Winthrop Drive ® The sewer , water and roads will be put in at the
developer ' s own: expenses all of which will be municipals This 38= lot
development will tie in with the existing 13 lots owned by Mr . Schoenfeld
in the Village of Cayuga Heights ,
It was pointed out that there is a proposed road on the west property line
of this subdivision , which road is half on Prince ' s property and half on
Schoenfeld ' s property , to which road Mr . Prince is agreeable ,
Mr . Hamilton also pointed out that there is no variance required on any
lot since each lot contains at least the 15 , 000 sqo ft . minimum in this
R15 zone
Mra Desch stated that as part of Mr . Schoenfeld ' s final presentation ,
he would like to see a synonymous presentation by Mrs Prince showing the
development of the lo ; s along the common road . It was also pointed out
to Mr . Schoenfeld that he show contours on his final plan and the topographil
of the proposed road .
There is also a question of a sidewalk from Texas Lane to the common road
which is mostly on Mr , Prince ' s property , Mr . Schoenfeld stated that he
would speak to the owners of the lot involved in obtaining an easement
and do all that: he can with respect to putting in this sidewalk .
FRANDSEN SUBDIVISION m SLATERVILLE ROAD

Mre John S . MacNeill , Jr . , the Engineer , prasented schematic plans for
Mr . Frandsen ' s proposed subdivision consisting of about 65 lots , which
is bounded on the north and east by Eastern Heights , Inc . Subdivision .
Mr . MacNeill dial not request preliminary approval but merely opinions
of the Board re: mbers and suggestions as to layout , etc . It was pointed
out by Mr . MacNeill that the initial phase would probably involve that
portion along Park Lane tying in with Eastern Heights ,
It was suggested to Mr . MacNeill that he redesign those lots shown as
" Block G" between East Road and West Road in order to eliminate the jog
between Sharlene Road and East Road . It was also suggested that the park
area at the northwest corner be eliminated and put in at the northeast
corner in Block: kin place of Lots 5 and 6 .
After further discussion of the plans , it was the decision of the members
• of the Board that they view the site personally to try to reach a solution
to the various problems in this proposed subdivision ,

was pointed out that that portion of Indian Creek Road involved in this
subdi vi. s ion is not a Town Road and neither is the interior road shown e
It was suggested by Fart Fja.ric.n Morey , Town Highway Superintendents that
the interior road end n a " Y " rather than a " T " $ and that both that
portion of Indian Creek Road and the .interior road be deeded over to the
Torn of Ithacan
sRANDSEN . DEVELOPMENT
Upon motion by Ferro Schwan , seconded by Fir . Scannell and carried by
unanimous vote , it was moved that schematic approval be given9 with the
jog between Sharlene Road and East Road restudied and also with the
provision that t:he Board ;gay require that Lots 5 and 6 be reserved for
park area in lieu of the triangle as shown at the northwest corner of
the plan *

for Least Lot 45 is contingent upon the development of a planting plan
by the consultant for a buffer zone along the north line of Lot # 5 and the
adjoining lots within the Mancini propertyo
EASTWOODOF ITHACA , HONNESS LANE m ENOS Ac PYLE
Upon motion by Pro Schwan , seconded by Mr . Phillips and carried by
unanimous vote „ it was moved that the final subdivision plan for this
subdivision be given final approval .
SCHOENFELD DEVELOPMENT
Upon motion by Mr . Vasse , seconded by Mr . Scannell and carried by
unanimous vote ,, it was moved that preliminary approval be granted to the
Schoenfeld Development of 37 lots along the extension of Warwick Place
contingent on the following :
1 ) The conveying of a lot by Rocco Lucente at the northwest
corner of Christopher Circle .
2 ) The presentation of the final form of the plot layout on the
basis of a combined development of the Prince Subdivision ( B .'•- ack�
stone Avenue ) and the Schoenfeld development .
3 ) The provision by the developer of a sidewalk from Texas Lane
• to the new street ( to be constructed by Prince�Schoenfeld ) o
4 ) The ;provision of showing contours on both Mr , Princes ' plans
and Mra S choenfeld ' s plans .
SANITARY SEWER :EASEMENT - EAST LANSING APARTMENTS
Mra Collins made the motion that it is the recommendation of the Planning
Board that a 104� foot sanitary sewer easement be provided by Mr . Schoenfeld
from the west boundary of the East Lansing Apartments property to the
extension of Sandra Place , to be so located that it will be placed
on a boundary between the 100 foot lots as :shown on the preliminary
subdivision plan filed in the Town Offices ,
This meeting was adjourned at 11 : 15 P . M .
