A meeting of the Town of Ithaca Planning Board was held ao the Town
Offices , 106 East Green Streets I thaca q Net., York , at 7 : 30 '' . 11 . on
Tuesday , January ,. 0s 1967 .
Members of the Board pry 1" ent were : Chairman Noel Desch ,, Janes Lacy.
. Dan Bakers John Vasse , Elmer Phillips ,,ps s Jalter Schwan ,, Zoning Officey,
Andy Soyring and Secretary Cheryl S . Benin ati .
Others present were : i4r . Victor De Rosso , Air , and firs . Harris A . Sanderss
A . J . Egner , Angelo Petito , Anthony Oeracche 9 Stanley Tsanls , Esq . , and

This Public Hearings was called to order at 7 .& 30 P . M . in order to give an
opportunity to review the site plan for the proposed development . 111r .
Tsapis presented the site plans showing* the requirements which were re =
quested at the last meeting of the Planning Board on this matter ,
Mr . Egner , who drew up the plans pointed out the locations , sizes , etc .
® of the buildings which are in two groups on the property one north and
one south . Mr . Egner also pointed out the garde of the area , which is
about 10 to 12 % . Each group of buildings has a small pl; iyground ., The
site plan also showed the minimum amcunit of landscaping; . The right of
way has been increased to 60 feet as requested by the Planning; Board ,
No building , except for the northwesterly building; , touches any property
line ,
Mr . Egner also presented the building; glans .which lie explained in detail
to the members of the Board and the oti:ers present * Additional sounds
proofing; in the apartments has been included in the contract , along with
wall�to �wall carpeting . lie also pointed out that the parking; areas will
be blacktopped .
Mr . Tsapis pointed out that these apartments are being built by local
men and that they are investing, over one million dollars in this project ,
Therefore , they will not let this area deteriorate * Mr . Petito will be
living on the site and will be in charge of the maintenance of same,
Mr . Tsapis also stated that his clients have signed a contract with a
February 1 , 1967 starting; date in order th -:t the buildings may be rented
by September 1 , 1967 . The financings aspect has also been commenced .
Quick action on the part of the Planning; Board was requested in order
that the developers may proceed with their plans .
Mr . Egner pointed out the alternate entrance on the pian .for the Board ' s
consideration , which is 200 feet from the other, entrance shown on the
plan . The developer will be deeding; the proposed read , to be known as
Candle Wycke Drive . to -the Town of Ithaca „ The d ;; Valopment is to be

•, certificate from the State approving; 'i } �e same . Mr . Vasse called National
Hom;: ss , and they informed him that they have all the required certificates
for this purposes

The Planning Board recommends that the plan be finally approved subject to
the following revisions
1 . A system of screening on the south side of the property . The heights of

2 . A landscape plan showing* the tree heights and species of trees and
shrubs to be planted .
3 . Building plan of the pool and storage buildings

6o The sewer line under all paved surfaces shall be adequately protected
by encasing in concrete to prevent crushing from traffics

8 . The proposed sign shall be of such size as permitted by the honing

of the view from vehicles entering or leaving Candle ilycke Drive ,
9 . The parking lots and playgrounds should not be so lighted as to be
objectionable to the adjacent; residential areas
Upon motion by Mr . Phi. ? lipss seconded by Mr . Schwan , and carried by
unanimous vote 9 the above retrr
omendation was made .
It is further suggested the developers investigate the possibility of
underground electrification and internal site lighting

Walter Schwan to serve on said committee ,
