PILANNING BOARD MINUTES
NOVEMBER 15 ; 1966
A regular meeting of the Town of Ithaca Planning Board was held at the
Town Offices , 106 ',"Wast Green Street , Ithaca , New Yore , an 'Tuesday ,
November 151966 at 7 #0 30 P . M ,,
Members of the Board present were .o Chairman Noel Desch , Elmer Phillips
James Lacy , Waster Wiggins , ?falter Schwan , John Vasse and Sec; letary
Cheryl Sd Beninati. o
Also presents William Farrell
FARRELL, 665 CODDINGTON ROAD
This Public Hearing was called to order a.t 7o, 35 P . M , Mr . Farrell appeared
before the Planning Board requesting approval of the site plant, This Plan
calls for 6 apartments ( 3. 5 parking spares ) with a semi � circulab; driveway
with one -way antrance and exit ,, It was pointed out to Mr , Farrell that
hi indicate on the plan the slope to drain away from the building sinscwc
there is a 9 � foot drop in elevation From the center of the highway to thfk
building . It was also pointed out that Mr . Farrell should indicate more
precisely the elevations marked on the ;site plana , measured .From the center
of the highway ,,
No persons appeaxed in opposition to Mr . Farrell ' s plan ;
Upon motion by Mr . Vasse , seconded by Mr ,, 1,acy and carr l_ ed by wiani mous
vote , it was moved that Mr . Farrell ° s site plan be approved as corrected ,
Note ,, Mr ,, Wiggins did not pa.rti. cipate in the discussion or in the vote ,

tura Desch suggested that each ,-nember of the Tanning Board examine the sit
personally to determine the requirements of the Board when the developer
comes before the Board at a Public Hearing . Mr . Wiggins stated that he wil :�
contact the developer to see when a public hearing should be set on this
matter .
PROPOSED NORTHWEST SEWER DISTRICT
After discussion and examination of the engi. ne ,erIs map , it was moved by
Mr ., Phillips , seconded by Mr. Schwan and carried by unanimous vote that
the Planning Board suggest that before moves are made to solidify the
proposed Northwest Sewer District , further studies be .undertaZ.en by
Dozier Engineers , Inco to include the present concentration of property
northwest of the intersection of Bundy and Trumansburg Roads and Elm
Street Extension at Valley Road . Economic c:onsiderata. oxa will r� � uix-

TOWN REmNUMBERING
As property is sub = divided and assigned n libbers , there have been cases
where the numbers are in the wrong sequence or in a sequence not comparable
to the entire Towno Mr . Desch stated that the Planning Board should
emphasize to the Town Board that someone ( preferably the Assessor ) should
take a look at the whole Town and bring the numbering situation up to a
standard . However , no motion was made on this matter until such time as
Mrs ]Lacy can look into the matter and brink; a report back to the Board .
SIDEWALKS
Several residents along Coddington Road would like a sidewalk from Rich
Road to the City linea However , the only thing this Board can do is to be
alerted to the sidewalk situation in the Town whenever a developer comes
before the Board with a plana
FOREST HOME ROAD PROPERTY
Upon motion by Mr . Wiggins , seconded by Mr . Phillips and carried by
unanimous vote , it was moved that the Planning Board suggest than: the Town
Board instruct the Supervisor , Mr . William B . Kerr , to recommend to the
County Board of Supervisors that a parcel of land designated on Map 66
Parcel 3 16 on the Town Assessment Maps , be acquired by the County for the
purpose of alleviating the hazardous traffic conditions which presently
exist in that area of the County Highway located within the Toon of Ithaca .
LIGE
Upon motion by Mr . Schwan , seconded by Mr ., Wiggins and carried by unanimous
vote , it was moved that the Planning Board recommends that the lighting
program be completed as originally proposed with the following revisions .
1 ) the intersection of King Road with Danby Road be reduced from two to one
light ; and 2 ) a 7000 Lumen light be added at the intersection of the new
northeast walkway with Warren Road . The approximate number of 45 lights
need completion at a cost of approximately $ 2 , 0000
Mr . Schwan and Mr . Lacy were appointed as a committee to come up with a
list of people to consider as replacement for Frank Liguori who has resigned
from the Planning Board . Mro Wiggins suggested Mr . Reginald Collins as a
possible replacement .
This meeting was adjourned at 9 : 30 P . M,
