. PLANNING BOARD MINUTES
AUGUST 9 , 1966
A meeting of the Town of Ithaca Planning Board was held at the Town
Offices , 108 East Green Street , City of Ithaca , at 7630 Palo on Tuesday ,
August 9 , 1966 .
Members of the Board present were < Chairman Desch , Walter Wiggins , John
Passe , James Lacy , Walter Schwan , and Secretary Cheryl S . Beninati ..
Also present were , William Lower , Rocco Lucente , Seville Reulein , .and
Angelo Petito .
WILLIAM LOWER ELM STREET EXTENSION
Mr . Wiggins stated that Mr . Lower is now the sole owner of the property in
question , and that Mrs Wiggins is no longer financially involved in same .
Mr . Wiggins suggested that the proposed road in the proposed development
terminate in a cul- de - sac which would require extending the maximum
length requirement of the cul® desacs with restrictions on development of
. lo=' s , until such time as a different access woad is bull.to Mr . Wiggsns
also pointed out that the proposed road has a 60 foot right � of�- way , end ,
therefore , there will be sufficient room for improvement of the intersectiof
at Elm Street .
Upon motion by Mr . Schwan , seconded by Mr . Lacy , and carried by unanimous
vote , it was moved that preliminary approval be granted to Mr . Lower , and
that the culmde � sac length requirement be extended so the proposed "road
will run approximately 1000 feet from the north side of Elm Street rightm
. ofmway to the south edge of the proposed cul- de � sac ( diameter of culamde �
sac o 100 feet ) which would permit the development of 10 lots pending
public sewer and water . It was pointed out to Mr . Lower that he should
have the planning consultant carefully study the intersection of the pro
Posed road with Elm Street , and also show all public utilities , etca; : Mr .
Wiggins abstained from voting due to conflict of interest .
ROCCO LUCENTE p BIRCHWOOD AREA
Mr . Lucente presented to the Board an artist 's view of houses which he
plans to construct in the future in the Birchwood Area , and he aske d . the
Board ' s opinion on same: . Mr . Lucente also submitted photographs of Some
completed houses of this type ® Each unit would contain 10 efficiency
apartments . However , the lot sues are only slightly larger than those
required for a one ® family dwelling . This would require res zoning of the
area to permit multiple residences , and Mr . Lucente mould also be required
to " add 7500 more square feet . It w �:$ suggested to Mr . Lucent: that he
submit a master plan of the area showing the several multiple residences
( 10 ® 11 buildings ) , rather than merely the one multiple residence , and
also showing the position of buildings on the sits , ;!.howing diffemnt
exteriors and elevations .
REULEIN a PETITO TRUMANSBURG ROAD m 5 . 7 ACRES
Mr . Petito appeared before the Board requesting a change in zoning from

residential to multiple residence . Fir . Petito has contracted to purchase
.the property from Mr ,. Reulein , subject to the Board ' s approval . Mra :
Petito presented a site plan prepared by Egner and Neiderkorn , topograph®
ical plans , floor plans ; and sketch of proposed development at completion ,
The: following facts were pointed out to the Board by Mr . Petito :
1 . There will be a total of 77a64 units ( 42 one -bedroom units .and
35 - 42 two - bedroom units ) ,
2 . There will : be 11 units per building ,
3 . Each building will be 2 1 / 2 stories high ,
4 . There will be a play area and swimming pool .
5 . The laydout shows the buildings to be varied , preserving the
view for each buildingsa..
6 , The lay - out shows landscaping of the
Mr . Petito stated that .he would prefer to have the proposed road shown
on the site plan as a Torn road rather than A: . private road , There. .is a
possibility ` hat the : road may connect at soma future time with the road
which is presently claimed to be owned by Mrs. Marinos , It was pointed
out that the drivew.•.y at the end of the road would have a sufficient radius
to allow plows ingress and egress . The road is shown to have a 60 foot
right � of -way ,
Several of the buildings show parking in the front of same , but Mr . Petito
stated that this could easily be modified , and he also pointed out 16
parking spaces per building ,
Upon motion by Mr , Schwan , seconded by Mr . racy , and carried by unanimous
vote , lot was moved that Air , Petito be granted preliminary approval , and
the Hoard is to recor..mend to the Town Board that they schedule a Public
Hearing on same , the foregoing contingent on a 60 foot right of way for
the road , and Health Department approval , Mr . Wiggins abstained from
voting due to a conflict of interest .
BUDGET
Mr . Wiggins suggested that the Board be allotted sufficient funds to hire
a consultant when the need arose to evaluate various matters coming before
the Board which require time lacking by members of the Board ,
Chairman Desch is to come up with a report which will be submitted to the
Town Board .
This meeting was adjourned at 9 . 30 P . M .
