PLANNIN07, BOARD MINUTES
. MAY 109 1966
A meeting of the Town of Ithaca Planning Board was held at the Toch
Offices , 108 East Green Street , City of Ithaca , at 7 ; 30 P . M , on
Tuesday , May 10 , 1966
Members of the Board present were ! Chairman Desch , James Lacy ,
Walter Wiggins , Elmer Phillips ,, Frank Liguori , Water Schwan , John Vasse
and Secretary Cheryl Se Benni.natio
Also present were : Leonard Liberman and Thomas Senn ,
The meeting was called to order at 7 : 30 P . M .
No action was taken on ' approval of the minutes of the April 12 meetirW; ,
Chairman Desch submitted a letter to the Planning Board members from
Robert J , ,bells concerning the development of John Marion on Snyder Hill
Road , Six lots in said subdivision have been sold and four houses
built , but no subdivision plan has been filed . Mr . Phillips suggested
that Chairman Desch write a letter to Mr . Marion staking the requirements
of the Planning Board with respect to filing a subdivision plan .

The discussion was opened again for Mr . Libermanis proposed development
on East Shore Drive consisting of three stages : 1 ) a car wash and gas
facility ; 2 ) a drive- in restaurant , 3 ) a motel , Mr , Phillips inquired
of Mr . Libeymiein as to whether or not he has a plot plan , Mro Liberman
replied that he first wants to know if the Planning Board can take any
definite action concerning the car wash and gas facility , Mr . Desch
informed the members and Mir . Liberman that he had written to the Town
Board after the April 12 Planning Board meeting , and this matter was
discussed at the May 9 Town Board meeting , The members of the Town
Board agreed that a variance would be needed for this facility . which is
to be operated in a Commercial 04E " zone . Mr , Liberman stated that he
had interpretated the Zoning Ordinance in a manner in which a facility
of this type would be permitted in this zone , The members of the Plan
ping Board replied that if this facility were solely for the convenience
of patrons ofthe motel , such use: mould be justified , but this does not
seem to be the purpose of the car� wash and gas facility .
It was pointed out by Mre Phillips that at the last meeting , Mre Liberman
was requested to submit a site plan to the Board before any (ttition could
be taken on the approval or disapproval of the building pewit , and also
that either a Variance or re - zoning be granted before such approval with
respect to the car *gash and gas facility ,
It was the cor ;; lusion of the members of the Board that they cannot pro=
teed on this mutter until a site plan is prepared showiro, phases gine and
two of the proposed development , Also , they cannot adhere to the request
that they pass on ramzoning or ask the Zoning Board of Appeals to pass
on a variance , If Mr . Libemlan were to ask for a recommendation on re=
zoning , the Board , according to their interpretation of the law , would
not approve the same at this tl'me ,

REPORT BY THOMAS SENN MEMBER OF REGIONAL AND CITY PLANNING BOARDS
At the Board ' s invitation , Mr . Senn attended this meeting of thePlanning
Board in order to enlighten the members of the Board as to what is
occurring with reference to an alternate route for Route 96B coming
north into Ithaca . Mr . Senn presented a large map of the South Hill
area showing the three major traffic contributors to South Hill o National
Cash , Morse Chain and Ithaca College . There are two proposed routes
1 ) a loop which starts at the north end of Ithaca College , runs by Morse
Chain and ends up where the Ithaca Bowling Alley was located on Elmira
Road ; and 2 ) a route starting at Ithaca College , running by National Cash
and coming; out near Albany Street . One of the major problems as far as
the State is concerned is that the State feels this is a local problem ,
whereas the Regional and City Planning Boards have pointed out to the
State that this is a regional problem .
Mr . Senn also displayed a map of the Cass Park Ithaca Festival area and
answered questions raised by the members of the Board . The Board members
expressed their appreciation to Mr . Senn for presenting a very thorough
report on the above topics .
STEPHEN JACOBS E ALLEN 0 . JACOBS SUBDIVISION
Mssrs . Jacobs presented a map to the Board for preliminary approval as
a plan , which map was prepared by Carl Crandall , dated April 20 , 1966 .
It utas pointed out that part of the proposed subdivision lies within
the village of Cayuga Heights and part of * the proposed subdivision lies
within the Town of Ithaca This is a resdential 15 zone in the Town .
The subdivision would include residential building lots in compliance
with the ordinance with respect to size . Mr . Schwan made a motion that the
Board refer the map back ` o the developer for topographical additions .
Mr . Liguori made a motion that the map be approved as a preliminary plans
which two motions were incorporated , seconded and carried by unanimous
vote
NORTHWEST SEWER DISTRICT 6 NORTHWEST MATER DISTRICT
Chairman Desch suggested that this Board evaluate whether the boundaries
of the proposed districts are properly located and / or whether or not
other properties should be included . Mrc Liguori agreed to look over
both site plans and report his findings at the next Planning Board
meeting .
