A meeting of the Town of Tth , o .,3. r anrgin Board was held at the Torn
Offices , 108 East Greer. Street ;, r * tv of Ithaca , at 7 : U0 P : M ,: on
Thursday , March 8s 1966
Members of the Board present were : Chairman Desch , Frank Liguoril,
Elmer Phillips , Richard Perry , Walter Wa, r; g1ns , Robert J . 1,4el, ls and
Secretary Cheryl Beninali
Also present were . Harry Hamilton , 'Esq and Lagrand Chaser.
The minutes of the February 8 , 3. 966 mean tinct were Approved as read .

Mro Hamilton presented a survey C1 a portion of the Schoenfe " d

in this subdi. vsion which are very large and could easily be rade into
three lots, Mr . Chase stated that- "efore he. spent rano money on a new

would give preliminary approval for sante ,, lot was pointed out that
the water and sewage facilities are already in ,
• Upon motion by Mr , Wiggins , seconded by Mrs Phi3. l9ps , and approved by
unanimous votes a. L was moved that Mr . Chase be gi en preliminary
approval for converting these two lots into three lots ,
COMPTON SUBDIVISION
The Board reviewed the pre ?imin " r-y subdivision plans " Property of Roy
Compton , George Compton , James Lacy " datewd Ju ?y 19 , 1965 , prepared by
ToGo Miller The Board has asked the developer to poInt out; t- he
various ri7hts of way on the prela.nHoary map before tine Board r-; ran t
approval of same ,, The mu ? n problem with the proposed lay== caul of the
lots is the: high tension lime running through the subdivision houses
cannot be built on a right of way under a high �: ension line c t,, . ., rex ay
suggested that the Board . in order -to proteez prospective buyers „
require the developer to specify on the man those lots affected by
the high tension line . It was also pointed out that if the developer
were to study the problem more $ he could actually Fret more .for his
money and , -therefore , protect the 'buyers of the lots in the subdivision
It was also po ?nt: ed out that before this plan can be accepted by the
Board , the lots have to be numbered ,
Mr , Wells reported to the Board that he has suggested -to Tom Miller
that the roads and lots be re � Dlot •ted so the developer would not be
affected by the high tension line: . There: are five main lots under
the line as now shown on the plan. There are also twelve road Crosslligs
. under the high tension lime shown on the map as submit ted ..
It was moved by Mr ,, Wiggins s seconded by Mr ,, ? "hillips , and carri ; : el by

also to return the plan when he writes the above- referred to letter ,

MORSE (CHAIN COMPANY ADDITION
A preliminary map was presented to the Board for approval of the
proposed addition to ?horse Ch .:: In Company ,, This area . s industrial
zoned , as pointed out by Zoning Offices Wells . Beforcl any construction
can take place in industrial zoning , a site plan has 7: o be approved
by the Planning Board

sewer aftear the road is completed ., A 20 � foot easement would be

new road The Board requested Bob Ta. ? lrian point out s ..F> ecifically
where the three drainage cults shown on -thn site plan t,ould permit the
water° to drain .
There was also a question raised about the new road intersection at
Route 96B . However , this s i 'i uation is in a state of f l ' .ax at the
present time due to tha fact that plans for 963 are not defftnite at
this time . Therefore , no decision was tirade on this matter .

A proposed 2oca . law fvr the regulation of junk and salvage yards was
submitted to the Town Board , at which time tit was suggested that the
Planning Boards, Zoning Board t and Town Attorney ,, review the samne . It
was pointed out by Mr . Wells that this proposed local law would combine
the provisions of General Municipal Law 136 and the Town of Tthcknka
Zoning Ordinance . ?fir . Nligpins suggested that the Town Attorneys -James V ,
Buyoueoss prepare an amendvirant to the 'Zoning Ordinance to aceompl. i. sh
this objecti ve9 rather 'than have a l.oca ► law for same . Mr . Wells pointed
out that his main problem as far as zoning is concerned is the enf.e.>rceM*

After discussi. on , it vaasmoved by Mr . Wigg.ins , seconded by Mr , Phill1;1js
and carried by unanimous vote that the Board feels it is in the best

Uguor.i stated that he has bad specialists from, the Air Pollution
Control .Board in Albany consulting on this mntter o Thee Air pollution
^ ontryol Board asked for more data ., a.no Mr , Liguori is expecting C+ full
report within a short period of time .

Mrs Phillips inquired as to whether anyone from the Town of Ithaca
wa. s asked to go to Syracuse along wllflh the s9roup from the City in
connection with Roue 96B , Mrs T.Ji ? UOVI stated that no one from the
Town went , although they crere irs i. t ed , and that a corzimun ity group ,
consIsting of members of the municipali. ties involved , will submit

Mrs Liguori stated that he i' 8lt th s Board has passed the Planning
stage and that the Board now set, ilp the mechanics of operat S ng the
proposed parks
It was moved by Mr , Wigg :kns s sec aided by Mr. Perry , and carried by
unanimous vote that the Plann- Ing Soayvd hira Mr . Exner to gzve the
Board an action puri in order that the Sorard can go to the Town Board
( with an estimated cost of •t- he park program ) w th a resolution and
request for funds .,
It was also suggested that he Board Fet a proposal from Mr' ,, Exner to
see what he coraes up with In reference. 'to a feasible. means of having
a permanent staff member who cOul.d attend Planninp Board meetings
and give his opinions on this matter and other similar matters , Mr ,
Wiggins stated that he wound contact Mr Exner and Mro Niederkorn iri
this respect ,
