that this proposal be subm •teed to she Town Board , that the 'planning;
Board is in agreement over the list a ; submitted to the Town Board ,
and that the alterations made on the :List by the Planning Board are
worthy of consideratioll o
COMPREHENSIVE FLAN FOR SOUTH HILL
Mr . Phillips brought out the following; points it connection with a
comprehensive plan for the development of South Hill inthe Town of
Ithaca ; 1 ) the cost of such plan would be about the same whether
it is done by someone out of Corney+_ or whether :it is done by
the Regional Planning Board ,; 2 ) time is -t ie big question . For . Phillips
suggested that the Board subnit a proposal to both the Regional
Plunn :bng Board and a private concern to see what they come up with
-and then take the two results to the Town Board with a stipulated

It is the consensus of the Planning Board at the present time that
the Plannin ! Board is not capable of pulling together the facts
alone . It was brought out that Mr . Kerr , Town Supervisor , should
be questioned as to whether the Play- nines Board has the right to hire
someone to prepare this plan . The Board can either go to the Regional
Planning Board , the 'Preater Ithaca. Planninv Board , a private concerns
or our own 701 .
PARK STUDY
C ;"Iairman Desch submitted a letter tis the Town Board on this subject
in which he brought out the fallowing points
COURSE OF .ACTION
Ao Initi_ ate a park acquisition study including the
following
1 ) Comprehensive evaluation of 1964 rIRPB Report .
2 ) Flans of Board of Education pertaining to
fu4Cure- s >,hool play areas and their availability
status .
3 ) Establishment of alternate sites .
4 ) Coordination of site riecommendations with current
subdivision planning; already underway .
5 ) Recommendation of recreation area acquisition
program , including priorities of acquisition ,
estimated acquisition costs , methods of
acquisition .
Be Review the site recornmeadati. ons of planning consultants
and initiate steps required to acquire the property .

Planning Board as Park Commission , the Planning Board should go to
the Town Board and submit their proposa.' s , 3XICluding in the suggestions
to the Town Board what steps should be taken to determine maintenance ,
equipment , etc: , of the acquired areas ,
