as shown , to go with lot 7 for access ,, is deemed adequate

In other business , Mrs Liguori presented a report and
recommendation of the nominating committee for new
offj cess o Pers Noel Desch , Chairman and Tare James Lacy ,
Vice ®Chaiamanm Polls closed and in a motion by Mr . Liguori ,
seconded by Mr . Perry and carried the Secretary was directed
to cast one ballot electing proposed slates so done .

Chairman Vasse inquired as to -the present status regarding
the proposed Koppers Company ra - location4 No recent; action
or information being reported , the Zoning Officer was
directed to write the C,° ompa.ny for information ( so done
ll/19/65m )

In a discussion about# the neva Toirn photo Map Mr ,, Phillip :
indicated that he had knowledge of an adhering plastic sheet
material which should be satisfactory for use over the entire

After considerable discussion regardii ng roads , particularly
right � ofway requirements , thL Zoni . g Officer was directed
to write the Town Board suggesting a continuance of the

or connecting roads and 50 ft , rights � of •�way for " minor "
loop or cul �demsac roads at the discretion. of the Pla:aning

In the discussion of reads Mr 3 Liguori raised the question
of requiring toppiag.g of nes, roads prior to acceptance , but
it was decided not to recommend same since it was felt that

in our present state of progress or de�relopnent the hard
ship imposed on the developers by such action would tend
to be detrimental to the overall Town interests . Also it
was felt that with oiir problems and need of providing wager
and sewer services to different areas , that where possible
service lines should be -installed prior to surfacing to
avoid doing the fob twice or more . To date road surfacing
has been a general. Town .:harge and this is felt to be proper .,
It was , however, strongly recormended, t1lat the 1.11own Board
acquire the services of ayi engineer to rev se and upgrade
the specifications for Tot::rn roads o of pEarticular a.mportaace
in this area is the. road base,
REGIONAL PLAN
It was suggested by T=IC' . Phillips that the entire South 1-12. 11
section of the Town needs immediate attention -o ? canning wise a

Board be asked to update the Regional Plan for the Greaten
Ithaca Area with special mphasis and priority being given

PARK PLANS

CORrdELL UNIVERSITY SMOKEy
Mr . Phillips questioned the smoke nuisance , with respect to
the present operation of—the Cornel- ? Uni_ versity heating plant ,,
and the application of the Zoning Ordinance -thereto .

industrial districts and in addition , generally speaking ,
the legal necessity of the University ' s complying with a
Zoning Ordinance is questionable . Mr . Liguori stated �ha.t
he was presently working on this matter through the University
and he felt that a solution to the problem would be provided
very soon ,

Mr . Lacy briefly reT iewed for the Board a project .for
lighting especially hazardous or populace locations in the
Town on which he is currently working at the request of
Supervisor Kerr

A letter from Mr . Carl Matin , who is presently building a
house on Indian Creek Road .) requesting that the ^ own consider

After consideration the Board reComimends that the Town Board
allow this reques m and asks Thr . Man. to agree to permit our

eliminate the necessity ol� their backing up far enough up
