Hamilton- presented a revised tentative plot plan showing the proposed Multiple Hotasing development to be located on a portion of the Schoenfeld lands west of Warren Road ° He also ,gave a complete runQqdown , using a fipvsheet type of pre - sentation , of • the proposal and read acid presented a letter up®dating a survey previously acquired by biro Schoenfeld in 1960 reporting on this general a_rea, o Water and sewer services are both indicated as aVallable to this project . At conclusion of his presenia€ ion , Mro Hamilton invited comment or questions from anyone present . No comments or questi :ins from the publico Mr . Minutes of the February 8 , 1962 meeting approved as mailed . Dr . Hirshfeld presented a proposal for a 1500 square foot addition on the Tompkins County Professional Building on ._,, Trumansburg Road . This plan being a final site plan as far as exterior building size and location , and me :-: ting all the _ requirements of the Zoning Ordinance Motion by Marion , seconded by Vasse ® and Wigg.mns abstain . Carried © Site plan dated March 1p 1962 for an additional medical suite on the Tompkins County Professional Building be approved , allowing for possible alteration of outside appearance of southerly elev ,� tion if desired , provided it would conform with the overall architectural design . Mr . Barry Hamilton presented a plot plan and proposal for Mr . Otto Schoenfeld for an apartment project to be located off Warren Road on a portion of the Schoenfeld property, and requested re - zoning of " he 3 . 3 acre site from Residential Zone R � 15 to Multiple Residence Zoned The four buildings proposed would provide eleven family units each kei. th a total of 44 apartments . Mr . Schoenfeld offered a copy of a professional survey which he had made in 1 6.0 and recently brought up to date , which shows this area being suitable for multiple housing use and also pointing out a need for this type of ho : ising in this general location . Mr . Marion reported for the Zoning Commit '. ee . on this proposal and presented copies of the Committee report ( copJ . herewi 'th ) o Motion by ' Perry , seconded by Bruska . Carried . Report of Zoning Committee presented is accepted and approved . Letter from architect submitted ( copy herewith ) : Proper procedure aad sequence of action in prooessing of this proposal ex- plained by Mr . Liguori . Discussion of board resulted in motion by F ? umerfelt , seconded by Bruska . Carried , Plann.i.ng Board will hold a special meeting on Larch 16 , 1962 at 5 .660 P . M . for the purpose of further study of this proposal and/ or other appropriate business . Meeting to be held ' in the Supervisors Room of the County Court douse and the interested public is invited . Secretary .instructed to insert ad in newspaper. to this effect , . Mr . U' `LJ 1EHTS In reviewing the proposal submitted for the Weebrook Apartments9 we of the Zoning Committee find that the proposal fails to comply with the multiple housing ordinance as4follows * 1 . Insufficient number of parkin; spaces e The ordinance requires one space for each proposed unit plus one additional space for each three units . 42 spaces axe shown . 59 spaces are required . 2 . The north unit shows a 30 foot front yard set back . 50 feet are required . 3 . Space between buildings must be approximately 25 feet . In sufficient space between second and third buildings . 4 . Screened - in areas must be provided at eAch building for refuse storage . 5 . Buildings are in excess of 2 stories at the front :: How ever in this case the committee feels UIat the developer ' s reasons for the higher than normal basement elevation are justified , and that a variance should be granted on building Height . The committee , however , sug ; ; ests that the developer look into the Multiple Residence haw with regard to -this additional heights It may be sufficient to require fire escapes and exit lighting on the second floors . • 6 . Foundation plantings are not shown on prints . These should be indicatedo It is the recommendation of this committee that the Planning Board give this proposal serious considerations if the above deviations from the multiple dwelling ordinance are complied with and provided municipal sewer and water a:^ e available . We ma' - e this recommendation based on the following facts * 1 . We believe that multiple housing of the garden type variety , send controlled by a zoning ordinance are compatible with the residential areas of the town, and the area. proposed for this development is especially suitable . 2 . The national trend is -towards Multiple Housing .. Accord- ing to FHA figures , there was a 23 , 9 % increase in multiple housing units in 1961 , over 1960 . At the same tine the increase in single family units was . 6 of 1% , During 1961 32 % of all housing units were of the multiple dwelling type . Increased cost of construction is expected to increase this percentage . An analysis of this national trend and its application to the Town of Ithaca indicated to us that a need for such develop • ment exists in our town . 3 . Failure to permit multiple housing to develop in the Town. of Ithaca can have a serious effect on the overall develop — ment of fhe City and Town . The surrounding towns cannot Zoning Committee Repott ( conte ) Page 2 provide the sewer and water facilities to make multiple housing development an attractive business venture for the developer , We believe that most of the multiple housing development . will naturally take plat { , in the city and town of Ithaca ° While the real potential for economic growth in the city of Ithaca , lies in a growing commercial development , this commercial develo = iment is dependent upon a growing population in the surrounding areata 4 . Zoning must be :ised as an aid in the orderly development of the town , We feel we must give serious consideration to multiple residence proposals which are not in conflict with the natlAral growth and orderly development of our comwe.unity .
