Present - Phillips , Bruska , Saunders , Marion , Wells , Wiggins•, Vasse
Neal Stamp , Corne13 representative questioned Art . 3 Sect. 4 q 4 , why approval
of Zoning roard to Cornell in specific areas . He feels Cornell should have a special
permit to build without going to Zoning Board as long as all requirements are met .
Art. 14 Sect . 77 q 7A , Stamp does not feel that this section applies to Cornell
or if left in ordinance should be written in the negative . Cornell would have to
convince the Zoning Board that they fit into the requirements . q 7B , Cornell would
not fit this in asking for a building permit , another reason why a blanket permit
should be given to the university.
Geo�Idgman - Feels that Eusiness C better fits the area in which this type of
operation is being carried on . Any further development would be in the best of taste
and fit in with that area .
A . W. Chamberlain - When the original bank loan was made to build these establishments ,
it was then zoned a business C area and the loan made with a continuance of this
designation in mind .
• G . l�eckenbgrg - Talking for West Hill residents in relation to the R-15 lot size .
Yajority wanted R-9 lots or less restrictive R-15 dots . Presented petition signed
by 70 or so residen.,ts . He stated that the R-15 area north of Yeeklinberg Road may
want to retain this designation , doesn ' t know now .
H.� - feels that actually the people want a less restrictive area and are not
really. concerned with lot size . They want to keep boats or horses # in their yard or
have a repair shop of various types in their garage or basement .
J . d�asse_ - Pointed out that many of the people in that area who signed the petition
did not know what they were signing , none of them had any idea of what the Zoning
Ordinance was all about .
G. Igckenbera - asked if a new catagory between the R-9 and R-15 could be made with
some split restrictions that would meet this need of the West Hill area .
J. MacDonald - speaking for Therm Inc . explained the petition presented at the last
reeting with the aid of an area map and indicated the proposed boundry linea , streets
and adjoining property with acres ' involved . A map will be furnished to the Planning
i:. Board with the various properties coded by Therm,
A . Pakkala - has developed this area as residential and the industrial development
makes it undesireable , does not want to see any additional expansion . Also wants
egress to this area and is seeking legal help . After much effort on his part , ' he
has suceeeded. in improving land so bank loans may be rade by future developers ®

J Mac onald - gave a brief history of Therm and also pians for future development
and use of the newly acquired property.
J.-�p- speaking for the Chamber of Commerce presented a letter to the Poard
supporting the industrial development in the Tow" of Ithaca ir general and supporting
Therm in particular . The letter was signed by Frank Saturn and Dave Cutting , chair-
man of the Chamber of Commerce Industrial Development Comirittee .
John Varion - presented to the Board a map of his sub-division in the Pine Tree -
Slaterville Road arcao It was suggested that K . C . Parsons go over the map with
Marion to make the necessary revisions pending funds available . Potion by Saunders ,
second by Wiggins that the Board approved the first two lots on Pine Tree Road
immediately South of the FeEntee property. Carried .
J . Vase - presented a proposed sub-division preliminary map in the Bundy Road area
and will have survey and map rade for a forral presentation at a later date .
The following action was taken by the Board in amending the proposed Zoning
Ordinance .
1 . Change the 450 sq . ft . - 2 farlly dwelling clause to read 50% of the first
floor area . Notion by Wiggins , second Fruska , carried .
2 . Change the R-40 lot to 150 ft . front by 200 ft . deep and cal] R� 30 . Votion
by Wiggins , second Vasse , carried .
3 ,3 Delete any 20% variation in lot size . Notion by Saunders , second Phillips ,
• carried .
4 . Pertaining to multiple resideneep delete "25 ft . in height" restriction and
substitute to permit 112 stories above high ground level side . " Yotion by
Saunders , second Wiggins , carried .
5 . Ra -zone the Judd Falls - Ellis Hollow Road area ( Ideman ) from business B to
businsss C . Yotion by Fruska , second Yarion , carried .
6. Zone Southwest corner of town ( Bostwick Road ) as Agriculture as requested in
letter and petition from fam. owners in that section . Notion by Wiggins ,
second Saunders , carried .
Corrections. to January 20th minutes - T 4 line 7 delete the word "not" in the
section "that it would (riot ) be in the best interest . "
46 line 3 change professionals "desired " to read professionals "hired . "
Next meeting February 17, 1960, this meeting adjourned at 11 : 50 P .Y.
