Minutes Jano 21 , 1960 Meeting
Tovpkins County Court House
'resent a Ligouri , Wiggins ., Phillips , Yarion , Saunders and Boynton .
Also members of the Town Board and many residence of the Town .
This was a joint aeeting of the Planning and Town Boards for the purpose
of having a public hearing on the new Zoning Ordinance and crap .
The meeting was opened at 7 :45 P .Vo by Supervisor Boynton who read the
legal notice and gave the general theme of the meeting . Phillips then
explained in general terms the zoning ordinance and map outlining the various
rraidential , industrial and business districtso After this the meeting was
opened to discussion and questions from the floor . Soreof these comments
and questions are noted below .
J, M on Felt that the 450 sq . ft. area for a two family dwelling was
inadequate and the same size was called for in all districts .
C . Be & r How can one get through a residential district - to develops a
light industrial area ?
. L.L. Bostwick Can a person have an R�9 lot in an R®15 district and is a farm.,
OK in an R-15 district if already there ?
H Can a person develops a large area in the rear if he has only a
200 ft, lot fronting the road .
J. P� On page 11 Sect . 12 Art. 1 of the zoning ordinance can a person
have a trade shop or office in his home ?
H .R . -DeGra�ff I would rather see R-9 lots instead of R-15 lots in the Elm St .
extension area and I think the others here tonight from that section feel
the same . (A show of hands was asked for and the majority favored the R-9 lot ) .
H Go on The R40 lot size with a 20% variation to as is not rights, it is
inconsistent .
C . Givaan In our neighborhood the lots are about 150 ft . front and 200 to 300 ft .
deep . I would rather not see a hard fast rule on front variations , the
ordinance should be simple and not keep us running to the Appeals Board for
changes .
H.R. DeGraff Smaller lots rake it cheaper for a person to develops a sub®
division, why not use 100 ft . front lots providing the soil can handle the
septic system.
M. Dula This becomes spot zonir_g if you change only one small area in a
large one .
FFo Saturn Would like to see page 16 Sect . 23 Art . 2 changed from width min-
imum of 200 ft . to 150 ft o
H , F . DeGraff Feels that 200 x 200 ft , lot is excessive and would like to see
150 ft . front providing sanatation requirements are met . (Show of hands was
asked on change of R40 lots to 150 ft , front . P'a jority favored ) 9'
C . Crandall Against 200 ft . lot , felt that a minirurr. of 140 ft . front by 175 ft ,
deep would be good provided adequate soil conditions would give good septic
service .
T . rowers There is no leeway in the ordinance for the planning or zoning boards
to make allowance by calling for a 2 story or 25 ft , high duelling , Will present
. . to the Planning Board plans for a professional building to be constructed across
from the hospital .
F , Bryant Would like to have business area at intersection of Judd Falls Rd .
and 113is Hollow Rd . (Ideman property ) changed from B to C . Plans for an
insurance office building across from the Odd Fellows Home will be presented
to the Planning Board soon for approval .
D. Ferguson Feels plans should be made for additional shopping areal in the R-15
districts for future population growth .
J . Yae Donald As a director of Therm Inc . presented to the Town Board a petition
requesting expansion of the light industrial area in this section and explained
why the company was asking this . ( Copy of this petition will be sent to all
Board members at a latter date ) .
A . Pakkala Presented a petition signed by 20 residence of the Kendall -Penn Ave .
area protesting the expansion of any industry in this section . The petition
read as follows - " We the undersigned residents and tax payers of the Ithaca
Urban Area so called do hereby protest extension of industrial installations
and activities into our neighborhood . We have spent years endeavoring to iYr-
prove it as a residential section . We consider it an encroachment upon our
rights and interests to have anyone plans intend , or act upon grandiose schemes
at the expense of our neighborhood . "
E . Hollister Felt 450 sq . ft . for a two family dwelling not enough extra space ,
thought 750 sq . ft . sho»ld be substituted in ordinance . Also stated it should
be proportional to size of house and not up to Board of Zoning Appeals .
With no further questions Boynton stated that all the facts would be
considered , zoning ordinance and rap revised and another public meeting would
be held before final adobtion . Yeating adjourned at 10 : 30 P Y .
