HomeMy WebLinkAboutPB Minutes 1960-01-20 TOWN OF ITHACA PLANNING BOARD i Minutes Jan 208 1960 Meeting Greater Ithaca Regional Planning Poard Office The meeting was called to order at 8 : 00 P .Y. by Chairman Ugouri with the following members present : Fessrso Bruska , Ligouri , Yarion , Phillips , Saunders , Vasse , Wiggins , and Supervisor Boynton . In addition several citizens were present during ,cart or all of the meeting. The following topics were discussed . 1 . Yr . Phillip Wsllick brought the board members up to date on the status of the connecting road from Triphammer Road in the City of Ithaca to 'Marren Road in the Town of Ithaca which traverses the sight of the planned dormitories for married students of Cornell TTriversity . This was for information only and no action was required . 2 . 11r ., Authur Prince presented rough plans for further development of his properties on Five Mile Drive . After some discussion,, no approvals were given but Mro Prim 1aas instructed to submit a corplete plan in accordance with the Subdivision Regulations of this Planning Board incorporating the suggestions offered by members . ' . It was pointed out that the maps required and the details called for on these raps were :recessary, clearly ir_dentified in the regulations , and that no partial or tentative approvals would be given or implied until compliance with established procedures was rade . 3 . lir . Richard Berggren presented a map and asked for a tentative approval of a development . bounded on the West by the Trumansburg Road ,, on the South by the City of Ithaca line and on the East by the Ishigh Valley Railroad right�cf=�way. Several points were discussed 4 members with Mr . Berggren , the principal one being the new location of Route 96 . As a result a motion by Saunders , seconded by Bru®ka v that action be deffered on Mr . Berggren = s request and that Yr . Phillip Wallick be asked to seek the advice and help of the State Board of Public Works concerning their plans. for Route 96 and - its relationship with the proposed development during his forthcoming trip to the Syracuse office of the State Board . Mir . Berggren agreed to this procedure and the notion was unanimously passed . Q . The Chairman VY . Ligouri announced some opposition had developed among residents of the Northwest part of the Town of Ithaca over the establishment of a pharmacy at the medical building planned by Dr . Hirshfield and his associates . Mr . Ligouri read a letter received from Dr . Hirshfield explaining further the reasons why a pharzrscy was needed and signifying the intent of the doctors in� volved to see that the pharmacy would be anintegral part of the medical facilities and that it would not be in the best interests of all concerned . It was felt that the restrictions governing the establishment and any subsequent modifications of activites in a Business A district probably included enough safeguards to protect the interests of the neighboring residents . 5 . The Chairman, lro Ligouri , announced the receipt of a letter from Mr . Reed Bonney of the Grange League Federation concerning the establishment of a garage on the Danby Road , No action was required and the letter and supporting documents were filed with the Subdivision Subcommittee . s2 6 . Nr . Saunders requested some discussion concerning the policy of this board when confronted with subdivision plans that d9d not conform to the general planning proposals submitted by professionals desired by the Planning Poard . The ,general consensus was that while many different plans might be submitted by many different professionals and it would be difficult to establish it any absolute sense that one was superior to another , it nevertheless appeared to the Board that any subdivision plans that differed in any major way from the overall plans prepared br .this Board ., in order to gain approval , should clearly show their advantages to the Town and its residents in preference to the plans of the Boarde Ir view of this, the subdivision plan submitted by TY . t'r'ine at the meeting on Deco 16 was not descussed further and instead a motion by Phillips , seconded by Bruska9 that the plot plan prepared by Yr . K . 0. Parsons for this board covering the area in the Town of Ithaca North of Hanshaw and West of 'Marren be sent to Yessrs . Prince and Schoenfield for their information and to assist then in their planninge Passed unanimously. 7 . The question of whether or not the State of New York was subject to the restrictions of the Town Zoning Ordinance was discussed . Yr . Boynton submitted a letter from the Department of Audit and Control which showed ( in their opinion ) that the State was not bound by any Zoning Ordinance . In view of this , the Supervisory ?'r . Boynton , was asked to communicate with Nr . Robinson of the r'unicipal Planning and Zoning Division of the Coirmerce Department to further clarify this matter with particular reference to Cornell University and to State projects being supervised and to be operated by Cornell University . g . Several points were discussed in connection with the latest revision of the Zoning Ordinance . No action was taken inasmuch . as some revisions would be re� quired following the public hearings The meeting was adjourned at 10 . 39 P .Y . Respectfully submitted Byron W.
