MINUTES OF THE PLANNING BOARD OF THE TOWN OF ITHACA
AUGUST ..2 1g59
Present ** Chairman Watson , Liguori , Phillips , Vasse , Marion ,
Saunders and Boynton .
The meeting was called to orde rand the minutes of the July let
regular meeting were approved ,
la Mrs . Glades Woolf presented her pre preliminary plan of the
subdivision oi: l�' ot�s cin the Trumansburg and DuBoise Roads . She
also presented[ a sketch plana for information purposes only , of
the proposed subdivision of anterior land . Mr . Liguori stated
that the interior lots might not meet with the specifications of
the Health Department and that there was no assurance that any
sub � didision approval would be given by the HE&1th Department ,
The Town Highway Superintendent would have to approve all road
locations , drainage , grades , -traffic intersections . etco However ,
neither of these considerations would affect the lots on the Trus
mansburg and DuBoise Roads ,
MOTION by Vassea RESOLVED , that lots J and K and
the remaining lot on DuBoise Road bounded by Franklin
and Toby , of the plan drawn by Eo B . Crum dated August
4a 1959 , of -the subdivision of Walter Woolf be approved
subJect to a 60mfoot right � of jway remaining , as shown ,
from the Trumansburg Road .
Seconded by Saunders . Carried ,
( Lots J and K are the two remaining lots to be sold on
the Trumansburg Road )
20 MOTION by Watson , WHEREAS the late Ea Te :Hurst has
been a member of the Planning Board of the Town of
Ithaca since its organization and
WHEREAS he has given generously of his time and tal =
ents to the deliberations of the Board on behalf of
the citizens of the Town of Ithaca ,
BE IT RESOLVED that -the Planning Board expresses its
appreciation for the services rendered by Elmer To
Hurst and acknowledes with gratitude his wise and
patient counsel. i.n Tte deliberations , and the members
of the Planning Board recognize the loss of a loyal
friend and devoted public servant .
BE IT FURTHER RESOLVED that a copy of this resolution
be forwarded to his family in expression of the sin®
cere sympathy of the members of the Town of Ithaca
Planning Board ,

3 . Arthur Prince introduced „ for discussion by the Planning Boa.rd. ,
the map entitled " Francis 0 . Underwood Property on Hanshaw Road. . "
drawn. by Carl Crandall and dated October 21 , 1958 ° Mr . Prince was
accoxpanied by Mr . A . W. Chamberlain , who will from time to Lime
work as Mr . Prince ' s agent during the period of svbdi.vi. si. op? o Mr .
Prince asked for approval of all lots lying within -the Hanshaw Rd .
sewer districts as drawn on the aforementioned map . 1 was pointer'
out by the Board that the proposed plan does not tare development
patterns of the neighboring subdivisions into aecou.art .
A preliminary ,easter plan study of 0 C . Parsons shoeing th,e; dela�b
ions of the area subdivisions with emphasis on the olasci and eafety

road because of additional traffic
MOTION by Saunders : RESOLVED , that the p .�°ecprellmin.ary
approval be given to Mr ,, Arthur Prince on only the nine
( 9 lots fronting on Hanshaw Road as outlined in the
map drawn by Card. Crandall dated October 218 19580

. MOTION by Phillips : RESOLVED , that the P .:+. anning Board
shall send a copy of the tentative master p1c@.a of the
Northeast area as drawn by Km Co Parsons to onginger
Cara. Crandall for his advice during develfopmif )nt of the
Schoenfeld and Prince subdivisions iia the Noi. At:heast;
area of the Town of Ithaca. ,

4 , Philip Wallick and Richard West presented a prelimi.x .a.:f;Y master
plan of the Northwest area , The presentation suggested factory of
traffic circulation , with new proposed roads * density of future de .
velopmentsy two alternative locations for a commercial site general
location of parks and schools which will 'become necessary a,3 the
area develops .

5 . After discussion , the following proposed changes and additions
to the Zoning Ordinance were recommended to the Town Board for action ,
MOTION by Marion , RESOLVED , that Article 4A be added
to the Town ' s Zoning Ordinances Article 4A covers
1° Design.ed Business Distracts . " ( For context see ap �

MOTION 'by Phillips a RE SOLVED , that the area bounded
North 'by Routh 13 � South by -the Lehigh Valley Raj. l.
roads East by Judd Falls Road. and W es t by the City
of Ithaca , be rezoned to light Industrial from. its
present Residential zoning.

MOTION by Saunders o RESOLVED , that Section 1 ( 6 ) ,
Article I be amended to eliminate the word " more "
and ,substitute the word ll tveo " and that Section 4
( I ) e Article ISS: be amended to read " dwelling for
one or two families . "

MOTION by Saunders RESOLVED , that Section Article

III be amended as follows * Delete the words , " Shall be

purposes shall not continue for a period in excess of
eighteen ( 18 ) months unless such period is e `;tended by

6 . Piro Watson a.rmoun.ced that his resignation from the Planning Board
`diad been given to the Town Board because he will be leaving I -Ehacao

placed in nomination as Chairman of the Planning Board .
