HomeMy WebLinkAboutPB Minutes 1958-11-05 MINUTES OF PLANNING BOARD MEETING November 5 , 1958 This was a joint meeting with the Board of Zoning Appeals . . Present : Watson , Phillips , Hurst , Liguori , ' Vasse , Fogelsa.nger , Ralston and Cook . The meeting was held in the Supervisors Room of the County Court House . Mr . F . 0.. Underwood presented a preliminary plan - for the sub-division of his lands which lie North of Hanshaw Road and just East of the Village of Cayuga Heights . The following pointswere brought up for discussion : 1 ) Coordination of drainage with Schoenfeld and Smith , adjoining property owners , 2-) The proper . connection with the sewer now running through a ten- foot r . o . w . ' strip . Rocco Lucente presented his final revision of the ,Winston subdivision . Frank Liguori is to review the proposal . The present plan provides direct ' access from the South boundry to4Hanshaw Road . _ Mr . Gordon reported that all . interested property owners along Renwick Brook had . agreed to the drainage proposal for Winston subdiv- ision made by Carl Crandall . Rocco Lucente is to provide a $3000 bond for a period of five years to (% over the alternate proposals which Mr . Crandall made in his report . Both Harry Baker and John Miller , the Town .and County Highway Superintendents have given their approval to this drainage plan . Mr . Lucente was asked to complete all necessary froms and then present his final application ' for approval to the Planning Board . It was moved and seconded that a public hearing be called for the December 3rd meeting if these forms have been submitted on time . Mr . Eugene Dennis and Mr . Graham , ` his engineer , -submitted preliminary papers on the sub-division of the Dennis property off Coddington Road . . It was moved that an informal -hearing be held either on November 19th or 20th at the Inlet Valley School for the purpose of listening to any suggestions which area residents might have on a light industrial zone in the Elmira-Bostwick Road area . Mr . Watson is to arrange the date . The zoning of property belonging to George Ideman was brought before the Board at the request , of Fred Bryant who is acting for Mr . - Ideman : There was considerable discussion . of- the Slaterville Road , Pine Tree Road , Ellis Hollow Road area and the suitability of places within this area for planned commercial zones . When the def- inite need for such a . zone arises or . as time permits , the . Planning Board is to study such a z*ne . It was moved . by Liguori and seconded by - Vasse that the staff of the Regional Planning Board ,be employed to review the Town of Ithaca - Zoning Ordinance . ' A maximum of $300 is to be spent for this review . Carried . At the request of :Loren Marion a letter submitted by him at an earlier date was stricken from the :record . Mr . Marion said that he had misunderstood the function of the Planning. Board at the time the letter was written and that ne now feels that the - Planning Board is and has been doing a good jobe An informal public hearing is to be held on Dec . . 3rd at . Court House regarding the Or. application of Atlantic Refining and Charles Collins for rezoning . Atlantic ' s representative stated that Atlantic would purchase Burgess property if area rezoned to business . Next meeting . to be joint meeting of Planningd Zoning Boards . an : -2- Minutes of Planning; Board Meeting of November 59 1958 Phillips moved and Watson seconded the motion that K . C . Parsons be employed to study a planned commercial area in , the Northeast, districttof the Tonn . Carried . A' motion by Hurst and seconded by Vasse that the : Zoning Officer be empowered to review all pre preliminary sketch plans submitted by sub-dividers . The purpose of the review would be to eliminate the large number of errors made in the preliminary plans as they are submitted to the Planning Board , and to save the developer unnecessary expenses .
