• Present : Phillips , Hurst , Chairman Watson , Ligouri and Vasse .
1 . Application for Rezoning of Property of C . Collins - Corner of Warren and A nchaw .
Mr . Hamilton of Atlantic Refining Company said that Atlantic has an option
on all of the present Collins property . Atlantic wants to build a two bay service
station . Loblawls , P & C , Grand Union and Acme are interested in cooperating with -
Atlantic in the development of the area . One of the stores was quoted as saying that
the area could probably support a large market development within two years . Four
and a half acres are available for development . Mr . Phillips asked that Atlantic
present a definite plan for the area , showing location of proposed stores , parking
areas and landscaping . When a definite plan is proposed a public hearing will be
called to determine whether or not such a development is desirable and necessary .
2 . Rocco Lucente appeared with his engineer , Carl Crandall . Ben Boynton reported
that after talking with the Losher Company of Rochester , engineers for the town
of Brighton and with Mr . Newman , he felt that the responsibility for any increased
flow of storm water due to the construction of ditches and culverts is the legal
obligation of the Ieveloper . Carl Crandall pointed out that the drainage easements
which had been asked for by the Highway Superintendent at a prior meeting should not
be the responsibility of the Developer but r*ther should be obtained by the Town .
He said that any drainage easements which were taken -by-.-Ahe Town would prevent suit
by the property owners adjoining streams , in case of washing of the banks of those
streams . There was considerable discussion about who should pay for improvements
made necessary by land subdivision . Mr . Crandall said that if the Town took the
• attitude that each Developer should pay for all improvements made necessary because .
of his development that there would be no further subdivision in the Town of Ithaca .
A resolution was proposed by Mr . Phillips and seconded by Mr . Ligouri that
Harry Baker , Highway Superintendent , should review the proposed plans made by Carl
Crandall for drainage of Winston Drive subdivision . If he agrees that the system is
acceptable and the +size of the culverts is correct , then the plan should be submitted
to $ie Town Board for a decision on who should pay for the work involved . Rocco
Lucente was asked to get more accurate figures on the cost of installing drainage
culverts and Mr . Gordon was asked to talk with John Miller concerning the proposed
work to be done under Warren Road .
3 . Mr . T . H . Parker appeared with his preliminary plan for subdivision of his lot
on Northview Road . It was suggested that Mr . Parker revise the lot lines so that lot
Ido . 4 could have more frontgge on the cul-de-sac . Mr . Parker was also asked to show
contours , proposed drainage , water supply , sewer , etc . The general plan of the sub-
division was acceptable to the board .
4 . Mr . Gene Dennis appeared to show the progress which had been made on his sub-
division cal ed Clifton Heights . He said that the road and drainage had been .
approved by Harry Balker on preliminary work maps . The Planning Board told Mr .
Dennis to proceed to make his final drawings of the subdivision , showing sewers ,
drainage and all other necessary data listed in the subdivision regulations .
5 . Mr . Casey Parsons presented his land use study of the land lying between Five
Mile Drive , Seven Mile Drive , Bostwick Road and the Elmira Road . ' He stated that
within the City of Ithaca there is almost no good land available for industrial
development - that any land zoned for industry within the city is low and subject to

flooding . The area under study lies twenty to thirty feet higher and yet is con-
veniently located . It was agreed that the property owners of the study area should
be brought together as quickly as possible so that they can work together for the
development of the area . Drainage- easements , screenings , plantings , etc . should be
carefully considered by the owners . Elmer Hurst will assume the chairmanship of the
committee to coordinate this activity . He will be assisted by L . Mgrion .
6 . Extension of sewers to Cornell Univ ersit ' s Elanned Research Develo went Cente
was discussed . It was the feeling ofmost of the members present that expenditure
of public funds for extension of facilities to Cornell without paymentfor such im-
provements by Cornell would set an expensive precedent . Any extension of free public
facilities to Cornell ' s Research Center would be followed immediately by applications
for extension of public facilities to other established or proposed manufacturing
districts .
