ITHAA TOWN PLANNING BOARD

Present : Watson ,Vasse , Hurst ,Liguori . Boynton and Liguori
Absent : Philips
Nir . Townsend of Tarryington Drive and chairman of the civic improve
ment group of that area was present as an observer during the meetings ,
Mr . Gordon announced that the annual meeting of the New York State
Federation of Orficial Planning Agencies is scheduled for Sept . 12th and 13th
at Bear Mountain , New York. Mr . Gordon and Mr . Boynton are planning to attend
and other board members are welcome to attend at the expense of the town if
they wish.
Mr . Gordon read a proposed amendment to the planning regulations
suggested by MrO Connie Cook . Mrs . Cook suggested that an addition be made to
Section 4B of the Subdivision Regulations granting the planning board authority
to review any sub-division plan filed with the County Clerk but not yet completely
developed . It was pointed out that the Planning Board has this same authority
through a recently adopted state regulation and that the proposed amendment
seemed too inclusive . The proposal was tabled for further study .
Elmer Hurst proposed that the Town Board adopt a building code in
order to improve the quality of building. After some discuaaion , the proposal
was tabled for further study and comrlents at the next meeting.
• Mr . Rocco Laucente was present during a discussion of various proposals
on the control :)f multiple family units in residential zones . Discussions point
ed out the need for better control over multi -family init construction . Liguori
proposed that this be controled by regulating lot sizes for multi -family units
so as t o provide reasonable seperation between multi -family units and single
family units . Mr . Boynton proposed that the definition of " residences " be
changed so as not to include multifamily units of greater than two families .
This in effect would prevent the construction of multi -family units iniesidential
areas except as may be approved - by the Zoning Board of Appeals , or as may be
approved by the Planning Board in the connection with the development of garden
type apartments in sub - divisions . After considerable discussion of the merits
of the two proposals , the matter was tabled for further discussion at the next
meeting .
Motion was made and duly seconded that the Town Board be asked to
undertake engineering studies to determime ways and means of providing sewerage
service to the :people of the Town and the feasibility of providing a town
water syptem to supply all or portions of the existing water districts . Motion
was unanimously adopted and Mr . Gordon stated that he would carry the proposal
' to the next Town Board meeting.
