PLANNIGN BOARD OF TE TOWN OF ITHACA

All members were present .
Mr . Enos Plye presented and discussed a plan for the development of
15 lots on his tract of land on Honness Lane . Mr . Pyle ' s plan appeared to be
well laid out . However it was felt desirable to have a more complete plan
showing the proposal for the whole tract of lamd , not just 15 lots . Mr . Liguori
pointed out that soil tests on the tract of land and in the area in general
have not been satisfactory andthat it is necessary to construct sewage dis-
posal systems in fill in that area. He also stated that the 15 lots in a sub-
division with sewage disposal systems in fill might establish a dangerous
precedent which would place the Health Department in a position where itis
mould be forced to approve such plans for other subdiciders in the ii:mediate
area . Although sewage disposal sustems in fill are rigidly designed . there
is insuffieient :information available to insure satisfactory operation for
extended periods of time . Mr . Liguori advised Mr . Pyle that the. proposal
would be given consideration by the Health Department andthat he will recieve
a reply one way or the other . Mr . Pyle left a copy of the plan and a letter
stating his proposal for the Planning Board files .
Ben Boynton announced that the Town Board is holding a hearing in
connection with the proposed trailer ordinance at 5 P . M . on Juhp 6 . He
urged that Planning Board members attend the hearing . Mr . Boynton briefly
went overthe provisions of the trailer ordinance . t is anticipated that
local trailer camp operators may object to some of the requirements .
Chairman Watson discussed in general the activities of the Regional
Planning Board to date .
Chairman Watson pointed out that the Board has available $ 1 , 000
® for planning studies during the year . It was agreed that since the basic
map of the town together with a rough location of property lines was pre
pared last year , that it probably would not be necessary to employ a trained
planner or engineertD carry on the needed activities during the coming
summer . It was agreed that any parttime person employed by the Planning
Board should be under the supervision of Mr . Ben Boynton and under the
direction of the Board as a whole . Preferably this individual should be a
local person who is familiar with the town. Chairman Watson and Ben Boynton
were given the authority to seek such a person and to employ him at a rate
not to exceed $300 per month for a period of 2 months . Mr . Watson agreed
to consult with Board members by telephone prior to employment .
It was agreed that the basic map should be expanded to provide
an up -to-date land use map and a master plan for proper development of the
town. There is a need for organization of the Planning office including
provisions for map and file storage and it was agreed that this should be
done . Mr . Boynton also suggested that it may be advisable to carry on a
land survey of thetown boundaries as present surveys do not appear to be
accurate . It ws; s suggested by Mr . Liguori that this might be a proper
function for joint participation by the City of Ithaca , the Village of
Cayuga Heights , the Town of Ithaca and possibly some of the surrounding
towns . It was generally agreed that the task of providing for such a service
was not the responsibility of the Planning Board although the Board is
definitely interested in an accurate survey . 0

�vrr . Phillips. had. nothing new to report on his proposal to amend and
clarify tha gri. cultural zone sections of the Zoning Ordinance .
Motion was made by Mr . Phillips that the Town Board give serious
consideration to amendment of Section 47 of the Zoning Ordinance which states
in part that amendments to the. Zoning Ordinance shall be submitted to the. Board
of Appeals for review. It was felt by the Board that this is a proper function
for the Planning Board and that the words, "Board of Appeal " be deleted and the
words " Planning Board of the Town of Ithaca111 be inserted in Section 47 .. The
motion was seconded and adopted .
A letter was received and filed from Pyr .. Lawton J. Pugsley concerning
an old structure owned by Clara Heidt on the East Shore Drivewhich is presently
used for storage. It is said that the build is structurally unsound , that
it obstructs the . view of trafficend that it is a general public nuisance .
Mr . Boynton also produced a letter signed by several neighbors requesting that
something be done to removethe building. Mrs . Heidt hadirefused to allow the
building to be town down. It was .felt that the Planning Board has no juris»
diction over such structures and that Mr . Boynton should do whatever he thought
he could *nder the existing regulations to give the people relief .
Mr . Boynton discussed the need in the Town for regulations covering
the storage.* deposition and holding of refuse on premises . He stated that a
certain- gas- station on Elmira Road was disposing of oil cans over a bank
creating a very unsightly problem. Mr . Liguori volunteered to draft a proposed
amendment tothe zoning ordinance covering the storage amd the holding of refuse:
on property . The. suggested amendments are as follows :

"'Offensive material as used in this section shall mean any sewage ,
fecal matter , manure , garbage , dead animals , meat wastes , tankage ,
brine , urine , or any putrescible organic matter or the contents of
sewage: cesspools , septic tanks or chemical toilets , either in the
liquid. or solid state or any other substance or liquid dangerous
or pre - judicial to health" .
• " The term rubbish as used in this section shall mean paper , card**
board , abandoned automobiles , parts and accessories , abandoned wood
containers , cans , bottles or any disposable type containers " .
• " No person , firm, corporation , or municipality shall permit , deposit ,
store or hold any offensive material on any premises or in any
building or structureunless such material is so treated , screened ,
covered or placed as t o not create a nuisance detrimental t o health .
