HomeMy WebLinkAboutPB Minutes 1957-03-11 SPECIAL MEETING OF THE PLANNING BOARD OF THE TOWN OF ITHACA March 11 , 1957 PRESENT : Watson , Hurst , Philips , Liguori , Boynton, Ray Mace , George Abbott , Mrs . Constance Cook At the request of Mrs . Constance E . Cook , Attorney and resident of Coy Glen Road , a special meeting was held to discuss the proposal of. Mr . Goerge Abbott for re- zoning of a tract of land on the east side of Five Mile Drive from residential to industrial . Mrs . Cook filed with the board a letter dated March 11 , and signed by her . This letter stated her opposition to rezoning of this tract of land . Briefly, Mrs . Cook was concerned about spot zoning , the inopportune timing of the proposal in view of the current studies on flood control and re -location of route 13 , safety and traffic problems mat associated with the proposed plant and other arguments . In response to questions , Mr . George .Abbott stated that he has been trying to locate a new plant site in the City of Ithaca for sometine but has been unable to find a suitable site . He stated that it is his desire to construct a nice looking plant that will be a credit to the community . He has an option on lands owned by Mr . Marion and Mr . Knight . He stated that his industry would not create noise nuisances . It is planned to employ around 300-400 people . He proposes a one ;story structure with offices in front , the front to be faced with brick and the other walls possibly of ornamental type aluminum . Upon questioning he said that the city has informally agreed to run the sanitary sewer to the city :line . It would be his responsibility to run the sanitary sewer to the building site . He stated that the employees would probably have about 100 cars and that adequate provisions would be made for parking . The plant will operate normally at a shift of between 8 and 4 : 30 . Mr . Abbott stated that only a small portion of the plant will actually be located in the present r&s3dd4htia:1 'zone, the majority of the plant located in the present industrial zone . Mr . Philips read a proposed amendment to the zoning ordinance which would make provisions for a light industrial area . The board generally agreed with the wording of the proposal and asked Mr . Philips to polish it up before submitting it to the town board for consideration . Mr . Philips is to give the secretary two copies of the resolution . Next meeting was scheduled for April 3rd at 8 : 00 p .m . At three p .m . Saturday March 16th an open meeting was held at the Inlet Valley School by residents of the Coy Glen Road , Glenside and Five Mile Drive area to discuss the current proposal for rezoning of a portion of the larxis east of Five Mild Drive from residential to light industrial . Present at the meeting besides residents of the Coy Glen area were Ben Boynton , Ted Watson , Harry Gordon and Frank Liguori . Mr . Hal Huntley was elected chairman by the group . Following a brief intaoduction by Mr . Huntley, Mr . Watson was called on to discuss the proposal . He did an exceptionally good job of explaining the purpose and objectives of the planning board a d gave an unbiased summary of the situation as proposed . The participants 4E the meeting asked several questions and a friendly and informative attitude prevailed . It was agreed that before final action was taken the planning board would invite the public r 1 at to a meeting/which time the proposal can be further discussed . ' Y fes'
