Present - Chairman Watson, Gram, Philips, Hurst, and Liguori; members of the board. Harry Gordon, Supervisor; Carl Crandal; John Reps; LaGrande Chase, Jr. Chairman Watson - Briefly outlined the proposed regulations and opened the proposal to public discussion. Gordon - Submitted affidavit of publication of notice of public hearing.. Copy attached. Crandall - Discussed several ree-.ommendedamendments to regulations as proposed. Copy of his recommended amendments was received and is attached. Chase - Spoke briefly urging that the board take every step possible to keep cost of develpoing subdivisions to a minimum. Watson - Stated that all comments will be considered carefully before final adoption of regulations and stated that it is not the purpose nor intention of the board to hinder subdivision development by unnecessary controls or burdens. INSTRUCTIONS FOR SUBDIVIDERS Planning Board of.the Town of Ithaca Tompkins County This packet contains complete information and data needed for the sub- mission and review of plans of realty subdivisions in accordance with the Planning Ordinance of the Town of Ithaca and the Laws of New York State. Please read these instructions carefully. They will be helpful to both you and the Board in expediting your plans quickly and efficiently. It is the expressed purpose of the Board to promote sound planning of subdivisions without surpressing development through unreasonable demands. With your cooperation, we can assure orderly development of the town and avoid many of thle problems usually associated with haphazard development. You will find in this packet several forms and documents. They have been prepared to help'you. The blue forms are instructional and may be used by you as a record and a guide. They should not be submitted to the Board. The white form (except for the copy of the Subdivision Ordinance) must be completed and submitted to the Planning Board. Briefly the pro- cedure is as follows: PRE- APPLICATION CONFERENCE Prepare a simple sketch of your proposed subdivision and arrange with any Board member to attend a regular monthly meeting of the Board. At this meeting, we will. discuss your proposal in an informal way. You will then arrange with a licensed engineer, architect or a surveyor to prepare a preliminary plan. PRELIMINARY SUBDIVISION REVIEW After an engineer, architect or a surveyor has prepared a preliminary plan, you or your engineer will arrange to attend a meeting of the Board for a review of the plan. You should bring with you the following: 3 - copies of the plan on paper 1 - copy of State of information After review and comment, you will proceed with the final plan and advise the Board at least two weeks prior to the next regular meeting so that we may arrange for a public hearing and final review of the plan. FINAL REVIEW AND HEARING At least two weeks before a regular Board meeting, you should make an appointment for final review and a public hearing (required by State Law). At the hearing, you must submit the following: d r 0 402- 2 - copies of the final plan on cloth (one for the Board and one for the County Clerk) 1 - copy of the final plan on paper for the Board and as many additional copies as you wish stamped and approved 1 - copy of a Certificate of Approval of Water and Sewage Facilities by the County Health Department. (Copy not in this packet. 1 - Copy of Letter of Transmittal. 1 - Copy of Certificate of ownership and Dedications. 1 - Copy of Review of Streets and Drainage Proposals by the Town Highway Superintendent. 1 - Copy of Certificate of Review of Performance Bond by the Town Attorne if roads and drainage construction is to be deferred to la ater d.te. .1 - Copy of Certificate of Street and Drainage Construction if such have been constructed. 1 - Copy of Certificate of Review of Dedications by the .Town Attorney. 1 - Copy of Approval Of Zoe Board if Variances in the Zoning Ordinance is involved. Copy not in this packet.) After the hearing and review)-one copy of the plan on cloth will be stamped and must be filed with the County Clerk. Map size: 16" x 23" or 32" x 46" with a 1" border outside of ruled mar- gin on three sides. A 2" border must be maintained along the left side. Scale not greater 1" to 1001 . North arrovt designated as to true or magnetic. Reservation of land for public use and easements shown on plat. Easements, not less than 10' wide. . Location and description of all monuments noted on plat. Corner markers permanently located and shown on map. Bearings and distances to nearest established control points or official monuments noted on map. Boundary lines of tract drawn with reference to accurate bearings shown. Lengths of all arcs, radii, points of curvature and tangent bearings shown. All dimensions and angles of ali'lot lines and street lines shown. Lots and blocks numbered or lettered in order. Street profiles and cross - sections conform with Highway Department specifications. Location of any easements, water courses, sewers, water mains, bridges and culverts, existing and proposed within and adjacent to the sub- division. Topography shown by contour intervals of not more than 5 feet for steeply sloping.ground and not more than 2 feet for flat or gently sloping land. ...... Lot lines and building set back lines shown. Variances of the Zoning Ordinance shown if they exist. Location of swampy areas or areas subject to flooding.
