There were 83 Building Permits issued in 1973. 2. Fees collected for Permits and Appeals - $1,376.00 were remitted to the Supervisor. This was an increase in Fees of $332.00 and a decrease of three (3) Permits issued from 1972. 3. The value of construction started is $4,367,717.00, down $764,000.00 from 1972. 4. DESIGNATION OF OFFICIAL NEWSPAPER Motion by Supervisor Schwan; seconded by Councilman Desch, RESOLVED, that the Ithaca Journal be designated as the official news* paper of the Town of Ithaca for the year 1974. Unanimously carried. APPROVAL OF OFFICIAL BONDS Motion by Supervisor Schwan; seconded by Councilman Desch, RESOLVED, that the bonds for the following Town officials and Town employees in the following cuaounts be approved: Town Supervisor, Walter J. REPORTS OF tOtfty OFIfICIALS Barbara Holccmb, Chairman, Planning Board. Mrs. Holcomb re viewed the year 1973 and reported that the Zoning Board of Appeals, had had seven meetings during the year and the Planning Board thirty- one. She noted that final approval had been given to such projects or develo^ents as Eastwood Commons (which is building tho first phase of 40 units); Grcff Associates Low and Middle Income Housihg for the Elderly project (100 units); Beacon Hills (first phase, 60 units); extension of Drew Park Subdivision (an additional 19 units); Anthony Leonardo Subdivision on Danby Road (9 units); Haag & White multiple residence project (not being pursu^ by Haag & White at j ^e moment); expansion of Sam Peter TV and Appliance storage area (not yet undertaken by Mr. Peter); expansion of Maguire Gardens greenhouse area; Cornell University proposal to construct chilled water plant (Planning Board has no objection to this proposal); Monkemeyer "Springwood" Subdivision (approval not final but ex pected soon); Arthur A. Prince Subdivision, St. Catherine's Circle (legalities appear to be completed, water and sewer has been in stalled, and the roads are in). Mrs. Holcomb reported that during the spring term two girls from Professor Stuart Stein's Plamiing Department at Cornell Univer sity worked for the Town on development density, subdivision regula tions and park policy drafts (which have not yet been acted upon). The Town has responded to a request of the Environmental Protection Agency for identification of unique natural areas by citing Lick Brook and Coy Glen. The Town also responded to the Department of Transportation environmental impact statement with respect to Routes 96 and 13. Mrs. Holcomb reported that planned projects for 1974 include completing approvals which are now in process for the Monkemeyer "Springwood" project, the new Zoning Ordinance as a No. 1 priority, some minor amendments to the sign ordinance, completion and adoption ^ of an extraction ordinance, further work on the park policy and sub- I division regulations. Kenneth Kroohs. Planning Engineer. Mr. Kroohs reported that he done inspections on-site of developments as they are under con struction; that the Town now has a survey of Campbell Avenue and a final cost estimate. Work is progressing on an ordinance with res pect to regulations covering planting of trees and bushes near inter sections. (This will be in all probability be a part of the new Zoning Ordinance rather than a separate ordinance.) He said he yrould be working with the Planning Bohrd in a non-rofficial capacity, withOiit pay, for -the nextf three or folir months to complete the new Zonii:^ Ordinance^^ Hb will assist in pre senting ^d defending it at public hearingis. -He noted that Ken Kroohs leaving the Town in ' Juild 'And said he would be glad to help wi-to interviews for a replacement. He also offered his services and said he would be pleased to se^e as a mehiber of the Planning Board or Zoning Board of Appeals ini'l975, 1976, or 1977 when vacancies occur. ' i ' ' David W. Cowan. Zonihd Officer* Mr. Cowan reported that in 1573 there was a prolifOration of funked cars^in the Town Of Ithaca. Mr. Cowah said this ;mattei: would be, followed up ih jaccordance with Section 136 of the danetal Municipal l4w (Regulation of Automobile Junk and Junk Yards) which defiheA an "Auto Junk Ysird" as a place of storage br deposit, whether or not in connection with a buainess. Of two or more ^registered, old or second hand automobiles no longer condition for legal use on the highways. The Zoning Officer intends to protect the citizens of the Town of Ithaca from the proliferation of junked cars by their restraint ot elimination as a hazard to thehealth, safety, and welfare of the area. Notices ^^11.90 forward soon to those in violation (those having no license to operate a junk yard business). Mr. Cowan reminded the Board that in about 15 months, the three- year time limit will have expired with regard to non-conformina il- Signs. Councilman Desbh recommended that in late 1974 noticesshould be sen^ to the owners of the signs which must come down. ROUTE 13^ NORTH TRIPHAMMER ROAD OVERPASS Supervisor Schwan reported that he had attended a meeting regarding the Route 13 North Triphammer Road overpass. The meeting was an attempt to get a consensus about the proposal as designed. No con sensus was arrived at. There are a number of people who are opposed to the project, but do not have an alternate proposal. Mr. Schwan was concerned that if the present design is not accepted the State will abandon the project. REFUNDS ON ROAD OPENINGS Motion by Supervisor Schwan; seconded by Councilman Desch, RESOLVED, that $400.00, representing $100.00 deposit each for street opening pemits for 214 Eastern Heights Drive, Sharlene Drive and- Eastern Heights Drive, 114 Eastern Heights Drive, and 208 Eastern Heights Drive, be refunded to Eastern Heights, Inc. out of the Trust & Agency Fund, based on the fact that all work on these street open ings has been completed satisfactorily emd in accordance with the Town of Ithaca Highway Superintendent's road specifications. Unanimously carried. INTERSECTION LIGHTS Supervisor Schwan reported that the New York State Electric & Gas Corporation has requested the Town to change from incandescent to mercury vapor intersection lights. It appears that such lights would be somewhat brighter (an increase of 300 lumens), would use less electricity, but would cost about $2.35 more per light per year. Mr. Kroohs indicated the lights could be directed better (that is, less glare in residences). The matter was tabled until more in-put could be received from the areas most affected. APPROVAL OF WARRANTS Motion by Supervisor Schwan; seconded by Councilman McElwee, ^SOLVED, that the Warrants dated December 31, 1973 in the follow ing amounts be approved: General Fund $ 21,639.44 General Fund (encumbered) 1,589.76 Highway Fund 5,762.86 Highway Fund (encumbered) .... 3,156.22 Water and Sewer Fund 1,030.79 Unanimously carried.
