SPECIAL BOARD MEETING
July 30, 1973
At a Special Meeting of the Town Board o^ the Town of Ithaca, Tompkins
County, New York, held at the T6Wn of Ithaca Offices at 108 East Green
Street, Ithaca, New York, on the 30th day of July, 1973, there were

CODDINGTON ROAD WATER II^PROVEI^NT
Supervisor Schwan reported that a number ot residents on the Codding-
ton Road had requested extension p:l| wSter tt> their properties, since
their wells as inadequate, and such water SS they receive is muddy
or sulphurous. They described their situation as critical. Lozier
Engineers, Inc. has prepared a niap,, plan> ,and report on the area to
be watered, cost of such improvement estiiriated to be $29,000.00. The
intent of the Board is to provide the proposed improvement without an
increase in the current $23*00 water rate, a portion of the cosb of
the proposed improvement to be derived from projected additional units
— from Beacon Hills, Eastwood Commons, Ithaca-Elm Maple Avenue/ and
Groff Associates. SinCe it appeared to the Board that the Coddington
Road area is the most critical water situation in the Town at this
time, they took the following actions
IN THE MATTER OP THE ESTABLISHMENT OF A WATER li^ROVEMENT, PURSUANT
TO ARTICLE.12-C OF THE TOWN LAW, IN THE TOWN OF ITHACA, TOMPKINS
COUNTY, NEW YORK, IN THE CODDINGTON ROAD AREA (NEAR TROY ROAD) , TO
RE CONSTRUCTED AND FINANCED AS A TO?JN WIDE WATER BiPROVEMENT
WHEREAS a map, plan, and report were prepared by Lozier
Engineers, Inc., competent engineers, duly licensed by the State of
New York, showing the boundaries of the proposed improvement, and a
general plan of the proposed water improvement, and a report of the
proposed method of operation, and
WHEREAS said map shows all outlets and the terminus and course
of each main drain, together with the location and a general descrip
tion of all public works required, including lands and easements to
be acquired, and
WHEREAS the benefitted area and/or the location of the pro
posed water improvement is described in the annexed Schedule A, and
WHEREAS the improvements prpposed are as followsn water mains,
hydrants, valves, and appurtenances and facilities will be constructed
aj.ong Coddington Road to furnish municipal water to the properties in
the above described area, and
T'THEREAS the maximum amount proposed to be expended for said
improvement and for the acquisition of the necessary lands and ease
ments is TWENTY NINE THOUSAND DOLLARS ($29,000.00), and
WHEREAS the proposed method of financing the cost of said
improvement consists of the issuance of serial bonds of said Town to
mature in annual installments over a period not exceeding thirty
years, payable in the first instance from assessments levied on all
the lots and parcels of land in the entire area of the Tovm of Ithaca
(outside of any village) v/hich and as the Town Board, pursuant to the
provisions of Section 209-q, Article 12-C of the Town Law, shall, in it
its discretion, provide and determine to be benefitted by said Town
Water Improvement, and

WHEREAS said map, plan and the report describing said
improvement are on file in the To\-m Clerk's Office, for public
inspection,
NOW, on motion of Supervisor Schwan and seconded by Council
man Desch, it is hereby
ORDERED that the Town Board o^ the Town of Ithaca shall meet
and hold a public hearing at the ToWn Offices at 108 East Green Stree
(third floor), Ithaca, New York, in said Town, on the 13th day of
August, 1973, at 5O0 p.m. on that day to consider said map, plan
and report, and to hear all persons interested in the subject thereof
concerning the same and to take ^uch action thereon as is required
or authorized by law. .
The adoption of the tore^oihg order was duly put to a vote,
and upon roll call, the vot6 v/as as follows!

The order was thereupon declared duly adopted.
SCHEDULE A
The water main shall connect with the existing water main
at the ^ intersection of Troy Road and Coddington Road as shown on
the said map of Lozier Engineers, Inc. and thence shall run south
easterly along the westerly line of Coddington Road about 1,600 feet
to a point at or near the southeast corner of the parcel owned by
John and Martha Bodine (Tax Parcel 49-1-9.1).
The several parcels which will be immediately serviced by
the water mains are described as follows;

The area to be benefitted is the entire area of the Town of
Ithaca outside of the Village of Cayuga Heights.
REVENUE SHARING
Supervisor Schwan reported that "Planned Use" reports had been
received from the Federal government and that the Town is required
to fill out such reports indicating how the Town intends to use its
Revenue Sharing funds. One of the forms must be completed and re
turned to the Federal government by September 1, and the completed
form must be published in the newspaper. It appears the money can
only be allocated to capital improvements and payment of debt ser
vice (principal only)- The Supervisor noted that the first round
of Revenue Sharing money ($37,900) was allocated $30,320 to Bolton
Point and $7,580 to land acquisition and was so published in the

Ithaca Journal. The Supervise!;' estimated that the Bolton Point
transmission charge per unit at $35j.00, which amount could be re
duced to $20.00 a unit by using Revfenud Sharing money for the Bolton
Point project. He suggested the possibility of obligating the first
two or three years of Revenue Sharing money to Bolton Point and then
deciding later how to allocate the remaining Revenue Sharing funds.
There was some discussion as to whether ^ome of the Revenue Sharing
monies should go into parks and recteation.
Motion by Supervisor Schwan? seconded by Gounciljiah McElwee,
RESOLVED, that the Town Board of th^ Towii of Ithaca shall hold a
public hearing on the 13th of August, 1973, at 6200 p.m. at the
Town Offices at 108 East Green Street, Ithaca, New York, for the pur
pose of considering obligating the ToWn'a first tw6 years of Revenue
Sharing funds 100% to the Bolton Point ptoject.

MILEAGE RATE FOR TOWN PLANNER-ENGINEER
Motion by Supervisor Schwan; seconded by bouncilman Desch
RESOLVED, that Town-PlcUiner-Bngiheer, Kenneth Kroohs, be reimbursed
at the rate of XZ. cents per mile for the use of his car on official
Town business.
